2 Bespoke training from the Oxford Brookes School of the Built Environment Our bespoke programme of short courses on planning and related topics can be selected from a wide and expanding menu of standard units, or tailored to specific training needs. The programme allows groups of decision-makers and staff to receive high quality training at low cost (compared with sending delegates away on conferences/courses). Courses are delivered on local authorities and other organisations own premises during weekdays, evenings or Saturdays. They can be given to a single organisation, or to a consortium. The suite of established courses have been run with considerable acclaim for more than 140 local authorities over the past six years. The current range of courses covers broad and comprehensive topics such as: Introduction to the Planning System Probity and Codes of Conduct (for Elected Members and Officers in Local Government) Environmental Impact Assessment Introduction to Conservation Law and Practice Planning decision-making update Giving Evidence at a Planning Inquiry The courses develop from the research activities of the School and therefore provide topical, up-to-date practice-related information and advice. The team of trainers are highly experienced in teaching and training methods. Two of the team have been local authority councillors (on planning committees) and all trainers are expert in town planning matters. Training sessions are run in an informal but directed way with the frequent use of workshops, simulations and practical examples. Lively interaction through questions and answers and direct response to specific concerns or interests of delegates is a hallmark of the School s approach. Tailor-made courses can also be offered on these or other topics. For example, the Department can offer any of the modules included in the ODPM syllabus for elected members. CPD Bespoke courses may be put forward under professional schemes as contributing towards CPD. Certificates of Attendance can be provided if required.

3 Brief outline of established courses Introduction to the Planning Process Covers: the planning system in context the statutory framework development plans and development control roles and responsibilities the development control process (including use classes, material considerations, conditions and obligations) appeals enforcement. Planning decision-making update and refresher for elected Councillors on Planning Committee This workshop covers recent changes to the planning system, including the Planning Act 2008, community Infrastructure Levy and future of Regional Spatial Strategies. The session is interactive, based around some case study discussions dealing with planning application decision-making and the balancing of policy and other material considerations Giving Evidence at a Planning Inquiry This course covers what to expect when giving evidence at a Planning Public Inquiry. The workshop deals with real case and shows some DVD footage of cross-examination and re-examination skills. Each delegate receives a pack on the procedures and process involved. Skills involved in giving evidence, crossexamination, re-examination and how to anticipate questions from the planning inspector, are all covered. These training sessions can be for professional witnesses and for elected members of planning committee. Developing local identity Covers the reasons why local identity is increasingly important today, explains ways of analysing its key aspects in particular places, and offers practical approaches to briefing and negotiating to reinforce its positive aspects through the planning process. Urban design fundamentals Demystifies fundamental urban design concepts, explores how to use these to evaluate the urban design potentials of sites as a basis for preparing design briefs or supplementary planning guidance, and offers advice on how to communicate urban design considerations to colleagues and applicants. The Role of Councillors in Town Planning Covers: current issues for members in development control workshops on key issues (lobbying, decisions against officer advice, etc) Codes of Guidance for members and officers on planning matters. Planning Law and Practice Covers: Modernising Planning recent policy changes (including updates on recent PPSs etc) planning obligations review of new cases, inquiry outcomes and judgements.

4 Implementing the Environmental Impact Assessment Regulations Covers all aspects of EIA including: the role of EIA in land-use planning the 1999 regulations reviewing environmental statements workshops on ES review and their quality for members and officers. Introduction to Conservation Law and Practice Covers: an introduction to historic building legislation current practice new ideas and developments in practice. Development Appraisal This course will help understanding of how developers value land and carry out DAs, using economic theory and spreadsheets. Sensitivity analysis and planning contributions will be covered. Practical and hands-on courses in The Use of Traditional Building Materials Covers: use of lime mortars; renders; pointing; daubing thatching; using water-reed and long straw. Strategic Environmental Assessment and Sustainability Appraisal Covers: The legal requirements for SA and SEA How SA/SEA links to the plan/programme decision-making process Various approaches to carrying out different stages of SA/SEA Possible pitfalls and ways of avoiding and getting out of them How to determine whether an SA/SEA is good or not The basics of appropriate assessment and its links with SA/SEA Introduction to Planning Law Covers: The basis of planning law The scope of planning control Application procedures Material consideration Appeals and court challenges Unauthorised development Special cases Certificate in Environmental Assessment: Procedures and Process Covers: Principles of EA Procedures of EA Methods of EA. This course is suitable for planners, environmental health officers, surveyors, architects and others in the built environment and development profession. Certificate in Strategic Environmental Assessment by Distance Learning Covers: SEA definitions and concepts Alternatives The status of SEA worldwide Baseline environment The overall SEA process Prediction and evaluation Objectives Mitigation and monitoring Indicators and targets Bringing the process together As part of our Special Lecture Series in various subject areas we offer the opportunity for outside practitioners to join our Postgraduate Students, these sessions may be put forward under professional schemes as contributing hours towards Continuing Professional Development.
