Upper Colorado River Endangered Fish Recovery Program Overview and Issues September 2014

Colorado River Basin Fish Facts Native Fishes Unique group of native fish species (many found only in Colorado River Basin) Highly specialized and unusual 36 native fish species basin-wide (14 species in upper basin) Majority of native fish are species of minnows and suckers

Endangered fishes of the Upper Colorado River Basin Colorado pikeminnow Ptychocheilus lucius Razorback sucker Xyrauchen texanus Humpback chub Gila cypha Bonytail Gila elegans

Fish Facts, continued Nonnative Fishes About 67 nonnative fish species introduced into the Colorado River Basin since turn of the century (about 40 species in the upper basin) Many of the nonnative species were introduced to create and maintain sport fisheries Nonnative fishes are now widespread, often predominant in fish communities, and compete with or prey on native fish Some represent a distinct threat to native / endangered species

GEOGRAPHIC SCOPE The Upper Colorado River Endangered Fish Recovery Program covers the Colorado River and its tributaries in Colorado, Utah, and Wyoming

GEOGRAPHIC SCOPE

Colorado pikeminnow spatial ecology

Threats Water depletion Fish barriers Large reservoirs Nonnative fish

: ESA listing and critical habitat designation throw future Colorado Basin water development into uncertainty. 1988: Recovery Program established, 15-yr agreement Two 10-yr extensions (and counting), to 2013 and now

Goal: Recover the endangered fish, while allowing water development to proceed in compliance with State and Federal laws (e.g., State water law, Endangered Species Act, interstate compacts) Sufficient progress

Colorado is a Program partner State of Colorado State of Utah State of Wyoming Bureau of Reclamation Colorado River Energy Distributors Assoc. Colorado Water Congress National Park Service The Nature Conservancy U.S. Fish and Wildlife Service Utah Water Users Association Western Area Power Admin. Western Resource Advocates Wyoming Water Association Colorado Program reps: Implementation: Ted Kowalski, CWCB Management: Michelle Garrison, CWCB Biology: Harry Crockett, CPW Info. & Education: Mike Porras, CPW

Colorado is a financial partner Does not include $1,081,000 total contribution to San Juan Program

Partnership benefits Colorado water development

Program elements 1. Provide instream flows & fish passage (49%) 2. Propagation & stocking, incl. Mumma (9%) 3. Non-native fish control (10%) 4. Research & monitoring (7%) 5. Habitat restoration (15%)

Program elements 1. Provide instream flows & fish passage (49% of annual budget in FY2014) Redlands Elkhead expansion Grand Valley Gov t Highline

Current status: Colorado pikeminnow Fish & Wildlife Service anticipated downlisting in 2014 but after reviewing most recent population estimates and other factors, science panel recommended delaying 5 years. Green River subbasin (incl. Green, Yampa, White)

Current status: Razorback sucker Stocked adults are surviving and spawning. Spawning aggregations being observed in more rivers and locations. No observed recruitment, but may still be a numbers game. Service goal: 2020 downlist. USFWS

Current status: Humpback chub Inhabits canyon-bound reaches interspersed with rapids; hard to sample! Biggest population now holding steady though below Service s downlist goal. May be near-extirpated from Yampa. Starting hatchery broodstocks. USGS

Current status: Humpback chub Inhabits canyon-bound reaches interspersed with rapids; hard to sample! Biggest population now holding steady though below Service s downlist goal. May be near-extirpated from Yampa. Starting hatchery broodstocks. USGS

Current status: Bonytail Virtually extirpated when Program started; recovery relies on stocking Little survival of stocked bonytail until recently; numbers game? no evidence of reproduction yet Photo courtesy of Verlyn Westwood, ca. 1920

circa 1995 Non-native fish present Low density Moderate density High density

Non-native removal projects Total cost in 2014 $1.5 million 10 removal projects Yampa River 177 miles Green River 215 miles White River 57 miles Colorado River 106 miles San Juan River 177 miles

Non-native removal: any success? Populations remain above target for all projects. May be too soon to see effect of improved techniques. Minimally: would be much worse without removal. Recent CSU statistical analysis suggests reductions are possible Adult SMB Little Yampa Canyon

We knew there was an effort taking place to restore this species, but we didn t think we d live long enough to ever see them again. It was a thrill to see them. We hope that someday people will have as much fun fishing for them as Dale and I have. Max Stewart
