1 Minutes of the meeting of THE SCOTTISH ARCHAEOLOGICAL FINDS ALLOCATION PANEL 10:45am, Wednesday 5 August 2015 Melville Room, University of Glasgow, Glasgow Present: Dr Evelyn Silber (Chair), Neil Curtis, Murray Cook, Mr Richard Welander (Historic Scotland), Jennifer Youngson (MGS), Jilly Burns (NMS). Dr Mary McLeod-Rivett In attendance: Stuart Campbell (TTU), Dr Natasha Ferguson (TTU), Andrew Brown (QLTR Solicitor). Dr Natasha Ferguson took the minutes 1. Apologies There were no apologies or absentees from the meeting. 2. Chair Remarks The chair reported to the panel that interviews for the lay member of SAFAP had taken place and that the recommended candidate would be confirmed in due course. Dates for the panel meetings taking place in 2016 were proposed and confirmed with panel members. They are as follows: Thursday 24 March 2016 Thursday 16 June 2016 Thursday 27 October QLTR business AB reported that a response to the Scottish Archaeology Strategy Consultation was drafted with input from panel members and sent to the consolation prior to the 31 st May deadline 4. Treasure Trove Unit Report SC updated the panel on the current progress of the TTU outreach programme. This included lectures and workshops linked in with the East of Scotland s Partnership touring exhibition of recently accessioned Treasure Trove material, Treasures Found: Archaeology from the East of Scotland. SC reported a recent concern relating to the low reporting of archaeological objects by finders attending large scale metal detecting events (rallies). Strategies to counteract this issue are currently being evaluated.
2 Police Scotland has contacted the TTU with the purpose of developing a strategy to develop the concept of heritage crime and strategies to counteract it. The TTU is also currently liaising with Historic England on the same matter. 5. Panel Business a. The panel discussed redrafts within the Code of Practice to clarify procedures; agreed that Panel members would prepare adjusted wording around the proposals for Recognised Collections in Appendix M (with read across to the other relevant Appendices) but agreed consideration would be given to Appendix M generally with the benefit of the experience of multiple applications and appeals and SC to prepare a note *AP: SC to prepare note b. JB leaves the room: SC and RW updated the panel on the progress of the Dumfries hoard which is currently undergoing conservation. A timescale on completion is currently under discussion but it was agreed that the complexity of dealing with organic material meant that it not be ready for allocation in September 2015 as previously suggested. *AP: SC to report back to SAFAP regarding timescale after consultations has taken place. c. NF reported to the panel on issues relating to museum allocation and the reduced volume of applications. The various factors attributing this issue as observed by the TTU were discussed. *AP: NF to revise and update briefing note for suitability for wider circulation to the Scottish Government. d. NF reported to the panel on the launch of a pilot project to assess the character and extent and hobbyist metal detecting in Scotland. This is a joint project between TTU and HS, supported by funding from HS. 6. Cases Appeals & Deferred cases In those instances where a case involved an institution to which a member of SAFAP belonged, that individual was absent from the room for the discussion of allocation or determining the ex gratia award. Four cases had been deferred from the May meeting of SAFAP. The panel reconsidered the appeal for case TT.236/14, including the additional material submitted, against the criteria in Appendix M of the Code of Practice to reach their recommendation on allocation to the QLTR. It was agreed after that reconsideration to recommend allocation to Aberdeen University s. There were three additional cases that had been deferred from the May meeting where the museum had subsequently withdrawn the appeal against allocation and these were accordingly allocated.
