Why a Problem? 3. Identify Stakeholders Clearly articulate why the current situation is a problem. Ask why until you get to the root of the problem. Population. Who is affected by the problem? How many people are affected? Stakeholder Leadership. Who has an interest in solving the problem? Potential Collaborators.
