3 PROGRAMME AREA PL-BY-UA : Cooperation areas (core regions): in Poland: Krosniensko-przemyski sub-region (in Podkarpackie voivodship), Bialostocko-suwalski sub-region (in Podlaskie voivodship), Bialskopodlaski and Chelmsko-zamojski subregions (in Lubelskie voivodship), Ostroleckosiedlecki sub-region (in Mazowieckie voivodship) in Belarus: Grodno Oblast, Brest Oblast, seven western districts of Minsk Oblast: Miadel, Vileika, Molodechno, Volozhin, Stolbtsy, Niesvizh, Kletsk in Ukraine: Lvivska, Volynska, Zakarpatska Oblasts 3

4 PROGRAMME AREA PL-BY-UA : Adjacent cooperation areas (adjoining regions): in Poland: Rzeszowsko-tarnobrzeski sub-region (in Podkarpackie voivodship), Lomzynski subregion (in Podlaskie voivodship), and Lubelski sub-region (in Lubelskie voivodship) in Belarus: eastern part of the Minsk Oblast (15 districts and the city of Minsk) and Gomel Oblast in Ukraine: Rivnenska, Ternopilska and Ivano- Frankivska Oblasts 4

15 LESSONS LEARNT Main conclusions from the analysis of the Polish-Belarusian- Ukrainian border region - Programme PL-BY-UA should focus: - on the increase in the economic development in its area, - on improvement in tourist, transport, border and environmental infrastructure, -on social awareness increase of population.

16 LESSONS LEARNT Close involvement and cooperation between the national/regional authorities is essential at every stage of Programme implementation process; The full structure of all Programme bodies (especially of the Intermediate Body and both Branch Offices) should be set up as soon as possible in order to support the potential applicants with development of projects at an early stage; Although all official Programme documents are in English, manuals, instructions etc. should be prepared and be available in national languages before contracting process;

17 LESSONS LEARNT Electronically submitted version of the Application Form should be allowed in order to streamline the application procedure and to more efficiently organize projects evaluation process; Capacity building measures should be provided not only to beneficiaries but also to Programme bodies involved in project management and control. Trainings shall be conducted in national languages and organized in all the Programme regions;

18 LESSONS LEARNT Umbrella structure for micro-projects turned out to be too complicated and had several weaknesses; The delay in launching the Programme shortened its implementation period which limited the projects possibilities to prolong their implementation in case of delays and to use savings.
