2 - 2 - KARAKIA In the absence of Chairperson, Mr Huikakahu Kawe, Deputy Chairperson Mayor Crosby assumed the Chair. Mr Karora Smith opened the meeting with a Karakia. M14/60.1 APOLOGIES Moved Mayor Crosby/Seconded Mr Smith CARRIED That it be Resolved That the Committee: Receive apologies for lateness from Mr Kawe and absence from Cr Stewart. 9:36 a.m. The meeting adjourned to await arrival of Chairperson. 9:45 a.m. The meeting reconvened. 9:47 a.m. Mr Kawe entered the meeting. Mayor Crosby vacated the Chair and Mr Kawe assumed the Chair. ITEMS FOR DISCUSSION M14/60.2 TE KAPU O WAITAHA PRESENTATION Ms Vivienne Robinson on behalf of Waitaha provided PowerPoint Presentation (A) Waitaha Iwi Management Planning outlining the following: Why an Iwi Management Plan? What will be covered in Waitaha Iwi Management Plan? Waitaha Area of Interest (2011) Local Authority Regions and Districts. Waitaha Act 2013 Statutory Acknowledgement. Waitaha Act 2013 Deed of Recognition. Waitaha Values & Tikanga Quadrupled Bottom Line Concepts. Where to From Here? Waitaha Representation. Acknowledged Tauranga City Council and Bay of Plenty Regional Council for assistance with the process and provision of resources.
3 - 3 - In Response to Questions Quadrupled Bottom Line Concepts percentage mix was a rating scale based on the degree of importance to Waitaha Iwi. Acknowledged the importance of maintaining relationships with other Iwi and Hapu that had an interest within their rohe (tribal boundaries), particularly on mutual matters. Collaboration between Iwi and Hapu on common issues ensured they were collectively represented as Iwi Maori. Mr Maru Tapsell provided brief whakapapa (genealogy) of Waitaha Iwi. Item for Staff Follow-up Copies of the presentation to be sent to Committee Members. M14/60.3 TAPUIKA IWI MANAGEMENT PLAN LODGEMENT Mr Rereamanu Wihapi and Ms Elva Conroy provided PowerPoint Presentation (B) Tapuika Environmental Management Plan outlining the following: Purpose To Formally Present the Plan to Tauranga City Council. Te Takapu o Tapuika - Tapuika Tribal Estate. Driver for Change Tapuika Claims Settlement Act Tapuika Environmental Management Plan Plan Overview. Our Journey Spreading the Word & Collecting Korero. Plan Content. 10 Priority Issues (& Opportunities). Tapuika Environmental Management Plan Map Book. Action Plan 44 Actions over Ten Years. What does this plan mean for Tauranga City Council? o Sites of Significance to Tapuika (Scheduled and Non-Scheduled). o Activities Affecting Statutory Acknowledgement Areas. o Ensure Relationship Agreements are up-to-date (MOU). o Capacity Building. o Collaborate on Water, Land and Coastal Restoration Projects. Where to From Here? Acknowledged Tauranga City Council for financial support and provision of guidance. 10:30 a.m. Cr Grainger withdrew from the meeting. In Response to Questions Tapuika could provide Geographic Information System layers of their Map Book for Council s website. Pending agreement by the Tapuika Iwi Authority, presenters supported attending a Tauranga Moana Tangata Whenua Collective Hui to provide an in-depth presentation.
4 - 4 - Tapuika Environmental Management Plan would be considered when discussions impacting on Tapuika occurred. Development of the Plan started at the beginning of 2014 with the initial focus on communications and engagement. The Plan was a public document containing parts common to other Iwi or Hapu groups, there was a confidential element pertaining to historic sites that remained untouched and highly significant to Tapuika. Point Raised by Elected Members Elected Members received tabled item (1) Tapuika Environmental Management Plan and Map Book. M14/60.4 MAORI REPRESENTATION 2016 ELECTIONS Mr Puhirake Ihaka on behalf of the Tauranga Moana Tangata Whenua Collective opened the item for discussion. Maori Representation was considered seven years ago with the outcome being retention of status quo. Would like to enter into discussions with Council regarding Maori Representation as part of the review. Tangata Whenua and Council had a positive relationship, however the Collective had a recommendatory function whereas a Maori seat would allow direct participation in decision making. The Collective would explore further options and provided no commitment at this stage. Staff in Response to Questions Council was required to formally determine representation by November There would be an opportunity for Elected Members and the Collective to discuss representation reviewing in October Points Raised by Elected Members Had not yet discussed Maori Representation. Had recently resolved to retain the current First Past the Post voting system. Encouraged the Collective reach an agreed position prior to seeking Elected Members involvement. Farewell to Manager: Governance Services The Chairperson on behalf of Tangata Whenua acknowledged the Manager: Governance Services for her patience and assistance over the years and wished her well on her new journey. The Chairperson of the Tangata Whenua Collective acknowledged the Manager: Governance Services for the assistance she had provided in establishing and maintaining the relationship between the Collective and Council.
5 - 5 - Mayor Crosby acknowledged the Manager: Governance Services on behalf of the Elected Members for the support she had provided to both past and present Elected Members. The Manager: Governance Services responded by acknowledging what she had learnt from Tangata Whenua. KARAKIA Mr Rereamanu Wihapi closed the hui with a Karakia. The meeting closed at a.m.
