2 COMMONWEALTH OF PENNSYLVANIA OFFICE OF THE GOVERNOR September 2011 Dear Commonwealth Employee: The 2011 SECA Campaign is now underway and, as Governor, I am honored to serve as chairperson of the campaign. It is my hope that you will join me in helping to make this year one of the best yet. To do that, I need your help. We are living in times of great change and challenges. One thing that never changes is the generosity and compassion of commonwealth employees. In good times and bad, state employees have looked beyond themselves to help others in their times of need. The theme of this year s SECA campaign is I give because This theme recognizes that each of you has different reasons for wanting to give and different causes about which you care deeply. I hope that this theme will get you thinking about the issues that are important to you and how you can make a difference through SECA. With almost 1,400 charities to consider, SECA allows you to support the organizations that are important to you. A small amount from each paycheck as little as one dollar - can make a huge difference in the lives of others. Please consider a gift to the 2011 SECA Campaign. Sincerely, TOM CORBETT Governor 225 Main Capitol Building Harrisburg, PA Fax

3 ORGANIZED LABOR & SECA WORKING FOR A BETTER COMMUNITY The 2011 SECA Campaign is proudly endorsed by: AFSCME Council 13 David Fillman, Executive Director PSSU Local 668, SEIU Kathy Jellison, President Dear Brothers and Sisters and Commonwealth Employees: All of us share some basic hopes for ourselves and our families that we will enjoy good health, have a nice place to live, have food to eat, and be surrounded by people who care about our well-being. Your generosity made it possible for charities to provide services to help people and protect our natural resources in Pennsylvania, the United States and around the world. Last year, in the face of a financially challenging climate, your support of the agencies supported through SECA campaign was overwhelming. Through SECA, you have a wonderful opportunity to make a tax-deductible contribution to help people lead more productive and fulfilling lives. As members of Organized Labor, we can take pride in our commitment to making lives better. This year, when you are asked to give to SECA, we urge you to be generous for the need is still great. Remember, even the smallest contribution can make a big difference to someone less fortunate. Over 1,400 charities participate in the SECA campaign under the following eight umbrella organizations and funds. The umbrellas represent and speak on behalf of like-minded charities at kickoff events and other campaign activities: Umbrella Organization/Fund... 4 Giving SECA provides three ways to make a tax deductible contribution to the charity of your choice: 1. Payroll Deduction 2. Check, money order, cash Giving at the Guideline Giver level can be done in an easy, affordable manner by payroll deduction. This giving level requires less than 1% of your annual salary. The following table illustrates how easy it is to give at the Guideline Giver level based upon a bi-weekly pay schedule (26 pays per year). Annual Salary Guideline Giver Pledge Amount Deducted Per Pay $15, $90.00 $3.46 $20, $ $4.62 $25, $ $5.77 $30, $ $6.92 $35, $ $8.08 $40, $ $9.23 $45, $ $10.38 $50, $ $11.54 $55, $ $12.69 $60, $ $13.85 $65, $ $15.00 $70, $ $16.15 $75, $ $17.31 $80, $ $18.46 $85, $ $19.62 $90, $ $20.77 $95, $ $21.92 $100, $ $23.08 Payroll deductions begin the first pay date in January In order for your deduction to begin the first pay date in January, forms must be received at the Bureau of Imaging and Document Management on or before November 23, Pledge forms received after this date will be processed for payroll deductions to begin as soon as possible. Designating Your Gift Every charity has a designation code that must be provided on your pledge form. Space is provided to designate gifts to four charities on your pledge form. If you want to designate to more than four charities, please complete a blank pledge form to list the additional designations. Please fill in the following sections on the blank form: Name, Department, Employee Identification Number, Department Code, Bureau Code, Employee Contribution Information, and Agency Designations that could not be listed on your preprinted form. You can contribute to SECA without assigning your contribution to a particular agency. If you want your contribution to be distributed proportionately to the eight umbrella organizations/funds, leave the Agency Designation portion of the form blank. Your Donations at Work The table below shows you how your dollars can be used to provide much needed assistance in many ways: Bi-Weekly Gift Service Amount $2.00 Organizes a parent-teacher-administration group to help train schools to reduce or eliminate pesticides, saving thousands of dollars and keeping kids healthy or buys 25 emergency calls from distraught parents of missing children to a free hotline. $4.00-$4.50 Helps defray a student s living expenses or provides a week of groceries to a family of four who has lost their home to fire. $5.00 Provides a lightweight wheelchair to a disabled person or provides one telephone support group session for five homebound elderly women. $10.00 Treats over a dozen Cambodian children with dengue fever or provides listening, information and referral services to people in need or pays for a student s books and supplies for one semester. $20.00 Sends a poor community a well-stocked medical kit complete with immunization, vitamin A capsules, chloroquine (for malaria) and educational materials or helps pay for safe, sturdy playground equipment made from recycled plastics. SECA and its participating charities are registered with the Pennsylvania Bureau of Charitable Organizations. The official registration and financial information of the SECA campaign may be obtained from the PA Department of State by calling toll-free Registration does not imply endorsement. Funds raised in the 2011 campaign will be allocated in the fiscal year. SECA does not provide goods or services as whole or partial consideration for any contributions made by payroll deduction or any other method of giving. SECA operates under the highest financial and ethical standards. ii
