Three regions = 3 different applications, 3 different rules, 3 different quotas, 3 different penalties levels and of course not the same application calendar. This means also 3 different prices in Belgium Necessity to have a «starting ramp» with some existing installations qualified as «green», but also a stable and attractive environment in order to motivate the new investors. 4 Historical perception (3) 3 different regions > 3 different ways to go Flanders : Basic principles based on CO 2 economy vs existing situation > possible production in co-combustion (with coal, with garbage, ). Different policy for CHP and green (with other certificates and other quotas) Very few (green) installation existing before starting up of the policy (mainly a few windmills) + some difficulties in qualification of new installations > unrealistic quotas for the first years quotas and penalties had to be contested (long juridical procedure). Policy fixed for long term (stable) Kamer van Koophandel - Mechelen 4 January Historical perception (4) 3 different regions > 3 different ways to go Wallonia : Basic principles based on CO 2 economy vs reference unit (CCGT power plant and condensation boiler => high target of CO 2 economy!) > no co-combustion possibilities. CHP and green received same GC based on CO 2 economy => impossibility of comparaison with Flanders Important historical green production before starting up of policy (waterpower and CHP mainly) Good timing for application of the policy with quotas based on realistic studies of possible grow. 5 Historical perception (5) 3 different regions > 3 different ways to go Brussels : Basic principles somewhere inbetween the 2 other regions but quotas still not fixed for 2007 and up (no vision!) Almost no production in the regio difficulty to developp new opportunities (except some biogaz and small CHP) > unrealistic quota =>No penalty applicable for the first year. Possible transfer from Walloon regio accepted by authorities but quid of application of penalty if too short of production in Wallonia (or change of policy)? 6 Introduction (1) The «green certificates» policy imposed us to adapt the strategy in order to produce enough GC and to follow the needs to reduce the CO 2. New challenges for our strategy within the open market Sales department had to influence the production > needs of new projects and new products lines (between GC production and follow-up of NAP). Creation a «green team» which internal function is to coordinate all action and information process round green production. Close relations with IPP s > follow up of the market of GC (looking for long term by-back of GC) Negative view Majoration in price Complexity of administration (3 regions, 3 rules, changes every year at least, not the same moment for delivery of quota, ) Highly complex legislative situation (Specific management of GC accounts different from region to region, difficulty of perspective linked to unstable sales and production figures, ) No exchange possible of GC between regions (or countries ) Kamer van Koophandel - Mechelen 4 January

8 Point of view of the supplier (2) Strategy of evolution of GC quota: Will to reach the quota (and not to pay penalty) at fair price. Associated production prices transfered to end users (actually 65% of the penalty price). Different ways of supply of GC (Production, Decentralized production, market purchase, ) Need to have a long term vision (as producer does) but also a short term vision in function temporary needs (Spot purchase!!) Main driver of the projects strategy AND the market purchase (function of own needs). Risk dependent of new fuels (biomass) or specific production unit (windmills f.ex.) Necessity of current reclassification for complex installation (biomass f.ex.) All investments based on our 3E rule : ecology - energy economy Quantity of projects directly influenced by needs of GC of Sales departement. No strategy of overproduction of GC.
