14 Dillemas and Limitations Permanent and unfnished restructuring of PKP reforms: HST must cooperate with the conventional rail system Investment activities moved from PLK to PKPS.A. or other entity It is better but public funding is insuffcient Management Structure: not state holding it is a temporary solution Cost 8-9 billion Euro: this needs to be a European priority project breaking the Europe A and Europe B border Historically unfair competition in creating HST network (East and West)
