2 NATIONAL CENTER FOR PUBLIC ADMINISTRATΙΟΝ AND LOCAL GOVERNMENT Who We Are The National Centre for Public Administration & Local Government (EKDDA) is the strategic agency of Greece for the development of the public administration and local government human resources. It was founded back in 1983 as a Public Law Entity with administrative and financial autonomy and is supervised directly by the Minister of Interior and Administrative Reconstruction. Our Mission To provide specialised PA officers of speedy promotion who support institutions and policies of strategic character To reinforce the PA HR knowledge and skills through certified training interventions To certify training structures and programmes destined for the public entities To support the amelioration of the organisation and effectiveness of the public administration and local government To provide consulting services for the support of the public entities work To collect and harness the research and studies related to the HR development To support open government through public deliberation, collection and distribution of the administrative info data Our Human Resources EKDDA s scientific work and research is supported by an experienced team of scientists and by a team of specialised administrative staff both working within our scientific and administrative units. This work would not be realised without the significant contribution of EKDDA s high profile trainers. 2 EKDDA s Governance The President sees to EKDDA s business on a day to day basis, while EKDDA s Governing Board (GB) decides upon the President s proposals. A 9-member Scientific Board holds a consulting role towards the Governing Board.

4 NATIONAL CENTER FOR PUBLIC ADMINISTRATΙΟΝ AND LOCAL GOVERNMENT A Strategic Organisation EKDDA is a strategic organisation capable of supporting: the state s administrative reform the implementation of the public policies the upgrade of the public services Towards this end EKDDA: focuses on the training strategy in order to reinforce the knowledge and skills of the human resources using systematic and certified interventions broadens the international co-operations and harnesses the know-how and good practice transfer in order to support the reforms put forward evaluates and puts to good use the results of the training actions; introduces innovative approaches towards the effective implementation of the public policies undertakes initiatives of conducting deliberations for the elaboration of action plans on neuralgic sectors of the governmental policy Our services are characterized by: synergy with the social partners and all the PA agencies, as well as the Local Government organisations the response to real training needs with determined targets and expected results for the improvement of the services delivered to the citizen innovative trainings through the use of internationally acknowledged methods, good practice and know-how transfer the quality of the training actions through the use of TQM tools that ensure a high level of services the certification of training structures and programmes of other institutions 4 the specialization in targeted programmes for the development of the human resources within the context of a digital environment EKDDA is ISO 9001:2000 certified for the Design, management and the delivery of training services

5 RESEARCH - DOCUMENTATION - KNOW HOW - TRAINING - CERTIFICATION From 2010 onwards we have been implementing a unified, coherent strategic plan that determines the following axes operationally: International Co-operation Know how Transfer Assistance, through co-operations with EU counterparts, in the know-how transfer for the support of the country s administrative reform priorities Training of the PA high rank officers in good practice and standards that have been adopted by other EU countries for the effective implementation of the reforms Organising of conferences and training seminars on pressing issues regarding the Hellenic public administration in co-operation with acknowledged high profile counterparts Design and training delivery for the Cypriot public officers in view of the country s first ever Presidency of the EU Council Participation together with counterparts in international competitions and EU initiatives proclaimed or supported by the European Commission Active presence in international and European fora and meetings that treat issues relative to EKDDA s mission Support to foreign PAs through consultation and specialised training (indicatively: design of the restructure of the Cypriot local government, design of and implementation of the training regarding the preparation of the Cypriot civil servants in view the first Cypriot Presidency of the EU Council etc) EKDDA is a member of the International Association of Schools and Institutes of Administration (IASIA), of the European Group of Public Administration (EGPA) and participates in all the Directors of Schools and Institutes of Public Administration (DISPA) Meetings 5

6 NATIONAL CENTER FOR PUBLIC ADMINISTRATΙΟΝ AND LOCAL GOVERNMENT National School of Public Administration and Local Government (ESDDA) The National School of Public Administration & Local Government (ES- DDA) prepare specialised officers with a current perception on administrative issues, capable of being entrusted with strategic duties and participate in the support and implementation of public policies within the framework of the administrative reform via the upgraded ESDDA s curriculum that also gives emphasis to the new technologies and the networking with international organisations. In order to enter ESDDA, the candidates, all university graduates of all fields, private or PA employees, must succeed in a written and oral competition that is concluded in two phases. The studies last for 18 months and ESDDA s curriculum consists of a wide range of areas of expertise and focuses on the applied and specialised knowledge. It includes lessons, conferences, seminars, lectures, field trips, simulation workshops, elaboration of research papers and internships. The students get accustomed with the fundamental principles of exercising public policies and obtain a modern administrative understanding. During its 30-year course, ESDDA has received almost students who, once they graduated, occupied posts proclaimed within the central and local government (i.e. in the Ministry of Foreign Affairs (Commercial attachés), the General Secretariat of Communication (Press attachés), the Court of Auditors, the Ministry of Finance, the Ministry of Development, the Ministry of Administrative Reform & e-government, etc). 6

7 NTATION - KN RESEARCH - DOCUME OW HOW - TRAINING - CERTIFICATION Reinforcement of knowledge and skills With the design of hundreds of integrated and certified training actions EKDDA s Institute of Training (INEP) contributes to the adaptation of the PA HR with an open, participatory and effective administration. The training programmes go and in hand with the attempted administrative reform, they support the public policies and are structured into the following thematic cycles: Administrative Reform and Decentralisation Effectiveness and Transparency Sustainable Development e-governance and Applied Technologies Health and Social Security Social Solidarity and Equality of Opportunities Initial Training The training actions are constantly enriched with new titles that follow the elaboration of training plans resulting from the co-operation between the public services and INEP. A special emphasis is given to the programmes related with the response to the PA s structural problems, the economy and the financial policy as well as to the programmes aiming at the familiarization of the PA HR with the digital administrative environment training programmes are organised annually, with an attendance that reaches or surpasses the number of trainees. 7

8 LOCAL GOVERNMENT MINISTRATΙΟΝ AND R PUBLIC AD NATIONAL CENTER FO The Training Design Implementation of modern methods for the training needs detection in order for the training intervention to be linked with the operational targets of each PA service or agency Elaboration of operational training designs with the recording of specific seminar titles corresponding to the detected training needs Adoption of a training certification system with qualitative and objective criteria for the evaluation of the structures, programmes, as well as for the knowledge and skills of the human resources Design of a training the trainers programme and linking to the trainers scientific fields of expertise to the topics of the training actions Training using distant learning, e-learning and/or mixed type of training Design of Top Management programmes Design of training programmes and elaboration of training material that go hand in hand with the administrative reform and support the effective implementation of the public policies Design of a training programme destined for the Directors of Education as well as one destined for the School Consultants; successful attendance leads to an administrative proficiency certificate for the former group of officers and that of guidance proficiency for the latter group, within the framework of the implementation of a programming agreement signed between EKDDA and the Ministry of Education Creation of a Co-operation Network at all the state levels for the improvement of the PA function, organisation and effectiveness 8

9 RESEARCH - DOCUMENTATION - KNOW HOW - TRAINING - CERTIFICATION Targeted Actions Preparation and support of the Hellenic Presidency in co-operation with the General Secretariat of the EU Council and the French National School of Administration (ENA) Support of the preparation for the Hellenic Presidency of the EU Council (targeted trainings) with the co-operation of the General Secretariat of the EU Council and the contribution of the French National School of Administration (ENA). The design and implementation of the integrated training offered to the PA services involved in the Presidency was assigned to EKDDA by the Ministry of Foreign Affairs through a Co-operation Protocol Know-how and good practice transfer related to the response to the need for PA structural needs and the support of the reforms within the Health sector Specialised training that results to an administrative proficiency as well as a guidance proficiency certificate Implementation of MoUs co-signed by EKDDA and PA and Local Government institutions regarding specific trainings on targeted reforms within these institutions Promotion of the e-governance and the implementation of the digital signature during issuing and distributing PA documents Fight against corruption and reduction of the bureaucracy through ICT and e-governance Training of the new auditors who support the certification and public revenue collection, the taxation and customs audits through integrated informatics Training on the fight against money-laundering with the participation of independent auditing authorities and the Ministry of Finance Support of the reforms in the fields of Public Administration, Local Government, Health and Economy Support of the new legislative framework regarding revenues, budgeting of and auditing the local government organisations Training of newly appointed PA officers with an emphasis on promoting the principles of legality and transparency as well as on the reduction of the administrative burdens Training topics concerning the fight against social exclusion, immigration, poverty, the reinforcement of the equality policies and the support of the feminine presence in posts of high responsibility 9

10 LOCAL GOVERNMENT MINISTRATΙΟΝ AND R PUBLIC AD NATIONAL CENTER FO Evaluation Assessment of our Work The evaluation of the training work and the assessment of the effectiveness of each intervention are implemented on the basis of international standards. The relevant results are used as a tool for the development of the human resources and of the improvement of the PA services and agents function. That is the training actions results are evaluated in relation to the performance of the services at large and the performance of the trainees within the trainings themselves is also evaluated. Administrative Know-how Innovation Depository of administrative knowledge which brings together studies, research and data funded by public bodies and related to the human resources development Introduction of organizational changes in operation and of innovative methods, procedures and approaches to the function of the public administration and local government Workshops on participatory governance for the collection of innovative ideas and suggestions for the improvement of the public e-services to the citizen s benefit Processing and evaluation of the reports submitted by heads of PA units regarding the redesigning of structures and procedures and the functional upgrade of the services they lead Technical support of the public consultation regarding draft legislative initiatives and regulatory provisions in the framework of open government Access to information, data and reports resulting from public consultation or collected from the domestic and international academic and research expertise 10

11 RESEARCH - DOCUMENTATION - KNOW HOW - TRAINING - CERTIFICATION Digital Training Card EKDDA established the Digital Individual Training Card for the PA officer; there one can find recorded the training actions attended by each officer throughout their entire career in the PA. The Training Card provides them the possibility: To electronically access their training history as per the seminar titles they have followed. To be directly informed as per the points awarded to them Digitalization of the Training Services EKDDA operates digitally and communicates online with regard to the training services ensuring a reliable participation and transparent access to each step of the training process. In a digital environment EKDDA develops: The training needs detection The training designs elaboration The submission of training requests by the PA bodies The submission of applications to participate in the trainings The updating of the selected trainees upon their selection to attend training The access to INEP s training material The evaluation of the training seminars The assessment of the effectiveness of the training The submission of applications for the ESDDA examinations The access to ESDDA students final papers The submission of applications for EKDDA s Trainers Registry The access to the list of EKDDA s Trainers EKDDA is responsible for the technological support of the operation and the applications of the Hellenic PA HR Registry Our Infrastructures In the context of improving the quality of the services we deliver, our infrastructures were modernized. Today, apart from our two auditoriums, a total of 26 classrooms operate within EKDDA s premises: with video-conference functionality for the support of our training programs and workshops of a «mixed» type supporting both theoretical and ICT trainings In EKDDA there are also: info stations, working stations, an interpretation support system 11

12 NATIONAL CENTER FOR PUBLIC ADMINISTRATΙΟΝ AND LOCAL GOVERNMENT Moreover, EKDDA operates with an Integrated Information System (IIS) that supports not only EKDDA s operation as a whole, but also its training actions through specialised digital services. All EKDDA s employees and visitors enjoy free internet access. Financial Resources EKDDA is one of the most important beneficiaries of projects co-financed by the European Social Fund and the Greek state harnessing the resources provided to the country through the EU Structural Funds. With its developed know how that gets more and more broadened, EKDDA has funded all its training actions and initiatives and in the course of time it has successfully managed projects within the framework of the Mediterranean Integrated Programmes, the 1 st, 2 nd and 3 rd EU Support Framework to this day when it uses the funds deriving from the fourth programming period (currently working on the OP Administrative Reform ). At the same time, EKDDA has prepared its operational plan in order to participate to the programming period. The grant EKDDA receives from the central government s budget is only destined to cover the salary costs of EKDDA s personnel, while revenues are also generated through collaborations with universities, such as the Greek Open University, and interstate bilateral agreements. Our Library EKDDA s library avails more than ten thousand Greek and foreign books of specialized disciplines and scientific fields. It is openly accessed by the citizens, while its collection is accessed on line through a specialised programme provided by the National Documentation Centre. EKDDA s own premises are situated: 12 in Tavros, Athens, on 211 Pireos Str. where its headquarters are situated in Thessaloniki, Central Macedonia, 25D I. Koletti Str., where there is EKDDA s Regional Institute of Training of Thessaloniki (PINEPTH) in Lamia, Fthiotida, where EKDDA lent its building to the Decentralised Administration of Sterea Ellada.
