1 2015 AB 1433 Report Annual Safety Report and Crime Statistics 2014 Data PREPARED BY: University Police Department California State University - East Bay
2 AB 1433 California State University, East Bay endeavors to provide a safe, secure and orderly campus environment conducive to the successful pursuit of educational opportunities and accomplishments. In accordance with this goal, the campus is providing information necessary to comply with AB1433. A. Reporting 1. On July 22, 2015, Campus Security Authorities (CSA) were notified in writing of their duties and responsibilities under the Clery Act. Each employee received 45 minutes of on-line training using the online Skillport System. 2. The Chief of Police or their designee will evaluate all crime reports received by the University Police Department to determine if: a. A Part 1 violent crime, sexual assault, or hate crime; and b. Occurred in our campus Clery geography. 3. If the crime that is reported satisfies both factors then the Chief of Police or their designee will immediately, or as soon as possible forward the information to either the Hayward or Concord Police Departments. B. Annual California Safety Plan Report 1. Safety Plan for the Hayward and Concord Campuses a. Security Personnel University Police Department (UPD) Officers are sworn police officers as established by section (c) of the California Penal Code. They have the same responsibilities and powers of arrest as any other police officer in the State of California. 1
3 Hayward Campus The Hayward campus UPD is on the basement level of the library building at the library building located at LI 1063, Carlos Bee Blvd, Hayward. The Hayward office may be contacted by calling 911 (for emergencies) extension from a campus phones or from payphones and off-campus phones. The police department is available to respond to all requests for police services on the Hayward campus 24 hours a day, 7 days a week, and 365 days a year. Hayward Campus Non-Emergency Public Safety Services Hayward Campus On-Campus Phones Off-Campus Police Business (510) Safety Escort Service (510) Crime Prevention (510) Lost and Found (510) Concord Campus The Concord campus UPD is in the main lobby of the facilities operations building located at 4700 Ygnacio Valley Rd, Concord. Police services at the Concord campus may be contacted by calling 911 (emergencies) or extension from campus phones, or from payphones and off-campus phones. This campus has limited police coverage. 4 b. Special Building Safeguards In 2014, UPD established a Student Housing Liaison Officer Program which operates from a store front location in the campus housing area. In addition to being centrally located in the housing area, the Liaison Officer will be responsible for creating and participating in programs that promote safety and security within the community such as sexual assault awareness, drug and alcohol awareness and personal safety advice. c. Safety Actions Taken Preceding 18 months In September 2015, UPD conducted an in house academy for its Student Service Officers (SSO). As a part of that academy, the SSO s received training in identifying hazards on campus, traffic control, use of flares and crowd control. In September 2015, the UPD deployed a new safety application with Rave Mobile Safety. This mobile application called the Pioneer Guardian will allow students to create a virtual safety network to monitor them when needed. In addition to creating these safety timers the application will provide enhanced communication with UPD using one button dialing and text messaging capabilities. To further UPD s commitment to community policing the department established a network of campus community liaisons with the following campus communities; Athletics, Library, Retail, Associated Student Incorporated, Administration and Student Health. These liaisons will provide for more timely and effective communication between UPD and the community we serve. d. Safety Actions Planned over next 24 months UPD is in the process of installing safety cameras at the Concord Campus. Most of the cameras will be installed inside the Administration Building; however, two cameras will be installed outside in the open quad and parking lot areas. The outside cameras will have the ability to interact with someone using a speaker and microphone system. In an effort to further professionalize our Police Department, we will increase our staff knowledge by providing expert-level training in areas of Sexual Assault, Crisis Negotiations, Threat Assessment and Cultural Awareness. These are areas identified as being essential to Campus Policing and relationship building. 3

Distribution of Safety Plan Currently enrolled students will receive an annually in late December which contains a link to the UPD page where the annual security report and this campus safety report can be viewed. C. Memorandum of Understanding UPD has MOU (Memorandum of Understanding) agreements with the Hayward Police Department (Hayward Campus) and the Concord Police Department (Concord Campus) for the interagency provision of routine and emergency public safety services to these campuses. In addition, this agreement clarifies the operational responsibilities for the investigation of Part 1 violent crimes occurring on campus. 6
