2 MEDIA Media safety and identificatin CRITERIA FOR GPS TRACKING SYSTEM Criteria fr Radi SOS Pints (Organiser s Tracking System) Yellw Flag Prcedure INTRODUCTION One f the greatest challenges fr the sprt f mtr rallying is t ensure the safety f the public. Unfrtunately, the majrity f the watching public d nt clearly understand the ptential dangers and are unable t cmprehend the speed f the cars. As a cnsequence they frequently place themselves in dangerus psitins simply thrugh lack f understanding. It is ur respnsibility t ensure that spectatrs are placed in acceptable lcatins and are clearly aware f the dangers if a car shuld get ut f cntrl. The pssibility f injury t spectatrs, vlunteers, fficials r media is nt acceptable. Traditinally, ur sprt has well-established safety plans with many excellent examples; hwever, they d nt all sufficiently take int accunt the special needs f spectatr safety, and this bklet is targeted at identifying the special attentin that is necessary t ensure that spectatrs are in an acceptable lcatin. By ding this we will in fact cntribute t the imprved safety f the cmpetitrs. STANDARD OF SAFETY PLAN A safety plan must be drawn up and include: The lcatin f the Rally Headquarters (Rally Cntrl); The names f the varius peple in charge: Clerk f the Curse; Deputy clerks f the curse; Chief medical fficer (FIA apprval required fr Wrld Champinship events in accrdance with Supplement 2 f the appendix H); Chief safety fficer; Safety fficers in each special stage. The addresses and telephne numbers f the varius safety services: Plice, Hspitals, Emergency medical services, Fire-fighting services, Breakdwn services, 2/16

3 Red Crss (r equivalent). The full itinerary with detailed rad sectins. The safety plan fr each special stage, which shuld list all key fficials, emergency services fr that stage, telephne numbers, etc., plus a detailed map f the special stage. The rganisers and the clerk f the curse shuld make prvisin fr an alternative rute fr each special stage, t be used in the event f cancellatin as abve. Fr WRC events, see als the WRC regulatins specifying deadlines fr submitting t the FIA the safety plan and medical questinnaire and arrangements with the designated hspitals. The safety plan specifically addresses issues in each f the fllwing areas: safety f the public, safety f the cmpeting crews, safety f the fficials f the event. and includes: details f where the rescue services are statined, instructins fr interventin, evacuatin rutes, rendezvus pints, the hspitals which have been cntacted and which wuld be used in the event f an emergency. In all cases, cntact shuld be made with the lcal authrities r, failing this, with a private rganisatin, in rder t draw up a rescue plan t be implemented in the event f a majr incident r incidents which d nt fall within the scpe f the medical service n site. The hspitals selected shuld be cntacted in writing, n less than 16 days befre the rally, requesting that the emergency services be placed n standby. RESPONSIBILITIES Clerk f the Curse He [NB: thrughut this dcument, "he" implicitly includes "she"] is respnsible fr the safe running f the event, fr taking all necessary decisins and measures and fr the deplyment f cmpetent staff t assist him in drawing up and implementing the safety plan. If the case arises, he is respnsible fr applying the safety plan as practically as pssible. He is respnsible fr infrming the Stewards f the Meeting f all urgent matters and, in c-peratin with the Chief Safety Officer, fr having all relevant infrmatin regarding emergency matters g public nly thrugh the Press Office. 3/16

4 Chief Safety Officer He participates in drawing up the safety plan. With the Clerk f the Curse and the Stage Cmmander, he appints the Start and Stp Safety fficers fr each stage. In c-peratin with each Stage Cmmander, he prepares a plan shwing the meeting pints and lcatins f ambulance, fire and rescue teams, radi pint marshals and safety marshals. Befre the start f the event he makes sure that all persnnel have a cpy f the safety plan, that all persnnel are prperly trained, and that all respnsibilities assigned t them are clear. On the day f the event, he checks the crrect psitin f all safety vehicles and staff. Chief Medical Officer He is respnsible fr the early recruitment f all dctrs and paramedic teams wh will supprt the event. He is respnsible fr the medical part f the Safety Plan, r fr the Medical Safety Plan, as are the Clerk f the Curse and the Safety Officer. He must g int all the special stages well ahead f the rally, with the Safety Officer and/r the Clerk f the Curse, in a car similar t the medical interventin car t establish the right psitin fr the start and intermediate pints, and t make sure that all the medical and safety facilities will be crrectly psitined in accrdance with the regulatins. He assigns t them their specific duties, infrms them f the safety plan and intrduces them t the Stage Cmmanders f the special stage they have been assigned t. On the day f the event he ensures that all medical persnnel have met with the Stage Cmmanders at the specific meeting pints and have been psitined at the pre-arranged lcatins. He is in cnstant cmmunicatin with the Chief Safety Officer f the event as well as the Clerk f the Curse. He will advise the Clerk f the Curse f the seriusness f any reprted incident r injury. He will visit hspitals and medical centres t infrm medical staff t be n alert during the event. Special Stage Cmmander It is his duty t have full knwledge f the Special Stage(s) he has been assigned t, at the earliest pssible time befre the event. He must draw up a list f the special stage necessities in accrdance with the special requirements f each special stage, and therefre ask the rganisers fr the necessary persnnel and materials t supprt him at the event. 4/16

5 Tgether with the Clerk f the Curse r his representative and the Chief Safety Officer f the event, he will assign the safety fficers that will cperate with him in case the safety plan needs t be fllwed. He is respnsible fr liaising with the Senir Officials in rder t implement the spectatrs areas as well as the prhibited pints. He takes care f preparing the special stage and the prper installatin f barriers and all ther equipment needed fr the special stage. He specifies the psitin and implements the psting f warning signs within the special stage(s) that he is respnsible fr and assigns the distributin f infrmatin fr spectatrs and lcals, in the area f his respnsibility during recnnaissance and the event. It is his duty t request detailed maps f the special stages assigned t him and, tgether with the stage safety fficer, t implement the safety plan n the map, by ensuring that all safety teams are psitined accrding t the prepared plan. Special Stage Safety fficers They are fully aware f the safety plan and have listed all equipment at their dispsal during the event. They are in cnstant cntact with the Special Stage Cmmander and the Chief Safety Officer at HQ, and the safety marshals. They check the emergency rads, s that in case f an accident the ambulance will nt be blcked by spectatrs' cars. During the event the Start safety fficer is t be fund at the start f the special stage. He may als recrd the passage f each rally car and infrm all radi pint marshals and the Stp safety fficer thrugh the safety radi channel. Safety Marshals They are psitined alng the special stage. They reprt t the stage safety fficer. They are trained prperly and knw exactly what their duties are (a training plan shuld be given t the ASN/FIA n request. They are equipped with whistles in rder t keep spectatrs away frm prhibited areas and infrm them f the passing f rally cars. The persnnel shuld wear identifying tabards. The recmmended clurs are: Safety Marshals: Orange Safety Officer: Orange with white stripe and text Pst Chief: Blue with white stripe and text Media: Green Stage Cmmander: Red with text Cmpetitr Relatins Officer: Red jacket r red tabard 5/16

6 Medical: Radi: Scrutineer: White Yellw with blue mark Black PREPARING THE SPECIAL STAGE During preparatins fr the stage we shuld recgnise special danger spts fr rally cars, such as a tree n a fast bend, a big drp, damaged Armc barriers, electric (telegraph) ples, narrw bridge, etc. Fr prtecting such places it is gd t use: Armc barriers Straw bales (rund bale mre than 1 m in diameter is recmmended) Cncrete barriers Sand bank Wall f cnnected tyres Water tanks CHICANES Chicanes can be used fr reducing speed befre certain danger spts n a special stage, but it is the duty f the rganiser t find sme place where chicanes are nt necessary. All chicanes must be nted in the rad bk and must be in place during recnnaissance. Chicanes shuld be made frm: Straw bales Water tanks Wall f cnnected tyres Cncrete barriers During the race, a car may hit a part f r the entire chicane and leave sme bstacles in the middle f the rad fr the next cmpetitr. In such a case, a marshal shuld stand at this place, in rder t "clean" the area r at least shw the yellw flag, if necessary. 6/16

8 CRITERIA FOR SPECTATOR AREAS & NO GO AREAS Why did the rally cars g ff the rad? Driver mistakes T fast in a bend Wrng pace nte C-driver s mistake Rally car suffered a technical failure Driver health prblems In reviewing a special stage it is necessary t identify thse parts f the stage which signify abve-nrmal danger risks. These wuld be such lcatins as: Immediately ver a brw r jump On sharp crners At a rad intersectin At a duble change f directin ( S bend) Medium fast bend after very fast sectin. Undubtedly there are ther areas which will be immediately apparent t experienced persns n reviewing the stage. The FIA recmmends fllwing the advice f a lcal very experienced driver r c-driver ging thrugh the stages in advance, identifying the danger spts. In identifying these lcatins it is then necessary t identify the special needs f the safety plan t prvide fr these. This will include: Prviding run-ff areas Identifying the high grund where spectatrs can stand safely Identifying the areas where it is dangerus fr spectatrs t stand Cnsideratin f the needs f the accredited media. Having reviewed the whle f the stage and identified the sectins which require attentin and spectatr safety, it is necessary t grade these pints n a 1-3 scale with 1 being general safety requirements up t 3 being acute with special attentin t safety. Categry 1 Lw-risk sectins can prbably simply be managed by the placement f suitably briefed and identified marshals, tape and markers t identify the pints beynd which spectatrs may nt pass. Categry 2 Middle-risk sectins where additinal spectatr marshals may be required. Danger signs and n g areas identified by signage, an additinal barrier net and pssibly 8/16

9 the inclusin f plice authrities t ensure that the spectatrs bey the fficials. Such areas will als recgnise thse lcatins where run-ff areas are required fr cmpetitrs cars. Categry 3 Highly dangerus areas. These psitins will be identified by: Majr changes in directin S bends Over jumps where cars culd lse cntrl n landing and leave the rad. Medium fast bend after very fast sectin. All categry 3 sectins need t be identified as n g sectins except fr high grund abve the stage. Speed Lw speed Mid speed High speed height f 1m 2m-3m Mre than verge 3m Obviusly all f the abve will be related t the number f spectatrs attending. In many situatins the psitins described abve will generally nt be accessible t spectatrs and as a cnsequence n special attentin will be required. The success f the plan is t be able t manage and cntrl the spectatrs. The best way t achieve this is t be there befre them. Be early and place the spectatrs where yu want them. Use yur previus experience t knw the ppular viewing pints and be in psitin ahead f the crwd. SPECIAL PRECAUTIONS DURING THE RUNNING OF STAGES 1. Access f spectatrs t Stages shuld be recmmended nly in spectatrs znes. 2. Emergency rads shuld be guarded by plice fficers and security guards, frm the pint where they jin the main rads leading t the stages. 3. All access rads shuld be indicated with special signs and extra infrmatin. 4. All pre-planned access rads shuld be annunced in the fficial prgramme, in special infrmative leaflets and n the website. Simple rad bk signs shuld be included t guide all spectatrs frm main rads twards the prper parking areas and the designated spectatrs znes. 5. Where pssible, media parking areas shuld be rganised near the phtgraphers areas. Special marshals shuld be available t assist phtgraphers and prevent spectatrs frm appraching these venues. 6. Spectatrs znes shuld be marked ut with fences, signs and tape. Where pssible, these znes shuld be far frm the rad, in rder t keep spectatrs in safe places. 9/16

10 The implementatin f the plan needs t be cnsidered in tw parts: Identificatin and grading f the danger f spectatr lcatins Training the spectatr marshals. ACCIDENT PROCEDURE FOR RALLY CREWS AND MARSHALS Whilst nbdy likes t believe that there will be an accident which will invlve spectatrs r cmpetitrs, it is prudent t plan fr such an eventuality. This plan will cnsist in: Reviewing the lcatin f the spectatr viewing pints Identifying the access t reach these pints frm utside the stage Identifying the nearest medical services/hspital. Determine the curse f actin that is t be undertaken in case f an accident, at each f the independent viewing pints. It is prbable that the plan will vary at different pints f the stage, and in sme cases the plan may prvide fr shutting dwn the stage and sending emergency services thrugh the stage as being the quickest and mst efficient way. In preparing the accident plan, each f the spectatr viewing pints needs t be identified by either letter r number, s that in the event f an accident the lcatin can be very quickly established by the fficials in charge. A further aspect t cnsider is keeping the access rad clear t ensure that medical assistance can easily reach the viewing pint. This may need additinal marshals and even a separate access plan. PROCEDURE IN CASE OF AN INCIDENT All medical and safety crews reprt t the Stage Cmmander. As sn as the stage cmmander has received infrmatin that an incident has ccurred, he infrms HQ. Shuld a serius accident be reprted, the Stage Cmmander shuld let the stage safety fficer interrupt the starting prcedure after infrming the Clerk f the Curse and receiving his permissin t interrupt the starting prcedure and implement the yellw flag prcedure. The fllwing prcedure will take place: 1. He interrupts the special stage and ntifies by radi that the stage has been interrupted. 2. A radi pint marshal, a safety marshal r a rider wh is clser t the scene f the accident may be instructed t prceed in rder t reach the spt as sn as pssible and t give a mre accurate reprt and/r prvide first aid, depending n the case. 3. In the meantime, rally cntrl will make all necessary cntacts with the Rescue Helicpter t fly twards the scene. 10/16

11 4. He instructs rescue vehicles t enter the stage and drive t the scene withut waiting fr rally cars, already in the stage, t pass frm the pint where rescue vehicles are psitined. Rescue vehicles always drive in the directin f the rally. If the Stage Safety Officer is infrmed that, apart frm medical aid, further assistance is required, he will instruct the FIV r rescue vehicle and/r the ther safety vehicles t prceed t the scene. 5. He rders the radi pint marshals, up t the pint f the incident, t display yellw flags. Displaying yellw flags advises cmpetitrs that there are emergency vehicles ahead f them and that they must reduce speed. If they catch up with these vehicles, they must nt vertake them. 6. Any car that receives the yellw flag will be recrded frm the radi pint marshal s as t infrm Rally Cntrl, when asked. 7. Since there may be cmpeting cars fllwing, as sn as the emergency vehicles arrive, their crews will: place a warning triangle befre the lcatin f the accident, park their vehicles in such a way as t prtect the car invlved in the accident, reprt the situatin t the Chief Safety Officer at Rally Cntrl. In case f injury the dctr will decide whether the injured is/are in need f hspitalisatin. Depending n hw severe the injury is, he will decide upn the means f transprtatin, be it by ambulance r helicpter which has already arrived n the scene. If it is decided that the remval f casualties will be carried ut by ambulance, the remval will take place either thrugh the finish f the special stage r frm an emergency exit, which has been agreed in advance and mentined in the stage safety plan. The directin t be fllwed is that f the rally rute. CRITERIA FOR SAFETY INSPECTION The inspectrs may: recmmend that the stage be nt included in the itinerary; recrd measures intended t help prevent an accident during the rally, which have been agreed upn with the rganiser during the inspectin; request the rganiser t prpse measures intended t help prevent r lessen the severity f an accident. After visiting the stage, the inspectrs will submit a written reprt t the Chairman f the Rally Safety Wrking Grup r the ASN representative. 11/16

12 CONSEQUENCES OF AN INSPECTION An inspectin reprt r the inclusin f any stage in an event in n way guarantees r implies that a stage can be cnsidered safe. After an inspectin reprt is fficially sent, the rally cncerned will have a maximum f three weeks t reply giving any cmment n the said reprt. In the absence f any cmment, the reprt will be cnsidered as final. If, hwever, after this three-week perid there remains a persistent disagreement between the inspectrs and the Rally cncerned, the Safety Cmmissin will settle the matter. DUTY OF ORGANISER S SAFETY CARS (A, B, C, INFO, 000, 00, 0 AND SWEEPER) One f the biggest prblems in setting up a stage prir t its running is ensuring that yu are set up well ahead f the arrival f the spectatrs. There is n pint in setting up this stage after the spectatrs have arrived, as it will be difficult t get them t mve int the crrect psitin. Yur prgramming fr the running f the stage needs t identify a time at which the Chief Stage Marshal ventures thrugh the stage t check that it is set ut and, if necessary, infrm the Pst Chief f further requirements. On very lng stages it is pssible that an Assistant will als check part f the stage, such that ne fficial checks the first half and the secnd fficial, at the same time, checks the secnd half. This will allw the check t be carried ut at a later time after mre spectatrs have arrived. When mving thrugh the stage, ensure that all sectins are set up in accrdance with the safety plan. Remember that this plan has been prepared after careful cnsideratin and it shuld nt be easily dispensed with. At the time f viewing the stage it is prbable that many spectatrs will have arrived, and this will give yu the pprtunity t review it and ensure that the plan that yu have put in place is satisfactry. Remember, a car that is ut f cntrl can travel a lng distance. Ensure that spectatrs are kept well back at dangerus pints. Obviusly, the high grund is the place t be. SAFETY CARS The safety cars drive thrugh the special stages befre the rally cars, in rder t check the readiness and safety f special stages, cntrls, and the crrect psitining f spectatrs. 1. Safety Inspectin Car C, B, A (Inf 1, 2, 3) The Safety Inspectin Cars shuld run each special stage fllwing a planned timetable between 1.5 hurs and 50 minutes befre the first car s scheduled time at the TC. Their rle is t track pssible rute prblems. They check the clsing f all junctins and the crrect signpsting in all prhibited areas. They shuld be equipped with radi and mbile phne. 12/16

13 2. Rad Clsing Car "000" (r the last Safety car) The 000 safety car shuld drive thrugh each special stage between 50 and 40 minutes befre the first rally car is due. Its rle is t check whether all warning signs, radi pint marshals and safety marshals are in place. It shuld infrm Rally Cntrl f the stage's readiness. It shuld be equipped with a ludspeaker, flashing rf lights and sirens, radi and mbile telephne. 3. Rad Clsing Car "00" The 00 car, driven by an experienced rally driver, shuld run each special stage fllwing a planned timetable between 40 and 30 minutes befre the first car is due, accrding t the length and particulars f each special stage. It shuld prvide a further check f spectatr safety and, with the use f ludspeakers, shuld als guide spectatrs t safe viewing places. It shuld be equipped with a ludspeaker, flashing rf lights and sirens, radi and mbile telephne. 4. Rad Clsing Car "0" The 0 car, driven by an experienced rally crew, shuld run each special stage fllwing a scheduled timetable between 20 and 10 minutes befre the first car is due t start, accrding t the length and particulars f each special stage. Final check f the stage and final warning that the special stage is abut t start. It shuld be equipped with flashing rf lights, sirens, radi and mbile telephne. The 0 car is nt cmpeting in the Rally as such, but is the last safety car befre the first car t arrive. It must nt be driven at the maximum capability f the car and the driver. 5. Sweepers "Sweeping" vehicles shuld run all special stages after the last cmpeting car, checking any immbilised car within the stage. They reprt t the Chief Safety Officer at Rally Cntrl regarding the situatin and cnditin f each case. Necessary actins shuld be taken ver by Rally Cntrl. They cllect all lists frm cntrls and radi pint marshals. N stage cntrls shuld clse unless infrmed by the sweeping vehicle that it has cmpleted the stage. The authrisatin t clse is given by the Clerk f the Curse. 6. The 000, 00 and 0 cars reprt by radi the mment they start and finish each Special Stage. 7. The 00 and 0 car drivers shuld use time cards in rder t ensure full familiarity by all timekeepers. 8. Vehicles in reserve shuld be available at each special stage start t functin as a rad clsing 0 car shuld a stage be delayed r stpped fr any reasn whatsever. (see the check list in Appendix Tw) 13/16

14 MEDIA The jurnalists/phtgraphers are issued with fficial tabards and passes which authrise them t mve utside the areas which have been set aside fr the special stage. This f curse is t enable them t btain clear actin phtgraphs; hwever, at n time can the phtgraphers place themselves in a psitin which is a danger t them r t the cmpetitrs. N special viewing psitin is necessary fr jurnalists. If the Senir Marshal cnsiders that the phtgrapher is in a dangerus lcatin, then he must ask the phtgrapher t mve t a safe lcatin. Be firm and calm and d nt enter int a situatin f cnfrntatin. Ensure that the phtgrapher is clearly identifiable t the public s that they realise why and n what authrity he is standing in an area where they are nt allwed t g. Ensure that all fficials and particularly the senir marshal at each lcatin is fully briefed as t n what authrity he is standing in an area where they are nt allwed t g. The issuing f an identificatin sheet shwing the varius credentials is helpful t ensure that the fficials assist the media where practical. In certain cases it may be necessary t publish a special plan shwing detailed arrangements fr the media. Media safety and identificatin 1. It is acknwledged that the media play an imprtant rle in rallies, and each member f the wrking media must be permitted t carry ut his r her wrk in the best pssible cnditins. 2. Hwever, the media are nt exempt frm having t respect general safety rules. In general, this shuld nt interfere with their ability t perfrm their duties. Hwever, if a chice has t be made between carrying ut their wrk and being expsed t an unacceptable level f risk, safety must always take precedence. 3. As far as safety-related matters are cncerned, the media will be divided int tw grups: TV, Cinemas and Pht (and supprt, e.g. equipment, etc.) Jurnalists, radi reprters and ther media Each grup will be identified as fllws: Numbered tabards issued by the FIA Media passes, with a number and the name f the publicatin Organisers media passes must n n accunt be issued t jurnalists, phtgraphers r ther representatives f the media wh hld permanent FIA passes. 4. Only media representatives wearing a tabard will be permitted in thse areas n the rute f the special stages t which spectatrs are nt nrmally admitted. All ther members f the media must cnfrm t nrmal spectatr standards, except fr interview areas, media centres, etc. 14/16

15 Any persn wearing a tabard must ensure that it is clearly visible at all times, and is nt cvered by any ther garment. 5. If, in the pinin f a safety marshal r the FIA safety delegate, a wearer f a tabard is lcated in an area f danger, he r she will be asked t mve t a safe lcatin. If this instructin is nt cmplied with, a senir fficial f the event may request the persn cncerned t mve t a safe place. If this instructin is again ignred, the fficial in charge will immediately submit a reprt t the Clerk f the Curse and the stewards. A cpy f this reprt must be sent t the Media Delegate. CRITERIA FOR GPS TRACKING SYSTEM Criteria fr Radi SOS Pints (Organiser s Tracking System) At each stage, radi pints must be situated at intervals f apprximately 5 km. During recnnaissance, a sign bearing the radi pint symbl must be displayed at the lcatin f each radi pint. This sign may be smaller but must be clearly visible t crews perfrming recnnaissance in rder that the lcatin may be nted in their pace ntes. A radi netwrk (set up apprximately every 5 km), unique t each special stage, shuld be established t allw the vehicles t be tracked and the running f the rally t be supervised. Each radi pint shall be identified in the rad bk and by a sign at least 70 cm in diameter, bearing the radi pint symbl, a black spark n a blue backgrund. Any ambulance within a stage shall be lcated at a radi pint. An additinal sign (red r green crss n a blue backgrund) shuld be lcated beneath the radi pint sign at this pint. In additin there shuld be warning signs 100 m t 200 m prir t the SOS radi and medical pints, with the same designs as abve but n a yellw backgrund. The tracking f vehicles must be carried ut either at rally headquarters (rally cntrl) r by the special stage safety fficer n the special stage. Sme frm f tracking chart shuld be used, either n the special stage by the special stage safety fficer r at rally headquarters. Tw marshals are needed t handle the pint ne must be equipped with a yellw vest with the symbl f the radi pint and yellw flag in accrdance with the FIA flag cde. The marshals must be psitined in a safe place with the best pssible view f the rally cars. It is advisable that this pint be lcated clse t escape rutes r in the vicinity f particularly dangerus spts. They check cmmunicatin with the safety fficers f the special stage and Rally headquarters. - In a plite manner they infrm spectatrs that the special stage will be run nly if they fllw their instructins t stand in the recmmended areas. - They infrm their stage cmmander abut the number f spectatrs and decide if mre supprt persnnel are needed. - Once all safety precautins have been met and everybdy is in psitin, they infrm Rally HQ accrdingly. - During the running f the stage, they stay next t their radi and fllw the annuncement f each car starting the special stage. They recrd cars passing in frnt f them. If a car is missing, they immediately infrm the safety fficer f the stage and wait fr instructins. - They c-perate with the safety marshals psitined befre and after them t alert spectatrs t appraching rally cars by means f whistles. - They will display the yellw flag nly n the instructins f the clerk f the curse. - They check that there are n cars parked next t the rad in a special stage and, if there are, they remve them befre the stage starts. Yellw Flag Prcedure Shuld the use f yellw flags be required, the fllwing prcedure is t be adpted: a. A yellw flag must be available at each stage radi pint (situated at intervals f apprximately 5 km). b. The yellw flag will be displayed t crews nly n the instructins f the clerk f the curse and nly at the radi pints. c. The flags may nly be displayed by a marshal wearing a distinctive jacket as recmmended in f Appendix H, and n which is marked the radi pint symbl. The time f deplyment f the flag will be recrded and ntified t the stewards by the clerk f the curse. d. During recnnaissance, a sign bearing the symbl specified in f Appendix H must be displayed at the lcatin f each radi pint. This sign may be smaller but must be clearly visible t crews perfrming recnnaissance in rder that the lcatin may be nted in their pace ntes. e. On passing a displayed yellw flag, the driver must immediately reduce speed, maintain this reduced speed until the end f the special stage, and fllw the instructins f any marshals r safety car drivers he encunters. Flags will be displayed at all radi pints preceding the incident. Failure t cmply with this rule will entail a penalty at the discretin f the stewards. f. N flag ther than the yellw flag may be deplyed in a special stage. g. Different signalling systems (e.g. flashing lights) may be used in super special stages. 17 APPENDIX ONE SPECTATOR SAFETY NO-GO AREAS All NO-GO AREAS must always be marked in RED (signs r tapes). Signs are recmmended. RED SIGNS: NO GO AREA NO GO AREA NO GO AREA! FORBIDDEN AREA! FORBIDDEN AREA! FORBIDDEN AREA At the beginning and end f the n-g areas, the fastening rds f the bards will be signalled in RED. These signs will be lcated every 8-10 metres. Only the area with the first sign will be marked n the drawing and the number f signs will be determined by the ttal number f metres indicated after the red arrw. (fig. 1) When there are n metres indicated, there will be tw arrws between tw specific pints. The respective red signs will be placed between these tw pints. (fig. 2) 180 m.
