5 I. General The administration of the Football Championship Series is the responsibility of the Department of Championships, representatives of the NAIA - Football Coaches Association (NAIA-FCA) and the NAIA Sports Information Directors Association (NAIA-SIDA). The Football Championship Series is conducted in conformance with the policies of the NAIA-FCA and NAIA National Administrative Council. The general management of the game is under the control and direction of the following: A. GAME ADMINISTRATOR The game administrator is a member or representative of the Department of Championships staff who is responsible for the overall conduct and supervision of the playoff/championship games and related activities. B. GAME COMMITTEEMAN The game committeeman is a representative of the NAIA-FCA who is responsible for, among other things, the supervision of the traveling team(s), the officiating crew and preparation of the playing field. If no Game Committeeman is assigned to the game then the NAIA Sport Manager will serve in this capacity C. INFORMATION DIRECTOR The information director is a member of the Department of Sports Information staff, host-site sports information director, or a representative of the NAIA-SIDA who is responsible for the supervision of the press box operation, services to the media representatives covering the game, and selection of the outstanding player award recipients and production of a media kit for the championship games. D. HOST INSTITUTION COORDINATOR The host institution/organization provides a game liaison person on a full-time basis during the week of the game to work with the game administrator in organizing and promoting the event. This responsibility includes arranging meetings with key community leaders, civic organizations, news media, and assisting with various details of game administration as outlined by the game administrator. II. Selection of Participating Teams, Game Sites and Pairings A. Member institutions that sponsor intercollegiate football participate in one division. B. All teams and game sites shall be confirmed by the Football Selection Committee comprised of the sport liaison from the National Administrative Council and the NAIA-FCA officers. Should one or more of these individuals have a team being considered for a spot in the FCS, an alternative will be appointed to fill his position C. The following criteria will be used by the Football Selection Committee in selecting the participating teams for the championship series: 1. All active member institutions in good standing which sponsor intercollegiate football are eligible for selection. 2. Institutions must have declared their intent to participate in the NAIA Football Championship Program and submit the appropriate forms to the NAIA Department of Championships. 3. Institutions must be ranked among the top twenty (20) (including ties) in the final rating to receive consideration for a berth in the championship series. The final rating is Sunday, November Institutions: a. Must play a minimum of eight (8) intercollegiate games against upper-level institutions in the United States or Canada prior to the final rating on Sunday, November 15. b. Shall count only intercollegiate contests against upper-level institutions in the United States or Canada in its overall record (excludes junior colleges, club teams, military teams, junior varsity, etc.). 5. Football conferences certified by the NAIA shall be eligible to qualify its champion to the Football Championship Series provided that: a. Six (6) or more active members in good standing sponsor intercollegiate football. b. Six (6) or more active members in good standing have declared their intent to participate in NAIA postseason competition. c. The conference members must play an intra-conference round robin schedule if consisting of less than 10 members and conference members of 10 or greater must play at least seven (7) intra-conference games, and have a written charter/constitution on file with the NAIA Department of Championships. d. The conference is certified by the NAIA prior to May 1, 2015, by filing a conference certification form with the NAIA Department of Championships. 6 e. The conference certifies its method of determining its champion in case of ties. Only one institution per conference will be recognized as qualifying for the conference championship team berth. f. The championship team is rated among the top twenty (20) teams in the final rating of Sunday, November Independent institutions (those not recognized by the NAIA as a member of a certified football conference) shall be available for selection by meeting criteria 1 through 4 above. Additionally, the highest rated independent (provided they are ranked in the top 20) shall automatically qualify for the FCS. 7. The field for the championship series shall be determined as follows: a. Certified conference champions and independents determined by criteria Number 5 & 6 above shall be selected. b. The remaining berths shall be filled by the highest rated teams (in order) in the final rating of November 15, irrespective of conference affiliation or independent status. c. In case of ties in the November 15 final rating, which affect selection procedure, the following tie-breaking system will be used: Head to head result between tied teams Win/loss percentage among common opponents Accumulated ratings points in the previous four ratings grids (not including current weekly grid) Differential between highest and lowest rating (after displacement) team with the smaller differential is rated above team with larger differential Vote of National Oversight Committee Note: Tie-breaking criteria stop anytime the tie is broken. D. Site Selection The Football Selection Committee along with the NAIA Department of Championships will determine game sites based on the following criteria: 1. Submitted bids (See E. Below) 2. Availability of quality facilities 3. Potential income 4. Comparative cost factors among the available sites 5. Competition from other activities E. Automatic Host for Higher Seeds 1. If the 1-8 seeds bid at least $22,500 for the first round, they will host first round contests in the Football Championship Series. Seeding is based on the final rating used for selection. 2. Unless a flight could otherwise be eliminated, the four highest remaining seeds that bid at least $33,000 for the quarterfinal round will host quarterfinal contests in the FCS. Seeding is based on the final rating used for selection. 3. Unless a flight could otherwise be eliminated, the two highest remaining seeds that bid at least $47,500 for the semifinal round will host semifinal round contests in the FCS. Seeding is based on the final rating used for selection. F. Pairings 1. It was recommended by the 2008 Football Taskforce and affirmed by COP that it is the responsibility of the NAIA national office and the football selection committee to look at the overall effect to all teams involved throughout the championship series. All pairings for each round will be based upon financial considerations, geographical location of teams and final rating. III. Host Institution/Organization General An institution wishing to host a championship series game shall submit a host site questionnaire projecting anticipated income and expenses in administering the event. This questionnaire can be accessed in late September on the NAIA website in the football coaches corner. The information is used in determining game sites. The NAIA strongly considers as host institutions, those that have the potential for producing game income and that can secure the best possible rates/prices and can provide items on the form on a complimentary basis. A. GENERAL REQUIREMENTS 1. The host institution shall provide a host institution coordinator, who will coordinate all facets of game administration from the time of team and site selection through game day on a full-time basis. 2. The host institution shall provide the personnel to discharge the functions of game administration before, during and after the game under the direction of the game administrator. 3. Cost of host team meals, lodging and transportation are the responsibility of the host institution and cannot be included as authorized at-site expenses. 7 B. ADMINISTRATION 1. Ticket Sales - Every effort should be made to maximize the selling of tickets to individuals as well as to groups and businesses. A person should be appointed to supervise the selling of tickets and to handle the auditing and accounting. 2. Publicity and Promotion - Your institution, as well as your community, can benefit from hosting a championship series game. It is important that the game be well-publicized through the press, radio, and television. In addition, general advertising, public appearance at civic clubs, pep rallies, newsletters to alumni, other meetings, etc., should be utilized in publicizing and promoting the game. In addition, your institution's sports information director will be expected to handle the press box operation in providing services to the media, game statistics and other needs as prescribed by the NAIA Department of Sports Information. 3. Game Day Personnel - Ticket sellers and takers, ushers, adequate security/police, concession vendors, public address announcer, program sellers, etc., are necessary personnel needed for game play. 4. Game Officials - The Department of Championships determines the officials for all games. The officiating team arrives at the game site on the day before the game, and will be housed at a different hotel from the traveling team. Normally, the officiating team departs the site following the game and requires housing for only one night. (Refer to Article VII, Section P., Officials, for detailed information.) 5. Game Headquarters - The host institution should provide or designate office space on campus to serve as game headquarters. This office should serve as an information center before the game, as the office for NAIA personnel, and should be located convenient to the ticket box office, the host athletics director, and sports information director. 6. The host institution should provide secretarial help, computers, copiers, fax machines, paper and other supplies at headquarters location to assist in headquarters functions throughout game week. 7. Courtesy Cars - A maximum of four (4) are requested for all games leading up to the championship game and a maximum of eight (8) are requested for the national championship game. 8. Post-game Awards Ceremonies - These ceremonies are held in the center of the field immediately following each game. Personnel should be assigned to handle the awards and have them at the right place at the right time. IV. Host Institution/Organization Financial Requirements A. The host institution/organization will be required to provide a cash guarantee to the NAIA for each game of the championship series. Confirmation of this guarantee must be provided in writing and received by the National Office by 5:00 p.m. (CST), according to the following schedule: 1. For games to be played on November 21, written guarantee is due by 5:00 p.m. (CST) on Tuesday, November For games to be played on November 28, written guarantee is due by 5:00 p.m. (CST) on Tuesday, November For games to be played on December 5, written guarantee is due by 5:00 p.m. (CST) on Tuesday, November 24. B. The guarantee figure will be established after consultation with the host institution/organization by the NAIA and will be based on a consideration of the following items with priority given in the order listed below: 1. Potential income (potential attendance in immediate area, stadium seating capacity, host institution enrollment, population of host community, income from sources other than gate receipts). 2. At-site expenses. C. The host institution/organization is financially responsible for the amount of the guarantee figure or the game income, whichever is higher. D. Game income is defined as all income derived from the following: 1. Ticket sales (advance, game day) 2. Championship game banquet 3. Radio/television rights 4. Concessions (if applicable) 5. Parking (if applicable) NOTE: The host institution/organization must secure approval of the NAIA to waive net concession sales as game income if local arrangements prohibit inclusion of this item as game income. E. All authorized and approved at-site expenses are to be deducted from the guarantee/game income figure, whichever is higher. Ticket takers, press box staff, ushers and other staff positions are not approved at-site expenses. The amount remaining shall be defined as net income. F. The authorized at-site expenses include the following: 1. Game officials (seven on field plus clock operator). Includes game fee, transportation, meals and lodging, as authorized by the NAIA. 2. 8 No other expenses are authorized, therefore only the above items can be deducted from the game income. G. When the host institution generates income in excess of its guarantee/game income figure (net income), it has the opportunity to share in that excess income with the NAIA provided: 1. That the host institutions in the first round of eight (8) games has a guarantee/game income of $10,000 or greater. If the net income is greater than the guarantee/game income, the host institution and the NAIA will share the excess net income. 2. That the host institution in the quarterfinal round of four (4) games has a guarantee/ game income of $12,500 or greater. If the net income is greater than the guarantee/game income, the host institution and the NAIA will share the excess net income. 3. That the host institution in the semifinal round of two (2) games in has a guarantee/ game income of $15,000 or greater. If the net income is greater than the guarantee/game income, the host institution and the NAIA will share the excess net income. H. The host institution/organization shall receive and be responsible for paying all bills for expenses listed under at-site expenses, up to the amount of the cash guarantee figure or game income, whichever is greater. I. By the dates listed on the FCS calendar, the host institution must submit a final itemized income-expense report (Appendix A) to the NAIA National Office. This report should include a check, made payable to NAIA, for the amount of the guarantee or game income, whichever is greater, less the actual amount of authorized at-site expenses for which the host institution/organization is financially responsible. J. Institutions which do not meet their financial obligation may be subject to not hosting future championship series games or other NAIA events. K. Net income (Article IV, Section E) will be distributed as follows: 1. After receiving a final income-expense report and check, the NAIA will send a check to the host institution if it has generated net income in excess of its guarantee/game income figure and has met the provisions outlined in Section G: 1, 2, and Upon attainment of an institutional invoice with needed receipts (charter bus, airline, institutional van, lodging, etc.), the NAIA will reimburse to the traveling team's institution approved transportation and lodging expense up to 100 percent of authorized expenses for these items provided the event has generated sufficient income. 3. The NAIA will pay for NAIA expense incurred in the administration of all championship series games. V. Traveling Teams Transportation and Housing All arrangements for the traveling team's official party (maximum of 60 persons for expense purposes) must be approved by the NAIA Department of Championships. The traveling team will receive and pay the transportation bill (air and/or ground) and any meal and housing bills incurred to and from, and while at the game site. Exceptions will not be made to these policies unless approved in advance in writing by the NAIA Department of Championships. A. TRANSPORTATION AND HOUSING There are three categories for transportation, reimbursement: 1. For trips under 400 miles, the NAIA would reimburse no more than: Pre-approved expenses for one 55 passenger bus & one additional vehicle (e.g. 15- passenger van). If it has been determined by the Department of Championships that an institution will bus to the site of a championship series game, and be reimbursed for those expenses, that institution will be responsible for arranging ground transportation. Pre-approved hotel for 30 rooms (one night). The Department of Championships in coordination with the host institution arranges housing for the traveling team s official party while at the game site. All participating teams must stay at the designated headquarters hotel or assigned property in order to be eligible for the event and any reimbursement funds. 2. For trips between 400 and 800 miles: Pre-approved expenses for two 55 passenger buses (no additional vehicle) If it has been determined by the Department of Championships that an institution will bus to the site of a championship series game, and be reimbursed for those expenses, that institution will be responsible for arranging ground transportation. Pre-approved hotel for 30 rooms (maximum of two nights). The Department of Championships in coordination with the host institution arranges housing for the traveling team's official party while at the game site. All participating teams must stay at the designated headquarters hotel or assigned property in order to be eligible for the event and any reimbursement funds. 3. For trips over 800 miles, air transportation will typically be used and reimbursement is as follows: Air transportation costs (see information below) Pre-approved hotel for 30 rooms (maximum of two nights). The Department of Championships in coordination with the host institution arranges housing for the traveling team's official party while at the game site. 9 All participating teams must stay at the designated headquarters hotel or assigned property in order to be eligible for the event and any reimbursement funds. Air transportation Reimbursement Commercial air service shall be the first consideration for teams that fly during the FCS. Institutions assigned commercial flights must use Short s Travel, the Official Travel Agency of the NAIA. Please visit to upload team rosters and contact information, then call Short s Travel at to book your travel arrangements. All coaches will need a username and password which will be provided by the National Office. In order to be eligible for reimbursement, all schools are expected to use Short s Travel for any air travel. Any request to use alternative travel arrangements must be accompanied by: a. quote from the NAIA travel service for the airfare b. quote for alternative proposed travel arrangements Charter flights will be coordinated by the NAIA through Air Planning, the preferred Air Charter Company of the NAIA. All institutions that charter a flight must be prepared to pay for all costs associated with the flight upon confirmation from the service provider. Once the flight is confirmed the institution must be able to wire a check to the service provider for the full amount of the flight. The check must be received on the first business day after flight confirmation is confirmed. An institution not using Air Planning or an otherwise approved air charter company will be ineligible for reimbursement. When charter air travel is used, the NAIA reimburses the institution for 60 seats at a predetermined rate. This rate is calculated by dividing the total cost of the charter flight by the total number of seats on that flight (see example below). It is the responsibility of the traveling school to sell the additional seats beyond the above mentioned 60. Each institution shall determine the price at which the remaining seats will be sold. However, for the purpose of determining eligible reimbursement, the NAIA will use $450 to use in the reimbursement formula (see examples below). The difference between the actual cost per seat and the above mentioned price point is also included in the eligible reimbursement amount (see examples below). The traveling team s institution is responsible for transportation expense incurred from campus to the NAIA designated airport for departure and return. CHARTER FLIGHT EXAMPLES: A charter flight has 172 seats and the total cost is $145, (number of seats available) 60 (official party for reimbursement) = x $450 = $50,400 (institution s responsibility) 3. $145,000 $50,400 = $94,600 (eligible for reimbursement) A charter flight has 150 seats and the total cost is $118, (number of seats available) 60 (official party for reimbursement) = x $450 = $40,500 (institution s responsibility) 3. $118,000 $40,500 = $77,500 (eligible for reimbursement) VI. NAIA Expenses A. Awards (only official NAIA awards are included as authorized expenses). B. Printing and shipping of programs (championship game only), shipping of game footballs and other items directly related with the game, printing of credentials, press kits, etc. C. NAIA personnel: championship event staff, game committeeman, game administrators, etc. Expenses include transportation, meals and housing (if not complimentary). D. Other game administration expenses: postage, other shipping, etc. VII. General Information Arrangements A. ADVERTISING 1. Local and national advertising shall be the financial responsibility of the host institution/organization and shall not be included in the Authorized Expense Schedule. 2. NAIA policy governing acceptable advertisers and advertising copy for game programs, broadcasts and telecasts of NAIA championship events, states: NAIA National Office 1200 Grand Blvd., Kansas City, MO Football Championship Series Manual / / page 9

10 Beer, wine, liquor or any form of alcoholic beverages or any form of tobacco products shall not be endorsed by NAIA, but the advertisements of such products in connection with NAIA conference and national events, as well as sponsorship, is permissible under the following conditions: a. All advertisements must receive approval from the NAIA Chief Executive Officer. b. Alcoholic beverages in any form shall not be allowed to be sold, dispersed or brought into the public areas of any NAIA event. c. No commercial may relate directly or indirectly by the advertising company of the advertised product to the institutions or athletes involved, or to the NAIA. B. AWARDS The NAIA maintains a standardized awards program for all championship events. This program for the Football Championship Series includes: C. BANDS 1. First Round Games: Each participating team receives 60 official party certificates of participation. These certificates are presented to the participating head coaches at the pre-game meeting on the day before the game. 2. Quarterfinal Round Games: No team awards are provided. 3. Semifinal Round Games: Losing teams receive the standard NAIA team award and 60 individual plaques. These awards are shipped directly to the institution's director of athletics for presentation in an appropriate manner by the institution. Winning teams receive awards at the site of the championship game, as described below. 4. Championship Game: Runner-up team receives the standard NAIA team award and 60 individual plaques. Championship team receives the standard NAIA team award, the traditional NAIA team championship banner, the NAIA championship team traveling trophy (to be retained for one year and shipped to the site of the next year's championship game) and 60 individual plaques. These awards are presented on the field immediately following the game. 5. Outstanding Player Awards: (All games) The outstanding offensive and defensive players in each game of the championship series will receive a special plaque. The recipients are selected by the news media in attendance. 1. Marching bands (a minimum of 25 members in uniform) representing either of the two participating institutions, or a local/regional high school, shall be admitted without charge as long as the group is performing on the field during pre-game or halftime. 2. Pep bands (a maximum of 25 members) representing either of the two participating institutions, or a local/regional high school, shall be admitted without charge as long as the group is performing in the stadium. The NAIA game administrator, in consultation with the director of athletics of the host institution, determines seating for all band groups. Bands wishing to perform on game day should contact the NAIA game administrator or the director of athletics of the host institution no later than 48 hours prior to game day to receive final approval. Band members do not receive game tickets. Bands shall not play while the game is in progress. All NCAA playing rules regarding bands are in affect during the FCS. D. BANQUET OF CHAMPIONS 1. The Championship Game banquet is held on the evening before the championship game. A banquet may be held prior to games in earlier rounds of the championship series, but this event is included in the Authorized Expenses Schedule for the championship game only. 2. The official party of both participating institutions is required to attend. Sixty (60) tickets are provided to each institution, and the chief executive officer of each institution is provided ten (10) tickets to use at his/her discretion. In addition, the NAIA receives up to 25 tickets for its use (a total of 165 authorized guests). E. CHEERLEADERS NOTE: The two teams participating in the championship game must submit a meal roster to the host dining facility prior to each meal. Any persons above the official travel party of (60) must be accounted for and paid for prior to the team s departure to the championship game facilities on championship day. Payment arrangements can be made with the host prior to arrival to the championship, if needed. 3. The host institution/organization shall determine whether the banquet will be open to the public and shall arrange for the sale of banquet tickets to persons other than those included in Number 2 above. 4. Tradition calls for an exchange of mementos between the two institution's head coaches, athletic directors and chief executive officers. It is suggested that something indigenous to the institutions' respective areas be used in the exchange. No other memento exchange is included in the program. 5. 11 1. Cheerleaders in uniform (not to exceed 12 in number), mascot and the cheerleaders' sponsor/supervisor shall be admitted without charge. Cheerleaders do not receive game tickets. 2. Pyramids higher than 2 ½ persons in height are prohibited at NAIA conference, independent and/or national events. (Pyramid height is measured by body lengths. A shoulder stand is defined as 2 persons in height, a chair or shoulder sit is defined as 1 ½ persons high. ) 3. No external force shall be used by cheerleaders to propel the body at NAIA conference, independent and/or national events (EXAMPLES: trampoline, springboard, clasped hands, etc.). 4. Cheerleaders will adhere to the American Association of Cheerleading Coaches and Advisors (AACCA) recommendations and safety guidelines for collegiate cheerleading. To obtain a copy of the college safety rules, go to F. COMPLIMENTARY TICKETS 1. Authorized NAIA personnel and professional football scouts with appropriate identification (authorization from professional clubs) may receive one complimentary ticket per individual. Professional scouts may not occupy space in the press box or on the sideline NAIA Membership Cards shall be honored. The chief executive officers of each member institution shall receive two complimentary tickets upon presentation of the NAIA card and appropriate identification. All cards are non-transferable. 3. All other tickets not mentioned above must be purchased and included as game income. G. CREDENTIALS 1. Only working representatives of the news media, so designated by the game administrator or information director, shall receive press box credentials. Media representatives do not receive game tickets; non-working media representatives must purchase tickets. 2. The NAIA Department of Championships supplies all credentials needed: press box, official, field and coach passes. 3. Other working personnel, as designated by the game administrator shall receive appropriate credentials. Personnel in this category shall not receive game tickets. 4. Each institution's head coach shall be allotted up to 18 "official party" credentials (press box and/or sideline access) to be used by those persons that have "working" responsibilities on the sideline or in the press box before and during the game (Example: assistant coaches, managers, athletic trainers, team doctors, etc.). 5. Each institution's head coach must submit a roster of up to 18 personnel (outlined in Number 4) to receive "official party" credentials. This list must be presented to the game administrator on the day before the game. These credentials are issued at the pre-game meeting the night before the game. H. EQUAL ACCOMMODATIONS AND FACILITIES 1. The host institution is responsible for providing equal and/or comparable accommodations and facilities relative to dressing facilities, halftime refreshments, bench towels, sideline heaters (if applicable), etc. I. OFFICIAL BALL 1. The Rawlings ST-5 is the official NAIA football for the championship series. 2. The participating teams may use their own Rawlings ST-5 footballs or they may use the Rawlings ST-5 footballs that will be provided by the NAIA (three per team). Only Rawlings ST-5 footballs may be used in any game of the championship series. J. GAME FILMS 1. Game films are not provided for first round, quarterfinal and semifinal games for scouting purposes. However, participating institutions may arrange for the production of a game film, videotape or DVD upon approval from the game administrator. Each participating institution is responsible for the costs involved in producing such a film/videotape and the traveling institution should coordinate such a project with the host institution. 2. The NAIA Department of Championships authorizes one print (in color) of the championship game in each division as an NAIA expense. If the game is televised, the NAIA will receive a copy of the videotape of the game in lieu of producing a film of the game. Participating teams may request a print of the film or videotape for purchase. K. GAME TIMES 1. In consultation with the host institution, the NAIA Department of Championships establishes game times for all games in the championship series. 2. All game times are determined prior to team selection for first round games, prior to team qualification for succeeding games, and after consultation between potential host institutions and the NAIA Department of Championships. 12 L. HALF-TIME SCHEDULES 1. The half-time intermission shall be a maximum of 20 minutes. Strict time limits will be imposed on performing groups and the field will be cleared no less than three minutes prior to the start of the second half. 2. The game administrator establishes the half-time schedule. Performing groups representing the participating teams are given priority for the half-time period, but must notify the game administrator no later than the end of the day Wednesday of game week if their group(s) will be available to perform on game day. M. INSURANCE 1. Each participating institution shall be required to furnish its own accident, medical life and travel insurance for its athletes and coaches (official party). 2. The NAIA provides liability insurance to cover the NAIA only. The host institution/organization shall provide the NAIA Department of Championships with a copy of the insurance policy coverage. The insurance coverage should include commercial general liability at a minimum of $1,000,000 per occurrence and participant legal liability at a minimum of $1,000,000 and it shall name the NAIA as an additionally-insured party. N. MEDIA ARRANGEMENT AND PRESS BOX 1. Press box and field credentials will be assigned to the working media at the discretion of the information director in consultation with the game administrator. 2. All requests for credentials, hook-ups of radio broadcasts, etc., should be directed to the sports information director of the host institution. 3. Post-game Interview Procedures: After a five-minute cooling off period (five minutes after teams enter their dressing rooms), coaches and players will be made available to all members of the news media. Post-game interviews will be conducted in either an open dressing room or interview area, whichever is deemed appropriate by the information director after consultation with the game administrator. 4. The following requirements are in place for press boxes: Space to accommodate up to people. Wireless internet signal that is not open to the public; if no wireless, press box should have dedicated hard lines. Internet should allow users to access all websites, including social media (Facebook, YouTube, Twitter). Ample power outlets of up to 30 users, including extension cords Minimum of two radio lines for analog dialing purposes. The visiting team will need to be able to dial-in (no dial-out) O. MEDICAL PERSONNEL AND PROCEDURES The head athletic trainer at the host site shall be responsible for providing the visiting team medical assistance at all practices and during the game. The host athletic trainers shall: 1. Contact the visiting team's head athletic trainer prior to their arrival to plan the visiting team's access to the training room and to assist with any special needs that the visiting team may have. Topics to cover should include, but not be limited to: Special needs of the visiting team (towels, water, modalities). Medical assistance needed for practice. Training room (location, hours, equipment, phone numbers). Phone numbers for after-hour emergencies. Directions to medical facility on campus or in community. Outline of coverage and staff being provided by host institution. Emergency procedures and protocol. 2. Each team's athletic trainer shall be responsible for providing the NAIA National Office a report of all injuries for all postseason games. Copies of the NAIA-ATA Injury Report can be found in the NAIA Athletic Trainers Association manual. Following each game, the reports shall be forwarded to: NAIA National Office, Kristin Gillette, Athletics Trainers Liaison, 1200 Grand Blvd., Kansas City, MO P. OFFICIALS 1. The NAIA Department of Championships arranges for all officials to be used in the championship series. 2. Game officials (referee, umpire, linesman, field judge, line judge, back judge and side judge) pay for all expenses incurred to and from and while at the game site. The official clock operator will also serve as a backup official in case a regular member of the crew becomes incapacitated. 3. The host institution is responsible for the game fee, transportation, meals and lodging for each official, as approved by the NAIA Department of Championships. Game officials are an authorized at-site expense. Expense checks are given to the officials at the pre-game meeting. 13 4. The game fee for each official during the 1st Round, Quarter Finals and Semi Finals is $150 per game. Championship Game Officials will receive $200 per game. 5. Transportation allowance is provided to each official that drives a vehicle at $.55 per mile, round trip mileage. If travel by air is approved by the NAIA Department of Championships, the lowest available airfare will be approved in addition to intermediate ground transportation allowances if the official is located over 30 miles from the nearest airport. 6. Each official receives a meal allowance of $30 (partials may also be given if officials are coming from longer distances), and those officials working the championship game also receive a complimentary ticket (from the NAIA supply) to the Banquet of Champions. 7. Lodging allowance, unless provided on a complimentary basis by the host institution/organization, is provided at the exact room rate in the assigned hotel. Reservations for the officiating team should include three twin double rooms (two officials per room) plus one single room. Officials occupying double rooms receive 50 percent of the room rate; and the official occupying the single room receives the single room rate. 8. The national supervisor of officials, who is responsible for assigning the officials, will notify the NAIA football sport manager on Monday of game week to notify him/her of the names of each crew member by position, the conference they represent, and the mileage for each vehicle to be used by the officiating crew. In addition, the supervisor identifies the crew members that are driving so that the travel allowance is credited to the appropriate officials. The NAIA sport manager will notify the host AD of the officials assignments. 9. Officials shall not receive complimentary tickets. Q. OFFICIAL PARTY 1. For expense purposes, the official party is 60 persons per team. Traveling team transportation and housing reimbursement is based on an official party of 60 persons. 2. For team dress purposes, the maximum number of players in uniform and on the sidelines is For sideline purposes, the official numbers of players and supplemental personnel should not exceed 75, including players, coaches, managers, etc. In addition to the 75, each institution is allowed to have up to six (6) athletic training personnel on the team sideline. 4. For the championship game only, the head coaches of the participating teams must submit to the game administrator the official roster of the 57 persons who are to receive individual awards at the end of the championship game. This roster should be prepared in triplicate and presented to the game administrator at the pre-game meeting the evening prior to the championship game. R. PLAYING RULES 1. The official NCAA Football Rules are followed during the championship series. 2. All games in the NAIA championship series will be played on fields with goal posts 18 feet, 6 inches apart, and where 25-second clocks are used. S. PRACTICE SCHEDULE 1. The game administrator, after consultation with the athletics director of the host institution and the traveling team's head football coach, shall establish the practice schedule for the traveling team at the site of the home institution. 2. As a general rule, practice is not permitted on the game field. If the host institution agrees to allow the visiting team to practice on the game field, both teams may do so. But fair and equal practice time on the game field should be giving to both teams. The Game Administrator will assist in making this decision prior to the arrival of the two teams. T. PRE-GAME MEETING 1. A pre-game meeting is scheduled by the game administrator on the day before the game at approximately 6:30 pm at a site to be determined. Please see Appendix H for sample of pre-game meeting agenda. 2. The following personnel are required to attend the pre-game meeting: a. NAIA Game Administrator b. NAIA Game Committeeperson c. Head Coaches from the two teams d. Game Officials e. Public Address Announcer f. Game Communications Director g. Back-up Clock Operator h. Representative from chain crew i. 14 3. The Game Administrator should address the following items at the pre-game meeting: a. Team introductions b. Awards presentations c. Miscellaneous administrative duties 4. The Game Committeeman should address the following items at the pre-game meeting: a. Uniform colors for the teams - visiting team in white; home team in dark color b. Footballs to be used by both teams c. Locker room assignments d. Team benches - which side of the field each are located e. Pre-game warm-up procedures f. Pre-game and halftime agendas g. Field phones h. Tie-Break Plan 5. The Referee should address the following items at the pre-game meeting: a. Introduce his crew by position b. Identify team captains for each team c. Discuss overtime rules if needed d. Give interpretations as needed U. PRE-GAME SCHEDULE The following time schedule should be followed for all championship series games: 1. The two (2) teams should be off the playing field no later than 20 minutes prior to game time and should re-enter the field no later than 15 minutes prior to game time. 2. The public address announcer should begin opening remarks 20 minutes prior to game time. The opening remarks should last approximately two (2) minutes: Ladies and gentlemen, welcome to (name of stadium, city, campus, etc.) for the National Association of Intercollegiate Athletics Football Championship Series round game between and. (Visiting team) enters the contest with a record of and is ranked nationally. (Visiting team) is making their appearance in the Football Championships Series. (Home team) enters the contest with a record of and is ranked nationally. (Home team) is making their appearance in the Football Championship Series. 3. At 18 minutes prior to game time, the public address announcer should recognize distinguished guests (where applicable). a. The chief executive officers of the participating institutions b. The directors of athletics of the participating institutions c. Dignitaries from state government (governor, etc.) d. Conference Commissioners in attendance e. NAIA game administrator f. NAIA game committeeman 4. At 15 minutes prior to game time, public address announcer should begin team introductions. a. Introductions should be made at this time (teams do not have to be on the field). If they are, they should be made alternately, and in numerical order, starting with the lowest numbered player on the visiting team, then the lowest numbered player on the home team. All 57 players should be introduced in this manner. b. Introductions of team members and coaches should last approximately nine (9) minutes. 5. At four (4) minutes prior to game time, the National Anthem should be played. If the band is performing the National Anthem on the field, proper time should be allotted for the band to begin the anthem at the scheduled time and for it to march off the field at the conclusion. 6. The game officials should be introduced by name and position. In addition, the name of the conference and the supervisor of officials/commissioner should also be recognized. Recognizing the officials and the result of the coin toss should be done immediately before kick-off. 15 V. RADIO POLICIES The radio policy for the championship series shall be as follows: 1. All requests for broadcasting of any game must be directed in advance to the host institution s Department of Sports Information for permission to originate. 2. Broadcasting space will be assigned as facilities permit. 3. Radio, Television, Web Blogging The broadcast of any post season game/match is governed by NAIA broadcast policies as printed in the NAIA Policy Handbook. This includes audio broadcasts, video broadcasts and web-blogging through conventional outlets and new media avenues. Rights Fees - Football Championship Series and Championship Game: RADIO TELEVISION WEB BLOGGING** Commercial $200 per game + $75 per* $500/game/station (live) $75 $250/game/station (delayed) Non-Commercial $150 per game + $50 per* $250/game/station (live or delayed) $50 *Extra charge associated with any additional radio stations that pick up your school s feed. This does not include a team that posts/advertises the internet broadcast of the opponent. Web-blogging is any form of live updates by typing on the computer in a public forum where anyone with internet has access to. For information relative to these policies, please contact Chad Waller at All rights fees must be made payable to the HOST INSTITUTION before the broadcast. 5. All necessary lines must be requested and paid for by the originating station. The construction of any facilities and any other product cost shall be the sole responsibility of the originating station. W. LIVE STATS AND VIDEO STREAMING 1. The official statistician is required to record live statistics via DakStats, the official statistical software of NAIA National Championship Events. It is recommended to have statistical monitors stationed in the press box for radio and media to view. 2. It is recommended each host site offers a video-streaming production (pay-per-view or free). The host site is responsible for staffing, equipment and costs associated with the production. Hosts will receive all revenue from video-streaming. For the season, hosts can use the company of their choice. The NAIA Championships Department reserves the right to require a specific video-streaming company in the future. X. SCORECARDS/PROGRAMS 1. The NAIA Department of Sports Information will produce a game-day program insert for host institutions to use during the Football Championship Series. The insert will be sent to the host institution s sports information department via in a PDF document. It is the responsibility of the host to print the inserts for use The NAIA will not send printed inserts for resale. Printing of inserts is NOT an authorized site expense. 2. The NAIA Sports Information Department will request information from institutional sports information departments whose teams are in contention for FCS berths. Information requested will include general facts on the institution, head coach information, season highlights, website information and a 57-player numerical roster. Y. SCOUTING OF OPPONENTS 1. For the purposes of film exchange during the FCS, the following schedule shall apply: a. First Round: Three regular season games. b. Quarterfinals: Three regular season games and a team s first round game. c. Semifinals: Two regular season games and a team s first and quarterfinal round game. d. Championship: Two regular season games and all three rounds of a team s FCS games. e. Shipping of game films/videotapes between coaches is an institutional expense and cannot be charged as a game expense. f. Game programs, statistics, etc., should be excluded in the film/videotape exchange. 2. Scouting in person by any coach, representative or agent of either participating institution of another championship series game is prohibited by NAIA policy. 3. The exchange of information with other coaches by telephone, or exchange of additional films/videotapes is considered unethical and violators will be reprimanded. 16 Z. SECURITY Institutions hosting a championship series game should provide adequate security for the fans and players. There must be a minimum of two (2) security personnel on each side of the playing field, one (1) at each end of the team box, and one at each end zone. Spectators shall remain in the specified ticketed seating area at all times (including pre-game and post-game). AA. SOUVENIR SALES 1. The name, National Association of Intercollegiate Athletics and initials, NAIA, logo, and other NAIA symbols and insignia are the registered and exclusive property of the Association. 2. As a host site for the NAIA Football Championship Series, the host institution is awarded all rights and privileges in using the NAIA name, initials and marks to promote and market the NAIA Football Championship Series. Such use is restricted in the following areas, which require written approval by the NAIA licensing director: a. Commercial Sales: Any product featuring the NAIA name or marks and being sold prior to, during or after the Football Championship Series. b. Promotional Items: Any product featuring the NAIA name or marks which is given to fans, coaches or athletes before, during or after the Football Championship Series. 3. Merchandise featuring the NAIA name or marks for commercial sale or promotional give-away shall be purchased through the NAIA or an approved NAIA vendor. The host site shall prohibit all souvenir sales and promotional giveaways at championship headquarters and/or playing site that have not been approved by the NAIA licensing director, including the sale of or free distribution of competing products. 4. For additional information regarding NAIA licensed products, please contact Amy Stover, NAIA Marketing Department, at (816) BB. SPONSORSHIPS 1. Corporations with business interests beyond the local area of the championship series game should not be solicited for financial support without the prior approval of the NAIA Marketing Department. Furthermore, no businesses or corporations should be identified or receive recognition as a title sponsor of a championship series game without prior approval of the NAIA Marketing Department. Participating institutions are encouraged to secure local corporate sponsorship for all championship series games to ensure a profitable experience. CC. SQUAD SIZE 1. Participating teams are limited to a maximum number of 57 players in uniform. Replacements are permitted from among eligible athletes, up to the time of the pre-game meeting, which is held the evening before the game. 2. No replacements shall be permitted after the pre-game meeting, except under emergency conditions, and no later than one (1) hour prior to game time, and only with the approval of the game administrator. 3. The number of athletes in football uniform shall not exceed the maximum number at the start of the contest. Failure to comply with squad limitation (57 eligible players in uniform) will result in forfeiture of the game to the opposing institution. DD. STADIUM SEATING 1. It is recommended that all permanent seats in the stadium be marked for reserved seating (section, row and seat number). 2. A stadium seating diagram indicating the number of seats available for sale in all sections of the stadium shall be submitted with the host institution questionnaire required from all contending teams prior to team selection. EE. CONDUCT 1. Each member institution is responsible for the conduct of its athletes, coaches and fans at all championship series games. Students are expected to act responsibly and perform as a positive role model for the institution, community and association. 2. Institutions will be held financially responsible for damage incurred at hotels/motels or any other facility directly involved with the championship series game. FF. TELEVISION POLICIES 1. Policies & Procedures a. The NAIA owns television rights to all games of the 2011 football championship series and may award "exclusive rights" to commercial or non-commercial stations in a particular market. b. All stations interested in producing a telecast from any game in the championship series must contact and receive permission from the NAIA Department of Sports Information. Television stations within a 200-mile radius of the site wishing to air a live or same-day telecast must adhere to the following restrictions: 1) The NAIA will require that 5,000 tickets or 80 percent of the stadium's seating capacity (whichever is applicable) must be sold by Thursday, noon, of game week for a station to secure a telecast. 2) A stadium's seating capacity will be determined by the NAIA. d. Television stations outside a 200-mile radius of the site wishing to air a live or same-day telecast will not be subject to the ticket sale restriction above. 2. General Information a. All necessary installation of lines, up linking, satellite transmission, construction of any facilities, cost of talent, and any other production costs shall be the sole financial responsibility of the originating station. b. Participating stations will agree to run 30-second promotional spots on the two (2) institutions involved in the game, plus a 30-second promotional spot on the NAIA. c. See NAIA policy handbook for complete policy. GG. TICKETS/PRICES 1. An allotment of tickets for sale should be reserved for the participating institutions. The number of tickets designated for the traveling team's institution and the location of seating will be determined by the game administrator after consultation with both the host and traveling institution. 2. The traveling team's institution and fans should receive space in the stadium comparable to that provided for the host institution. 3. The chief executive officer of each participating institution is provided up to ten (10) complimentary tickets to use at his/her discretion. No other complimentary tickets should be issued to either participating institution. 4. The following ticket category and price suggestions have been established for the 2013 championship series. a. Student = $4.00. b. Staff, Faculty, Administration = $5.00. c. Reserved Seat = $8.00. d. General Admission = $5.00. e. Youth = $ The following statement is required to be printed on the back of all game tickets in each round of the championship series: "The holder of this ticket voluntarily assumes all risks of property loss and personal injury arising during its use. Management may revoke the license and eject or refuse entry to the holder by refunding the stated purchase price. The holder agrees that and its agents, the NAIA and its agents, and the participants are not liable for injuries resulting from attendance at this event. The holder agrees that alcoholic beverages in any form shall not be allowed to be sold, dispersed or brought into the public area of this event. HH. UNIFORMS 1. The host institution is designated as the home team and will wear dark colored jerseys. 2. The visiting institution will wear light colored jerseys. 3. The NAIA sport manager will contact each head coach during game week requesting uniform colors (helmets, jerseys and pants). This information will also be used in the game Fact Sheet. II. TEAM ARRIVAL NATIONAL CHAMPIONSHIP GAME 1. Both teams participating in the National Championship game MUST arrive at the host site on the Wednesday prior to the championship game.
