2 New York State Division of Criminal Justice Services / 4 Tower Place / Albany/New York Training Bulletin Bulletin Number: Date Issued: January 2010 Topic: Eight Hour Annual In-Service Training The Eight Hour Annual In-Service Training is a requirement for all security guards in New York State and must be completed on a calendar year basis for each year succeeding the completion of the mandated 16 Hour On-the-Job Training. All instructors providing New York State mandated annual in-service training must be certified through the (SGP) in accordance with Part 6029 of the New York State Compilation of Codes, Rules and regulations. The mandated eight hour annual in-service course may only be administered by an approved security guard training school in an approved classroom setting. For purposes of this training, an approved classroom must meet the same standards as those required for pre-assignment training. The eight hour annual in-service course is comprised of seven topics and an elective. Each approved school providing this training must develop lesson plans utilizing these topics and selected objectives. Objectives may be selected from those provided for each topic, be developed by the security guard training school, or a combination of both. Approved schools may utilize the topics and objectives developed by the SGP to satisfy the eight hour mandate, or after fulfilling the minimum time requirement of six hours for mandatory topics, may develop their own objectives and lesson plans to complete the remaining two hours of instruction. Each lesson plan developed must not contain more than the maximum time duration allotted. Additionally, it is the school s responsibility to ensure that those objectives chosen for any given topic are sufficient to cover the time allotment for such topic. Although no final examination is required for this training, it is recommended that one be administered to measure the retention and learning of the student and to evaluate the appropriateness of the course content. 9 NYCRR (b) requires directors of approved security guard training schools to retain training bulletins for a period of not less than two years.
3 Pursuant to New York State General Business Law, Article 7-A, 89-N(1),...upon completion of a required training course, a security guard shall receive from the provider a certificate evidencing satisfactory completion thereof in accordance with the requirements prescribed by the commissioner Consequently, the certificate must be issued to the student. It should be retained to confirm the completion of training and is NOT to be sent to the Department of State. The SGP will provide a camera ready copy of the course completion certification to all schools. This certificate is the only one authorized for documenting successful completion and MAY NOT BE MODIFIED in any way. 6 EIGHT HOUR ANNUAL IN-SERVICE TRAINING COURSE FOR SECURITY GUARDS COURSE ADMINISTRATION I. Curriculum requirements for the Eight Hour Annual In-Service Training Course for Security Guards. A. This course requires that each approved school providing this training develop lesson plans utilizing approved topics. Objectives may be selected from those provided for each lesson, be developed by the security guard training school, or a combination of both. B. The Eight Hour Annual In-Service Training Course must be comprised of a minimum of eight hours of classroom instruction. Approved schools may utilize the topics and objectives developed by DCJS/SGP to satisfy the eight hour mandate, or after fulfilling the minimum time requirement for mandatory topics, may develop their own objectives and lesson plans to complete the remaining two hours of instruction. Each lesson plan developed must not contain more than the maximum time duration allowed. Lesson plans that extend beyond the scope and authority of DCJS/SGP are done at the sole discretion of the security guard training school. II. Presentation requirements for the Eight Hour Annual In-Service Training Course for Security Guards A. All instructor(s) shall meet all required standards and have received certification from the Division of Criminal Justice (DCJS) pursuant to Part 6029 of the NYCRR. B. An Eight Hour Annual In-Service Training Course must be administered only at an approved security guard training school in an approved classroom setting. For purposes of this training, an approved classroom for Annual In-Service training must meet the same standards as those required for Pre-Assignment training. C. Due to the school s authority to adjust time requirements for each topic, it is the school s responsibility to ensure that those objectives chosen for any given topic are sufficient to cover the time allotment for such topic. D. Although no final examination is required for this training, it is recommended that one be administered to measure the retention and learning of the student and evaluate the appropriateness of the course content. E. Schools providing this training shall be in compliance with all other applicable rules and regulations as set forth for the presentation of mandated security guard training.

27 Appendix A Administrator s Guide
28 8 Hour Annual In-service Training A.1 Course Planning Only security guard training schools approved by DCJS may present this training. A school must have a permanent location with a DCJS approved classroom setting. Approved classroom settings must provide a minimum of 16 square feet per student, with no more than 35 students per class. The facility must also include appropriate seating accommodations, audio visual aides, restroom facilities, heating and ventilation. The 8 Hour Annual In-service Training should be completed in one eight hour session. In the event the course cannot be conducted in one eight hour session, it may be conducted in separate sections of no less than 2 hours per session over the calendar year in which the training must be completed. Students must attend a single course, meaning they must start and finish training with the same group of students and instructors. Since the 8 Hour Annual In-service Training was designed to be customized to meet the specific needs of the employer, DCJS has not provided any specific lesson plans or accompanying presentation. Course directors and instructors are encouraged to reference the lesson plans and presentation materials from the 8 Hour Pre-assignment Training in developing curricula for the first six hours of the training. The remaining two hours must contain elective material which better prepares the security guard to safely protect their facilities. In order to renew a Security Guard Registration Card, issued by the New York State Department of State, Division of Licensing Services, security guards must annually complete the 8 Hour Annual In-service Training. School Director The school director is entirely responsible for the administration of a security guard training school according to the minimum standards established by DCJS. The school director serves as the point of contact for all matters relating to the school. The school director is responsible for the administration and supervision of required examinations in accordance with Title 9 of the Official Compilation of Codes, Rules and Regulations of the State of New York, Part 6029(12)(b), and for maintaining an accurate record of attendance for each security guard attending the course, and for accurate and timely submission of course completion forms. Such records should be available for inspection by DCJS. Upon completing the course, the school director shall file with DCJS, no later than seven days after the course end date; a DCJS approved Security Guard Training Class Roster / Notification of Successful Completion form for each student indicating the course title, school dates, school location, school director, and student information. 29 8 Hour Annual In-service Training A.2 signature. Additionally, the school director must submit the Part I (red) Optical Mark Reader (OMR) form and the Part II (orange) OMR for each student. Pursuant to section 57-a of the Arts and Cultural Affairs Law, the school director shall retain all records, including correspondence, student attendance and performance, lesson plans and curriculum, handouts, and Security Guard Training Class Roster / Notification of Successful Completion forms, as required by the appropriate schedule for records retention and disposition promulgated by the Commissioner of Education. Currently, the schedule of retention is two (2) years. Such records shall be available for inspection by DCJS. The of the Division of Criminal Justice Services is available to provide technical assistance to the school directors. Instructors All instructors providing New York State mandated training must be certified through the DCJS in accordance with Title 9 of the Official Compilation of Codes, Rules and Regulations of the State of New York, Part This regulation applies to all instructors regardless of certification in other areas, including police instructors. Instructor certification may be granted upon demonstration of competency and subject matter expertise. Each instructor applicant must possess a high school diploma, or equivalent, and satisfy the minimum criteria established by DCJS. All instructors shall be responsible for disseminating the information in the modules assigned them according to the standards established by DCJS. Instructors may be called upon to provide documentation of their status and may be required to provide additional information to establish the competence of an instructor or for any other pertinent purpose. Student Requirements Anyone may attend the 8 Hour Annual In-service Training Course for Security Guards, however, in order to maintain a Security Guard Registration Card issued by the NYS Department of State, Division of Licensing Services, each student must: Annually complete the 8 Hour Annual In-service Training Course for Security Guards each year after completing the On-the-Job Training Course for Security Guards. Attendance The school director is responsible for maintaining an accurate record of attendance pursuant to section (a) of Title 9 of the Official Compilation of Codes, Rules and Regulations of the State of New York., : Copyright 2009 (June 2009)
30 8 Hour Annual In-service Training A.3 Examinations A written examination is not required for the 8 Hour Annual In-service Training. DCJS recommends the school director administer an examination to gauge student retention of the material. Course Completion Forms The school director is responsible for ensuring the Security Guard Training Class Roster / Notification of Successful Completion is completed accurately and bears the school director s original signature. In order to ensure records are entered accurately, this form must be typed and the box labeled (703) should be checked to indicate completion of the 8 Hour Annual In-service Training. The school director is responsible for accurately completing the Part I (red) and the Part II (orange) Optical Mark Reader (OMR) forms, or bubble sheets. In order to update the training records, DCJS must receive an accurate, legible OMR form for the instructor and one for each student. Incomplete or inaccurate forms cannot be processed. If the school director requires additional forms, please contact DCJS staff by telephone at (518) or by facsimile at (518) Certificates of Successful Completion Pursuant to Section 89-n(1) of the General Business Law,... upon completion of a required training course, a security guard shall receive from the provider a certificate evidencing satisfactory completion thereof in accordance with the requirements prescribed by the commissioner... The certificate must be issued to the student. The student should retain the original to confirm the completion of training and should not submit originals to the Department of State when applying for a security guard registration card. DCJS will provide a camera-ready copy of the course completion certificate to all schools approved to conduct mandated security guard training.
