2 CONSTRUCTION, ENGINEERING & PROPERTY A BROADENING LANDSCAPE CONSTRUCTION, ENGINEERING & PROPERTY Overview The performance and outlook of the construction industry remains strong and the number of projects in the pipeline is at its highest level since the downturn. The advent of a new government after the 2015 general election signalled a number of investment decisions around infrastructure and housing. Additionally, the proposed changes to planning regulation are also viewed positively by the sector. These factors, alongside a healthy confidence in the economy, are giving employers confidence and leading to further investment in recruitment. The high demand for skilled professionals from domestic firms has been augmented by increased hiring activity from international companies, who are upping their investment in the UK. This has created a significant uplift in demand for staff. Whilst this dynamic is good news for employees, the problem for employers lies in the fact that the demand far outweighs the supply. London and the South East remain the busiest areas with the most notable skills gaps. However, there is now greater recruitment activity across the whole of the UK with a widespread imbalance between the talent required and the talent available. 54 Hays UK Salary & Recruiting Trends 2016 Initially we saw organisations struggling to adjust to these new market conditions. This lead to delays in the hiring cycle, candidates being lost to quicker competitors and many unfilled vacancies as recruitment criteria remained fixed and often unrealistic. However, we are now seeing increased flexibility and a range of options being pursued to ensure roles are filled. Employers will now consider candidates with a wider mix of qualifications, experience and backgrounds. They are also looking further afield to find staff. There has been notable growth in the number of non-uk professionals being employed, particularly those from the EU. We are also seeing many companies undertaking significant graduate and apprentice recruitment programmes to provide their own pipeline of future skills. Those employers that develop and deploy a broader range of strategies and are more open in their interpretation of role requirements are enjoying the most success in the recruitment arena. There is now greater recruitment activity across the whole of the UK with a widespread imbalance between the talent required and the talent available.
3 Whilst buoyant activity levels and long-term confidence fuel both the demand and competition in permanent recruitment, the pressures to meet demand and achieve productivity goals is driving an increased use of temporary and contract employees. This is evident across all disciplines and functions in the sector, and at both an operational and management level. Within the professional disciplines, it is architecture that has seen the strongest growth in demand for staff. We see this in practices, in contractors or developers with in-house design capability and within the public sector. The continual expansion of Building Information Modelling (BIM) and the need for REVIT software skilled professionals is slowly transforming many team structures. Organisations are creating new titles including BIM and Digital Managers to provide expertise beyond the planning and design phases of projects. This is expected to continue given the deadline of 2016 for all public sector projects to be BIM compliant. Whilst architecture leads the way, all the professional disciplines exhibit the same supply and demand characteristics. Engineers and surveyors are not short of career choices and project managers are sought across the residential, commercial and engineering sectors. With the number of industry retirees set to eclipse new entrants, there is a structural skills deficit that only a multi faceted and creative response will bridge. The broadening of the approach to talent acquisition and development that we have seen is welcome and needed. Other dynamics, beyond simple growth and demand, are also impacting on recruitment strategies. Changing work practices, often driven by the impact of new technologies, means that the very nature of the work undertaken has evolved. In response to this, the industry will need to appeal outside of its traditional target areas to source the manpower and the skills required. 8 CONSTRUCTION, ENGINEERING & PROPERTY CONSTRUCTION Bridget Bartlett Deputy Chief Executive, The Chartered Institute of Building The construction industry was one of the main engines of growth last year; witnessing its best performance since Rising private sector confidence and investment continue to push growth in the sector which, despite monthly fluctuations in output, is set to remain strong long term. Improved industry sentiment has seen output grow across a number of pockets in the sector. New private housing, industrial as well as commercial and retail are all shining examples. To deal with the growth in output, construction employment has been on the rise. But it is still well below what is needed to deliver the vital infrastructure projects and the much-needed homes this country needs. That growth means construction management is in high demand and harbours a wealth of options for those making career choices and are excited by the prospect of shaping our urban landscape. Across the industry, skill shortages are still prevalent. Employment forecasts suggest that construction will need to find almost 224,000 new recruits between 2015 and This is to replace workers lost during the recession, those set to retire as well as meet growing levels of output. The industry s continuing adoption of digitally driven construction techniques not only delivers modern methods of building but opens up the door for new ideas, new skills and greater levels of diversity. That can only be a good thing given only 11% of the construction workforce is made up of women and 4% from black and minority ethnic groups. That drive to attract new recruits has seen construction turn to other industries for transferable skills. A good example is employers targeting those who have served in the military that regularly possess the communications, leadership and team working skills construction demands. There is also a movement to reach the Minecraft generation to engage with young people building structures in virtual worlds. Great construction managers often don t get the credit they deserve. However, the results of a lack of professional skills in construction are felt everyday by people working in inefficient, poor quality buildings which don t meet their needs and those of the local community. 11 James Thorne Executive Director, Membership, Institution of Occupational Safety and Health (IOSH) In recent years, we have seen our profession develop as progressive employers have recognised the many benefits of investing in safety and health policies and practices. The traditional strength of the profession has been as an enabler, managing risk so people are not injured or made ill because of work. However, there is more to safety and health than this. Looking after your workforce, nurturing what we call a culture of care, is no longer perceived as an onerous tick-box exercise. By adopting the right advice and training, more and more organisations are focusing on safety and health as a driver to improve their reputation and strengthen their resilience in a rapidly changing, fiercely competitive world of work. This requires strong leadership, worker involvement and good safety and health advice ensuring competence throughout organisations. It is why IOSH has this year developed its range of training products Working Safely, Managing Safely and Leading Safely to cater for people operating at all levels. IOSH is the world s leading professional body in safety and health and our 44,000-plus members are employed in or are advising organisations across a wide variety of industry sectors. The IOSH vision is a world of work that is safe, healthy and sustainable and the work our members and training providers carry out with organisations worldwide is vital to delivering that. In 2016, we will help meet a demand from industry for highly skilled safety and health practitioners by developing a framework that helps the profession to provide the requisite skills and competencies. Our research tells us that there is also a need to sharpen our focus on occupational health issues. Critically, this had fed through to create an increasingly upbeat mood across much of the real estate sector. The most visible aspect of this, both in the residential and commercial space, is the uplift in pricing which reflects as much the lack of good quality stock for sale as the welcome pick-up in demand. Indeed, the relatively gradual improvement in the development pipeline has been a factor behind the modest rise in transaction activity, particularly in the residential market. Notwithstanding this, the construction sector is clearly enjoying a healthy recovery from the recessionary lows and this is being reflected in increasing pressures on scarce resources and in particular on labour. Regular surveys carried out by RICS show that the shortage of both blue and white collar skills is back at the highs seen during the last real estate cycle and that picture is no longer confined to specific hotspots but increasingly widely felt across the country. Understandably, there is concern that the Bank of England will at some point have to begin to raise interest rates. This is fuelling uncertainty as to how the economy is likely to respond after such a long period during which the cost of borrowing has been at historic lows. Some comfort may be drawn from the acknowledgement by Mark Carney, Governor of the Bank, that the adjustment in policy is likely to be very gradual indeed. Significantly, our key sentiment indicators suggest that construction workloads will continue to grow during the course of 2016 and that the demand for labour with the requisite skills will rise alongside this. Given the existing challenges facing companies looking to recruit in the sector, and the long-term demand for housing and infrastructure in particular, it is imperative that both business and government follow through on the delivery of more apprentices in this area if the country is to achieve its long-term potential.
