He is presently the 2 nd vice president and chairman of Practice Thrust of Singapore Institute of Architects. He is a practicing architect and managing director of SD Architects & Associates Pte. Koh Beng Thong Convenor, Working Group on Facility Design for Chief Projects Officer, MOH Holding Pte Ltd 9.45 am Overview of TR on Facility Design Guidelines for Acute General Hospitals Dr Norman Wu for Director (Central Hub), Ministry of Health Er. Koh Beng Thong is the Chief Projects Division Officer in MOH Holdings Pte Ltd and is concurrently appointed as Chief Principal Project Manager for Ministry of Health, Singapore. Er. Koh oversees the development and implementation of public sector acute hospitals, community hospitals, polyclinics and nursing homes. Er. Koh also sits on the boards in The Institution of Engineers, Singapore (IES) and Singapore Concrete Institute. Dr Wu holds a PhD in Civil & Environmental Engineering. Over the past 20 years, his main research interests include the application of system engineering in large-scale construction projects and facility management. He is currently leading a group of engineers and researchers to develop the guidelines for healthcare facilities in Singapore. 1

2 9.55 am TR 42- Function and Planning Design Ms Yong Seow Kin Director (Facilities Development), Singapore Health Services Seow Kin has 30 years of experience in the development and management of infrastructure facilities, out of which 10 years are in the healthcare industry. Her other experience includes developing and managing facilities in semiconductor wafer fabrication industry, pharmaceutical industry and airports. In her current role as Director, Facilities Development in Singapore Health Services Pte Ltd, Seow Kin oversees the design and development of healthcare infrastructure facilities in the public healthcare cluster which includes 3 tertiary hospitals, 5 national medical centers, a community hospital and 9 polyclinics. She is a Professional Engineer and a Licensed Electrical Engineer qualified to switch upto 22kV am TR 42- Infection Control Dr Ling Moi Lin Director (Infection Control), Singapore General Hospital Dr Ling Moi Lin received her medical education at the National University of Singapore. She obtained her postgraduate training in Microbiology at the Victoria University of Manchester, is a member of the Royal College of Pathologists of Australasia, and is a certified professional in healthcare quality (CPHQ). She is currently the Director of Infection Control at the SGH where she plays a key role in the development of infection control program in the hospital. She is the President of the Infection Control Association (Singapore) that was formed in 1999; and President of the Asia Pacific Society of Infection Control (APSIC). She was a Director on the Healthcare Quality Certification Board (HQCB) and its Asia Pacific representative from She helped to set up the Healthcare Quality Society of Society in 2007 and is its founding President. She is a fellow of the Society of Healthcare Epidemiology of America (SHEA) and also a member of the Editorial Council of the International Journal of Infection Control and the Healthcare Infection journal. Her interests are in infection control, antimicrobial resistance, molecular epidemiology as well as quality improvement. She is an experienced trainer in infection control, quality improvement, LEAN and patient safety. 2

3 10.45 am TR 42- Building Services Er. Joseph Toh Chairman, M&E Technical Committee, The Institution of Engineers Singapore Er. Joseph Toh is a Licensed Electrical Engineer registered with the Energy Management Authority of Singapore. He is a registered Professional Engineer in the electrical discipline, and a BCA Certified Green Mark Manager. He has more than 20 years experience of in engineering consultancy and is the Head, Mechanical and Electrical, Project Development (HIPD) at MOH Holdings Pte Ltd He is currently serving in the Institution of Engineers Singapore (IES) Council as the chairman of the M&E Technical Committee, and the Examination Panel for the Professional Engineers Board, Singapore (PEB). External Examiner for Electrical Engineering Department, Ngee Ann Polytechnic, Singapore. He also represents the IES in various external committees namely; the PEB Professional Practice Task Force, the BCA BIM Steering Committee and the FSSD Waiver Committee. 3

Theodore EC Chan B.Arch (NUS) S pore Immediate Past-President Singapore Institute of Architects (55 th Councils ) Director (BOA Registered Architect No. 1194) CIAP Architects Pte Ltd In the earlier part of his 27-year career, Theodore worked for IVS Richard Yim Architects (Singapore), Tangguanbee Architects (Singapore) and SAA Partnership Architects (Singapore) Some of the more significant projects that he was directly involved in include The Picture House (Cinema Complex), Bungalow Houses at Mountbatten Road (Honourable Mention Award from the Singapore Institute of Architects in 1992), World Trade Centre Harbour Pavilion (SIA Micro Design Award), Hotel Rendezvous (URA Conservation Award) and Jalan Besar Stadium (Structural Steel Society Design Award). In 2000, he joined CIAP Architects as Partner/Architect, the firm responsible for Choa Chu Kang Christian Columbarium (SIA Design Awards), Bishan Mosque (SIA Design Awards), Mt Elizabeth Novena Hospital, Wilby Central 15 Queen Street, Marina Bay Fire Station, NUH Medical Centre (SIA Design Awards), Community Hospital (Yishun), Community Hospital (Outram). Theodore served as President of Singapore Institute of Architects ( ) where he developed the curriculum for the Architectural Practice Course (Board of Architects and Singapore Institute of Architects) and the National Competency Standards for Architectural Practice (Workforce Development Agency). 4

5 He also serves several key industry panels; Board of Architects (Education Review & Accreditation Panelist), BCA Green Building Master Plan Advisory Committee, URA Conservation Advisory Committee, Design S and Design Business Council, Peoples Association Development Committee and Land Transport Authority (MRT Development Architectural Design Review Panel). From 2004 to 2008, he taught as Adjunct Architecture Studio Master at the Department of Architecture, School of Design & Environment (National University of Singapore) am Case Study in Hospital Design: Khoo Teck Puat Hospital and Ng Teng Fong General & Jurong Community Hospital Mr Frankie Lim Lip Chuan Senior Vice President (Architecture), CPG Consultants Pte Ltd Frankie Lim Lip Chuan, currently heads CPG Healthcare, a multi-disciplinary division in CPG Consultants specializes in designing creative, innovative and sustainable healthcare architecture. A practicing architect with 21 years of experience, his most notable healthcare projects in Singapore include the Khoo Teck Puat Hospital (2006 to 2010), SGH Academia (2007 to 2013), Ng Teng Fong General & Jurong Community Hospital (2015) and National Centre for Infectious Diseases (2011 to present). Besides projects in Singapore, he also oversaw the design and completion of hospital projects in Vietnam, China, and Malaysia. On the drawing boards of CPG Healthcare are overseas hospital projects in China, Brunei, Pakistan, Afghanistan, India and Tajikistan. 5
