Presentation For several years now, the issue of quality in the sector of higher education is acute. Competition among academic institutions becomes strong perverse address issues of international rankings. Therefore, the diffusion of quality culture among players in this sector is becoming a growing necessity. However, such diffusion is faced with many obstacles and constraints of financial, legal, technical, human, etc.

2 Enroll in a logical and a quality approach requires stakeholders to establish a radical change has the purpose to make a break with the systems 'traditional' that structure the components of higher education: research, teaching, management administrative and financial. To develop a mind focused on quality and evaluation in the academic world, the support of all stakeholders is required (governing body and teachers). It should be emphasized that quality in higher education is at the heart of the concerns of states as institutions that award degrees to allow their students to be competitive and successful on the labor market and meet the needs of human, social, economic. These concerns continue to become widespread globally, this results in the publication of reference texts and of guidelines for institutions, higher education providers. Thus, we have seen the development of "models" of quality management in an ongoing effort to improve it. Quality in higher education worldwide between now therefore in institutional policies to validate the quality of degrees and services leading to it. Efforts by states and international institutions (UNESCO, OECD, the European Community, etc.) Show the distribution pipe lines, labels, standards that promote the development of quality culture in all aspects of higher education. It is in this context that the theme of our symposium tries to stimulate thinking around a set of questions that we can list as follows : Themes of the Symposium The work of the Symposium will be developed according to themes : Culture of Quality, a prerequisite for higher education performance What system of Human Resource Management for Quality in higher education Place of Leadership in the Development of Universities Standards and Certifications in the field of higher education A. Evaluation of operations "Training-Insertion" Evaluation of the "Emergency Plan" Security and Environment at the Universities Quality and Evaluation in other fields Objectives and Organization The Symposium aims to promote Quality Education, Research and development of knowledge and technology transfer within Moroccan universities, and creating a space for dialogue between different actors Quality in Morocco and abroad. It seeks to highlight all the research conducted either in academia or in companies in the areas of Quality and Evaluation in the field of higher education. The work of the Symposium will be held in plenary sessions, thematic sessions (lectures and oral communications), workshops and roundtables. Poster sessions and booths will also be programmed. The scientific work selected by the reading committee, will be published in a special issue of the journal JCME. During this event, will be honored and a session will be devoted to a great man of quality in Morocco, Abderrahim HARROUCHI, (subject to a favorable opinion of his family), and a living person, acting in the areas of Quality and Evaluation in Morocco, or for Morocco (TBD). A Gala Dinner and a tour of the Medina of Fez will be scheduled during this meeting, and an excursion (2 days, one night), will be held after the symposium for guests who wish to participate.
