4 Page 4 of 25 1 Introduction Pursuant to Section 7.59 WHW the Executive Board is to adopt a Students Charter and disclose the basis of the statutory rights and obligations for the students. Part of the Students Charter are among other things the present Regulations. As for the tuition fees and the examination fee, the Regulations contain, among other things, the rates and procedural rules in this context. For enrolment as a student, the student in accordance with the WHW (Section 7.43 ff.) is due a tuition fee to the University of applied sciences. In Section 7.43, paragraph 1 WHW the Act makes a distinction between the statutory tuition fee and the institution tuition fee. The extraneus is also due an examination fee. Persons enrolling in a non-governmentfunded QAA accredited Master degree programme, which Saxion offers together with the University of Greenwich, are due to pay a tuition fee in accordance with Chapter 3, Section 3 and Chapter 6 of the Regulations. On 12 October 2013 the Staatsblad (the Dutch Official Journal) published The legislative proposal of 26 September 2013 amendment of law of the Higher Education and Research Act (WHW)2008, wherein article IV of the amount of the statutory tuition fee and the minimum amount of a partial statutory tuition fee. This decision has been incorporated into the Regulations tuition fee Saxion Saxion is a government-funded University of applied sciences. This means that the government grant is to be used efficiently. Non-efficient use is involved at any rate insofar as amounts from these funds are used as compensation for students or extraneï for their tuition fee, examination fee or course fee, other than pursuant to Section 7.51 WHW (Incentive Fund). Repayment of statutory tuition fees, therefore, is only allowed if based on cases provided by law.

5 Page 5 of 25 2 General provisions 2.1 Definitions In these Regulations the following is understood to mean: Tuition fee: Executive Board: CROHO: Examination fee: The contribution the student has to pay to be enrolled in a degree programme. The board of the Saxion Foundation, acting as university board as referred to in Section 1.1 WHW. Central Register Degree Programmes Higher Education of the Dienst Uitvoering Onderwijs (DUO). The examination fee to be determined by the university board and to be paid by the Examination fee (Section 7.44 WHW). Extraneus: University of applied sciences: University board: Institution tuition fee: International Office (IO): EU/EEA student: GBA Persons who sign in for examinations and who may not partake in classes or tuition (Section 7.36 WHW). Saxion Hogeschool. The Executive Board. Students who do not meet the conditions for the statutory tuition fee are due the institution tuition fee determined by the Executive Board in accordance with Chapter 3, Section 2 of the Regulations. The Service Department International Office of Saxion A student who has the nationality of Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxemburg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, United Kingdom. Note: Nationals of Switzerland are also considered as EU/EEA nationals. Municipal Personal Records Database, this is a register of personal data of all inhabitants of a Dutch municipality who meet the conditions for registration with the municipality in question. NVAO: The Dutch-Flemish accredited organisation: the NVAO aims for an objective judgement on the quality of higher education in The

Degree programme(s): All Saxion bachelor degree programmes, Associate degree courses and master degree programmes of Saxion. Other contribution: A monetary contribution towards the costs in addition to the tuition or examination fees that have been statutorily provided (see Section 7.50 WHW) Regulations: The present Regulations tuition fees Saxion Package fee Additional costs to the statutory tuition fee to be paid to Saxion QAA The Quality Assurance Agency for higher education: supervise the quality of higher education in The United Kingdom Saxion: Saxion University of Applied Sciences. SEPA Single Euro Payments Area: to enable payment by Euro in the same manner all over Europe, new guidelines for bank account numbers, cashless payments and debt collecting. Academic year: The period commencing on 1 September and ending on 31 August of the next year (Section 1.1 sub k WHW). WHW: The Higher Education and Research Act. Statutory tuition fee: The tuition fee established by ministerial regulations pursuant to the WHW, as described in Chapter 3, Section 1 of these Regulations. 2.2 Scope and validity 1) These Regulations concern the enrolment as extraneus (a person who is registered for taking part in exams and examination, but not for taking part in education) or student in: a) an Associate-degree programme; b) a Bachelor degree programme; c) a funded Master degree programme; d) a non-government-funded QAA accredited Master degree programme, offered jointly with the University of Greenwich. e) Non-government-funded NVAO accredited Master degree programmes 2) All sections in these Regulations relating to Bachelor degree programmes also apply to Associate degree courses and the Master degree programmes(with the exception of the Joint Degrees Master of Urban and Area Development, and Master International Supply Chain Management)

7 Page 7 of 25 3) These Regulations solely apply to the academic year The Regulations tuition fees Saxion are adjusted annually. Previous Regulations tuition fees of Saxion cannot be invoked. 4) These Regulations are not applicable to the degree programmes of Saxion Next. 5) These Regulations are adopted under reserve of changes to the WHW and the related legislation and regulations. Changes in this apply by operation of law and are thus applicable to the present Regulations from the moment of introduction. 6) General Terms and Conditions of Saxion are applicable to non-government-funded Master degree programmes as referred to in paragraph 1d and 2 of this section and section 3.3 and 3.4 of these Regulations.

8 Page 8 of 25 3 Types of tuition fees and examination fees 3.1 Statutory tuition fee (Section 7.45 WHW) 1) The statutory tuition fee is due by a student who meets the following requirements: a) the student has not obtained a bachelor degree for a Bachelor degree programme before, nor a master degree for a Master degree programme. This concerns final certificates from government-funded Bachelor and Master degree programmes of Dutch universities and universities of applied sciences, from 1 September This condition does not apply to students who follow a degree programme in the area of education or healthcare for the first time (Section 7.45, paragraph 1 sub c WHW). b) the student belongs to one of the groups of persons referred to in Section 2.2 of the Student Finance Act 2000 (this concerns among others an EU/EEA student who qualifies for a tuition fee loan) or who has the Surinam nationality (the nationality requirement). c) Students with a non EU/EER nationality, with a residence permit for an indefinite period in an EU/EER country. 2) Students who do not have the Dutch nationality but claim to belong to one of the groups of persons referred to in Section 2.2 of the Student Finance Act 2000, must demonstrate this upon enrolment. 3) By order in council the category of students referred to in the first paragraph of this section may be extended. 4) A student as referred to in the first paragraph who is enrolled in a part-time or dual degree programme, is due a part of the statutory tuition fee to be determined by the university board, the rates of which are set out in Chapter 4, Section 2 of these Regulations. 5) A student as referred to in paragraph 1 of this section who is following more than one degree programme and obtains the final certificate for the degree programme in which he was enrolled first, is due the statutory tuition fee for the remaining part of the academic year for the second degree programme. The amount due will in that case be calculated pro rata the number of remaining months of the academic year in question. 6) Degrees obtained pursuant to Section 7.20 WHW are considered equivalent to the Bachelor degree and Master degree as referred to in the first paragraph. 7) Students engaged in a procedure for obtaining a residence permit for an EU/EEA country or Switzerland, have to pay an institutional fee. 8) Students who only meet the requirements as described in paragraph 1 of this section in the course of the academic year are to pay an institutional fee upon commencement of the academic year.

9 Page 9 of Institutional tuition fee (Section 7.46 WHW) 1 1) A student who does not meet the conditions as referred to in Chapter 3, Section 1, first, third or fifth paragraph, and does not fall under the scope of Chapter 3, Section 3 of these Regulations, is due the institution fee set by the Executive Board. 2) For rates and rules with regard to the institutional tuition fee, see Chapter 5 of these Regulations. 3.3 Tuition fee Greenwich Masters 1) For a non-government-funded QAA accredited Master degree programme, offered by Saxion in collaboration with the University of Greenwich, Saxion applies tuition fees, hereinafter referred to in the Regulations as Tuition Fee. 2) For rates and rules with regard to the Tuition Fee, see Chapter 6 of these Regulations. 3.4 Tuition fee non-government-funded NVAO accredited Masters The WHW regulations concerning tuition fees does not apply to non-government-funded NVAO accredited Master degree programmes. For rates and rules with regard to these masters, see Chapter 7 of these Regulations. 3.5 Examination fee 1) The person registering for examinations and not following education is referred to as an extraneus (Section 7.36 WHW). 2) The extraneus is to pay an examination fee for the enrolment. 3) For rates and rules with regard to the examination fees, see Chapter 7 of these Regulations. 1 The institutional tuition fee is at least equal to the rate of the statutory full-time tuition fee (see Section 7.45 WHW and the Amended finances higher education regulations, Bulletin of Acts and Decrees 8 October 2008, no. 195).

10 Page 10 of 25 4 Statutory tuition fee The statutory tuition fee is subdivided into a full-time fee (Chapter 4 Section 1), a parttime and a dual degree programme fee (Chapter 4 Section 2). 4.1 Full-time degree programme (Section 7.45, paragraph 3 WHW) 2 A student as referred to in Chapter 3, Section 1, paragraph 1, paragraph 3 or paragraph 5 of these Regulations, who is enrolled in a full-time degree programme is due the full statutory tuition fee of 1, Part-time, dual and Ad-degree programme (Section 7.45, paragraph 4 WHW) 3 A student as referred to in Chapter 3: Section 1, paragraph 1, paragraph 3 or paragraph 5, of these Regulations, who is enrolled in a part-time programme, a dual programme or an Ad-programme is due the full statutory tuition fee of 1, An exception to this fee is the part-time degree programme for Teacher education (Pabo) in Deventer and Hengelo. The fee for this degree programme amounts to 1, Reduction, exemption and repayment statutory tuition fee (Section 7.48 WHW) 1) Costs second enrolment in addition to a first enrolment If a student has paid a statutory tuition fee for the first enrolment and the student wishes to enrol in a second degree programme in government-funded higher education in the Netherlands for which a statutory tuition fee is due, the student must submit a Proof of Tuition Fee Paid to the institute where he or she wishes to enrol in a second degree programme. After submission of Proof of Tuition Fee Paid of the first enrolment, the following rules apply: a) If an equal or lower statutory tuition fee is due for the second enrolment, then the student is exempted for the statutory tuition fee for the second enrolment; b) If a higher statutory tuition fee is due for the second enrolment, then the student must pay the difference between the tuition fee to be paid for the second enrolment and the tuition fee that has been paid for the first enrolment. 2) Interim enrolment A student only has to pay part of the statutory tuition fee he is due if the student enrols in the course of the academic year. In that case the amount due is calculated pro rata the number of remaining months of the academic year in question. 2 Pursuant to Section 18.77, paragraph 2 WHW this amount is indexed annually in accordance with the consumer index, in the way as set out by or pursuant to an order in council. 3 The tuition fee for part-time and dual degree programmes is a part of the statutory tuition fee to be determined by the Executive Board that lies between an amount to be determined by or pursuant to an order in council and the statutory tuition fee (7.45, paragraph 3 WHW).

11 Page 11 of 25 3) Repayment upon termination of enrolment Repayment of part of the statutory tuition fee is only applicable to the statutory tuition fee that has been paid to Saxion. a) A student who wishes to terminate his/her enrolment must put in a request to terminate the enrolment via Studielink. b) A request for deregistration will only be accepted when: i. The student is not enrolled in a second government-funded degree programme in the Netherlands ii. The student, who is enrolled for a second government-funded degree programme, submits the original Proof of Tuition Fee Paid c) A request for deregistration in connection with graduation, to be effective from the month following the result of the final exam, will only be granted after the examination board determines that the student has been successful in attaining the degree for the programme in which the student is enrolled. If the request is granted then repayment will enter into effect on the first of the month following the month in which the final examination results have been acquired. This date depends on the moment that the examination board establishes the results. d) In all other cases a request for deregistration will be granted and repayment will be made on the first of the month following the date of the request. e) In principle, tuition fee is only paid back into the account of the person to whom the tuition fee has debited. f) Following deregistration of the degree programme(s) at Saxion the student is entitled to repayment of the statutory tuition fee paid pro rata the remaining months during which the student is not enrolled in that academic year. Upon termination of the enrolment effective from July or August, the student is not entitled to repayment of the tuition fee paid for these months. This means, a student who deregisters in June, is not entitled to repayment as the termination of enrolment is not effective until July 1 st. g) The student is responsible for the cancellation of his/her student financial aid and student travel pass. 4) Students who, on the grounds of the advice given at the study choice check in September, decide to terminate their enrolment for a degree programme per October 1 st, are entitled to full repayment including possible administration costs. This however, does not apply to students who have enrolled for two degree programmes.

12 Page 12 of 25 5 Institution tuition fee (Section 7.46 WHW) 5.1 Rates institution tuition fee (Section 7.46 WHW) 4 1) Pursuant to Section 7.46 paragraph 3 WHW the Executive Board has set the following institution tuition fees: a) Students who on 1 September 2013, in addition to their first degree programme, for which a statutory tuition fee has been paid and who were enrolled in a second degree programme, may complete this second degree programme at an institution tuition fee to the amount of the statutory tuition fee, after obtaining a degree for the first degree programme. This rule will be adapted as part of Quality in Diversity of the WHW in the academic year b) Students who enrol via the foundation for refugee students UAF (University Assistance Fund) and who pursuant to Chapter 3, Section 1, first, third or fifth paragraph of these Regulations do not (yet) qualify for the statutory tuition fee, are due a tuition fee of 1, (equal to the statutory tuition fee); c) Students who already have a Bachelor degree certificate in Dutch higher education from 1991, but who do meet the nationality requirement (Chapter 3.1.1c), pay an institution tuition fee of 5, An exception to this fee is the degree programme BK5. The fee for this degree programme amounts to 1,995.00; d) All students who are to pay an institution tuition fee and who do not fall under sub a up to and including sub d of paragraph 1 of this section, pay an institution tuition fee of 7,800 ( tuition fee ); 2) The provisions laid down in this section under paragraph 1 are not applicable to the institution tuition fees agreed in a separate agreement between Saxion and a third external party. 3) Students who in the course of the year meet the requirements necessary to qualify for a statutory tuition fee (see Chapter 3, Section 1, paragraph 1, paragraph 3 and paragraph 5) upon request can pay a statutory tuition fee for the remaining part of the academic year. The request is granted at the moment the student has submitted evidence to Student Registration that the conditions for payment of a statutory tuition fee have been met. The statutory tuition fee commences in the month following the month in which the request was granted. The institution tuition fee over the months over which the student is to pay a statutory tuition fee is repaid net of this statutory tuition fee 4 The institution tuition fee is at least equal to the rate of the statutory full-time tuition fee (see Section 7.45 WHW and the Amended finances higher education regulations, Bulletin of Act and Decrees 8 October 2008, no. 195).

13 Page 13 of Reduction, exemption and repayment institution tuition fee 1) The student who is due an institution tuition fee, in the event of a second enrolment is not entitled to reduction or exemption of this institution tuition fee. 2) Students who begin their degree programme later than the starting date of the academic year are entitled to a reduction of the institution tuition fee. In that case the amount due is calculated pro rata the number of remaining months of that academic year and on condition that a minimum of 1,906 is paid. 3) A student who pays the institution tuition fee (that falls under Chapter 5 of the Regulation) is not entitled to repayment of part of his/her institution tuition fee in the event of termination of enrolment unless involving graduation. 4) Repayment of the institution tuition fee in the event of graduation a) A student who is subject to the provisions in Chapter 5 Section 1 sub c and has obtained the Bachelor degree certificate or Master degree certificate, is upon termination of the enrolment in principle entitled to repayment of part of the institution tuition fee paid. Upon termination of enrolment in connection with graduation for the course programme(s) at Saxion, the student is entitled to repayment of the amount paid, i.e. the institution tuition fee minus any scholarship granted, pro rata the remaining months that the student is not enrolled during the academic year. b) Other students who are not subject to the provisions of sub a of this paragraph, on graduation are not entitled to repayment of part of the institution tuition fee. 5) Repayment before commencement of the degree programme A potential student who has enrolled in a degree programme in the academic year and who revokes this enrolment before commencement of the degree programme, will be paid back the institution tuition fees paid for that academic year less 250 for administrative costs. A condition for repayment is that the potential student can show that the country of residence at the moment of application is the same as the country of residence at the moment of cancellation of the enrolment. An exception to the rule are students who enrolled in the academic year for the same degree programme for which they had enrolled in the academic year (re-enrolment). In the case of deregistration before the start of the academic year, the student is repaid the institution tuition fee without having to pay 250 administrative costs. Examples of how Chapter 5 Section 3 paragraph 5 works out in practice: A student from China who applies for a degree programme at Saxion in the Netherlands and who has paid the institution tuition fee in advance and who upon arrival in the Netherlands signs out of the degree programme will not receive any restitution. A student from China who applies for a degree programme at Saxion in the Netherlands and has paid the institution tuition fee in advance and signs out in China for the degree programme, will receive his institution tuition fee minus administrative costs.

14 Page 14 of 25 6 Tuition fee Greenwich Masters 6.1 Level of tuition fee Greenwich Masters If a student follows a non-government-funded QAA accredited Master degree programme offered by Saxion in collaboration with Greenwich University, the student is to pay a tuition fee as shown in Table 2. This tuition fee is to be paid prior to enrolment. Table 2) Level of tuition fees for Greenwich Master Master Fee Extension fee European Master in Facility Management Fulltime 8.900, ,- European Master in Facility Management Part-time , ,- for two years European Master Real Estate Management Fulltime 8.900, ,- European Master Real Estate Management Part-time , ,- for two years Master in Management , ,- Master of Business Administration , ,- 6.2 Reduction, exemption and repayment tuition fee Greenwich Masters The tuition fee for a non-government-funded QAA accredited Master degree programme, which Saxion offers in collaboration with the University of Greenwich, will be referred to in this section as Tuition Fee. 1) In the event of a second enrolment: the student who has to pay Tuition Fee is not entitled to a reduction or exemption of tuition fee. 2) The student who has to pay Tuition Fee is not entitled to repayment of part of the Tuition Fee upon termination of the enrolment. 3) Repayment before commencement of the degree programme A potential student who has enrolled in the academic year in a nongovernment-funded Master degree programme, which Saxion offers in collaboration with the University of Greenwich, and who revokes this enrolment before commencement of the degree programme, will be repaid the Tuition Fee paid for that academic year minus 250 for administrative costs. A condition for repayment is that the potential student can show that the country of residence at the moment of application is the same as the country of residence at the moment of cancellation of the enrolment. See for the implementation the examples at Chapter 5, Section 3, paragraph 5 of the Regulations.

16 Page 16 of 25 8 Examination fee extraneus 8.1 Level of examination fee extraneus The extraneus is due an examination fee determined by the Executive Board for each academic year that he is enrolled as such in a degree programme. The Executive Board has set the examination fee at an amount equal to the amount that applies to enrolment as a full-time student in accordance with these Regulations. In accordance with Chapter 4, Section 1, Chapter 5, Section 1, paragraph 1 sub c or Chapter 5, Section 1, paragraph 1 sub d this amount is equal to 1,906, 5,200 or 7,800, respectively. 8.2 Reduction, exemption and repayment examination fee 1) The regulations concerning reduction of, exemption from and repayment of the tuition fee are not applicable to the examination fee. 2) Chapter 5, Section 3 is applicable by analogy to the examination fee of extraneï.

17 Page 17 of 25 9 Collection, compensation and punitive measures Chapter 9 only applies to the statutory tuition fee (see Chapter 4) and the institution tuition fee (see Chapter 5). The tuition fee for the Greenwich Masters (see Chapter 6), the tuition fee for nongovernment-funded NVAO accredited masters (see Chapter 7) and the examination fees (see Chapter 8) must have been paid to Saxion University of Applied Sciences prior to participating in education, in the manner set out by Saxion. 9.1 Payment tuition fee (Section 7.47 WHW) 1) The tuition fee is paid by or on behalf of the student in accordance with a payment schedule (the debt collection agreement) concluded between the Executive Board and the person who has committed himself to payment. This can take place by authorising automatic debt collection, both for a single payment and for payment in instalments. Saxion makes use of a continuous debt collection agreement. For debt collection in instalments via an automatic debt collection agreement the administrative costs will be charged each academic year. The Executive Board has set the administrative costs for the academic year at an amount of ) The instalment payments will be collected on: 25 September 2014, 27 October 2014, 25 November 2014, 24 December 2014, 26 January 2015, 25 February 2015, 25 March 2015, 27 April 2015, 25 May 2015 and 25 June ) The tuition fee or examination fee for full-time, dual and part-time degree programmes is due before commencement of the degree programme: upon enrolment as a student at the start of the academic year this means that the tuition fee is due before 1 September. In case of enrolment in the course of the academic year this means that the tuition fee is due before the first day of the month of the interim enrolment. 4) Debt collection is only possible by paying the tuition fee from a SEPA bank account number provided the bank allows this. 5) Saxion will only send an invoice to students or third parties when the tuition fee is part of a package fee. In all other cases Saxion does not send an invoice for payment of the tuition fee to students or third parties. 6) For non-eu/eea students who are eligible for a scholarship the institution tuition fee is settled with the scholarship. 7) Students who have to pay a package fee, are to do this in a lump sum payment. If the student can show proof, before the start of the academic year, of needing only 30 ECTS of less to graduate, then the student may pay in instalments. 8) Each student is responsible for there being sufficient balance on the designated account to collect an instalment. For the academic year a minimum amount of 385 is required for the statutory tuition fee. For the institution tuition fee this minimum amount is If an instalment cannot be collected or be reversed, the claim will be transferred to a debt-collection agency after one demand for

18 Page 18 of 25 payment. For this Saxion will charge to the student. The resulting interest and collection costs after transfer to the debt-collection agency will be for the account of the student. 9) A student who has paid the statutory tuition fee to Saxion, can on request receive a "Proof of Statutory Tuition Fee Paid" for a second enrolment at another institution. If the Proof of Statutory Tuition Fee Paid is submitted to another institution of higher education in the Netherlands for following a government-funded degree programme, the student has met his payment obligations at that institution (Section 7.48, paragraph 1 WHW), except if the first tuition fee is lower than the tuition fee of the second enrolment. 10) Saxion ensures that no later than in the month of June preceding a new academic year the level of the tuition fee and of the administrative costs for the next academic year are made known to (prospective) students. For the continuous authorisation the number of instalments and the moments of debt collection will also be announced. 11) Students who fail to meet their payment obligations before commencement of the degree programme, on 1 September or the first of the month of an interim enrolment, are deregistered and can no longer make use of the facilities of Saxion. 9.2 Continuous authorisation 1) A student's continuous authorisation is applicable to an enrolment at Saxion that has not been terminated. In the event of several enrolments at Saxion for degree programmes for which a statutory tuition fee is due, the continuous authorisation is only applicable to the degree programme for which the highest statutory tuition fee is due 5. 2) For the academic year the annual tuition fee is collected in ten consecutive monthly instalments, the first of which is collected no later than at the end of September before the academic year in question. The rest of the instalments will be collected in October, November, December, January, February, March, April, May and June. It is possible to deviate from this if a student, with the permission of the Head of the school, starts with the degree programme later on in the academic year or when circumstances necessitate instalment payment on more occasions during the academic year. 3) A continuous debt collection agreement is terminated effective from the month in which the enrolment lapses. The enrolment before or in an academic year can only be terminated in accordance with the rules as described in the Regulations tuition fees Saxion for the academic year in question. For termination of the enrolment before or in the academic year see Chapter 10, Section 2 of these Regulations. 4) Payment of the tuition fee by means of a continuous debt collection agreement is only possible if there are no outstanding debts from a previous academic year at Saxion and the student ensures that Saxion can collect the instalments. Outstanding debts are 5 Saxion is currently researching if the digital continuous authorisation can also be used for tuition fee payments. As soon as this research is completed it will be submitted to the Executive Board.

19 Page 19 of 25 also understood to mean debts to Saxion for which a repayment schedule has been concluded and with regard to the debt which has not yet been repaid. 9.3 Payment via GiroPay (Accept ) Students with a German bank account number can pay the tuition fee in instalments via GiroPay 6, by making use of Accept . This means that the student, when he or she is required to pay the tuition fee, receives an containing a payment link. When the student clicks on the link, he/she can pay the tuition fee via GiroPay. Payment via GiroPay by making use of Accept , is subject to the following conditions: 1) To make use of Accept , the student must sign an acknowledgement of debt (Schuldschein) before enrolment, which applies during the academic years that the student is enrolled at Saxion University of Applied Sciences. 2) For use of Accept , 4.00 of administrative costs are charged per period. 3) Per academic year, the tuition fee is paid in 10 instalments. 4) Each Accept is sent to students around the twentieth of the month. 5) Students are required to make payment via GiroPay within seven days after receipt of the Accept . 6) If an instalment is not paid within seven days, the student will receive a first demand for payment via Accept and the outstanding debts procedure will run as described in Section 9 Chapter Outstanding debts 1) If an instalment cannot be collected, the student will receive a formal notice the following month from the debt-collection agency with a demand for payment within 10 working days. If the payment is not met then the still outstanding debt will be transferred to a debt-collection agency. For this Saxion will charge (excl. value added tax) for administrative costs. If the payment is not met within 10 working days, the student will receive a second demand for payment. 2) A student who within one academic year has received two demands for payment from the debt collection agency on behalf of Saxion in connection with the payment of outstanding debts, is excluded from paying in instalments and is to pay the outstanding debt, including costs made by Saxion and the debt collection agency for that academic year. On the second demand for payment, the student must also settle the remaining tuition fee for the relevant academic year by way of a lump sum. If the student fails to do so within the period stated, the student is deregistered and can no longer make use of the facilities of Saxion. 3) Each payment from the student or from a third party on behalf of the student always refers to the oldest outstanding debt. If a payment schedule has been concluded with the debt collection agency on the still outstanding debts to Saxion, the subsequent payments refer to the new outstanding debts. 6 The student is responsible for checking that his bank supports GiroPay.

20 Page 20 of 25 4) If the student has timely paid a first demand and later on in the academic year again reverses the payment, then the student will immediately receive a second demand. If the outstanding debt has not been paid after the period stated, the student is deregistered effective from the next month. The outstanding debts to Saxion will then be transferred to the debt collection agency. 5) A student who still has an outstanding (tuition fee) debt from previous academic years and who has not agreed a payment schedule for this with the debt collection agency, cannot enrol again at Saxion before this outstanding debt has been paid. A student who has agreed a payment schedule with the debt collection agency, is required to pay the tuition fee for the next academic year by way of a lump sum and cannot make use of the continuous debt collection agreement. 6) Students with outstanding debts at Saxion will not receive a first-year certificate or final certificate. Example of application procedure reversing tuition fees If a student or his legal representative has concluded a continuous debt collection agreement and an instalment cannot be collected or reversed by Saxion, then the following procedure is applied, irrespective of the reason: If a payment for month 1 is not made, a first demand for payment, referring to payment for month 1, is sent in month 2 with the request to pay the debt, without additional costs, within 10 working days after the date of the demand for payment. If the debt is not paid after the 10 working days stated, then the student will receive a second demand for payment with regard to payment for month 1, with the request to pay the debt within 5 working days after the date of the demand for payment, including additional costs. Moreover, the student is to pay the remaining tuition fee for the academic year in question in one go. If in month 3 the debt of month 1 including additional costs and remaining tuition fee for the academic year in question has not been paid, effective from month 4 the enrolment at Saxion is terminated by the Executive Board of Saxion. Saxion will inform the student, the school and DUO of the deregistration. The continuous authorisation will lapse effective from the month of termination. The then still outstanding debt over the months 1, 2 and 3 is transferred to the debt collection agency. 9.5 Unauthorised participation in education (Section 15.2 and 15.3 WHW) 1) Anyone who is not enrolled but who (undesirable) participates in tuition and examination facilities for initial education of the university of applied sciences, will be due to pay the university of applied sciences damages on this ground (in addition to a possible penal penalty based on Section 15.3 WHW), to be determined by the Executive Board. The Executive Board will determine the amount of the damages at a sum equal to the tuition fee, which should have been paid if the person in question had been enrolled in the degree programme in question. 2) Anyone who is not enrolled but participates in tuition and examination facilities for initial education of the university of applied sciences, will be punished by a fine of the

The fine is imposed by the Public Prosecution Service, if Saxion reports the offence. 3) The payment of the damages and/or fine as referred to in paragraph 1 and 2 of this section, does not imply the enrolment ipso jure as yet. Enrolment is only possible at the next date of enrolment after payment of the tuition fee.

22 Page 22 of Other provisions 10.1 Other contributions (Section 7.50 WHW) 7 1) The enrolment is not made dependent on another financial contribution than the statutory tuition fee, the institution tuition fee or the examination fee for extraneï. 2) As it is not possible to give an exhaustive description of which costs are allowed to be passed on to the student, the university of applied sciences has to determine this itself in reasonableness. A criterion in this context is whether there is a close tie with the tasks to be carried out by the university of applied sciences under the law. If such tasks are involved, the school may not demand a (voluntary) contribution 8. 3) If another monetary contribution towards the costs (besides the statutory tuition fee, institution tuition fee or examination fee) is asked for a specific provision or service to the offered, in which context there is no close tie with the tasks to be carried out by the university of applied sciences under the law, this may only involve a provision or service the student is allowed to use, but is not obliged to use in order to participate in the degree programme, in which he wishes to enrol or is enrolled. In other words: the student is free whether or not to use this provision or service. 9 If the student opts for making use of the voluntary provision or service, he is to pay the required contribution, but the enrolment in the degree programme is not made dependant on it. 4) Students are deemed to bear the costs of a number of educational requirements themselves, such as the costs of books, materials and certain costs linked to practical training. Depending on the nature of the degree programme certain costs can be passed on, however solely on a voluntary basis. The student has to be able to decide whether he himself will buy certain books and materials or whether he wants to obtain these from the university of applied sciences. 10 5) Insofar as own contributions are demanded, the university of applied sciences is to ensure an adequate provision of information in this context. Not only do the costs in question have to be specified, but it has to be pointed out to the students that it involves a voluntary contribution. The levy and collection are therefore to take place separately from the levy and collection of the tuition fee. This in order to prevent the impression that the enrolment is made dependent on payment of another contribution. 7 There is no order in council in the meaning of Section 7.46, paragraph 2 WHW. 23 Page 23 of 25 These contributions are to be made known to the students in advance, preferably in regulations. 6) In general, the level of the contribution together with the other costs for educational requirements is to be in reasonable proportion to the standard compensation in student finance. If the costs exceed this standard, then, if the student in question does not wish to meet the request for a voluntary contribution, and an activity or provision is involved which is part of an obligatory component of the degree programme, he shall have to be offered an equivalent alternative which does fit in with the standard in question. Moreover, the university of applied sciences can offer students financial support (under certain conditions) Termination of enrolment (Section 7.42 WHW) 1) Upon request of the student who is enrolled in a degree programme the Executive Board will terminate his enrolment effective from the next month. The person who is enrolled must submit this deregistration request via Studielink. 2) If the person enrolled in a degree programme has not paid his statutory tuition fee, institution tuition fee, examination fee or Tuition Fee as referred to in Chapter 6, Section 1 of these Regulations, payment will be demanded from this person. If the demand for payment is not complied with, the enrolment will be terminated by the Executive Board effective from the second month following the demand for payment. See also the explanation to Chapter 8, Section 4 of these Regulations. 3) The Executive Board will terminate the enrolment, or the enrolment request, effective from the next month in the following cases: If it issues a binding study advice, Section 7.8b, fifth paragraph WHW; After advice of the Examination Board if serious fraud by the student or extraneus is involved, Section 7.12b WHW; If the person who wishes to be enrolled fails to respect the basis and the objectives of Stichting Saxion, Section 7.37 fifth paragraph WHW; If there is a reasonable fear that the person who wishes to be enrolled will misuse this enrolment and the related rights by seriously damaging the institution's specific nature, or if it has become apparent that the person involved has made such misuse of this enrolment and the related rights, Section 7.37, sixth paragraph WHW; After advice of the Examination Board, the Head of school and after serious weighing of the interests involved, in the event the student in question by means of his conduct or statements has shown to be unfit for practicing one or more professions for which he is being trained by the degree programme attended, or by practical preparations for practising such a profession, Section 7.42a WHW; If the student, referred to in the above bullet item, is enrolled in another degree programme and within this context attends courses for a main subject which 11 See Chapter 5.15b loose-leaf WHW: letter of 25 August 1994 on students' own contributions (Section 7.50 WHW).

24 Page 24 of 25 corresponds with or in view of practical preparations for practising such a profession is related to the degree programme for which the enrolment has been terminated with the application of the previous bullet item, the University Board after advice of the Examination Board, the Head of school and after serious weighing of the interests involved, can decide that the student is not allowed to attend that main subject or other components of that degree programme; If the person involved has violated the regulations and measures of the Executive Board with respect to the procedures in the buildings and premises of Saxion, the enrolment can be terminated definitively or for a specific period of no longer than one year, Section 7.57h WHW. 4) In the cases mentioned above, Saxion s Student Registration will be informed by the management of the school that a student is to be deregistered from Saxion University of Applied Sciences. 5) For the other rules of a procedural nature with respect to the termination of the enrolment we refer to the Guide for enrolment and deregistration (which can be found on Saxion.nl and MijnSaxion.nl). 6) Student Registration will inform the person involved, the Dienst Uitvoering Onderwijs (procedural aspects pertaining to education; DUO) and the institutions for which a "Proof of Statutory Tuition Fee Paid" has been issued of the termination of the enrolment. Making a report to the DUO has consequences for the student s student finance Financial Support Students Saxion Regulation (Sector 7.51 WHW) The provisions with respect to the financial support of students have been laid down in the Financial Support Students Saxion Regulation (see MijnSaxion.nl).

25 Page 25 of Final provisions 11.1 Publication These Regulations will be published in the month of June preceding the academic year in question. The contents of these Regulations are described in the Guide for enrolment and deregistration together with the rules of a procedural nature regarding enrolment and deregistration and payment of tuition fee for students. All information with regard to enrolment and deregistration and payment of tuition fee will be available as from the month of June prior to the relevant academic year on Saxion.nl and Mijnsaxion Hardship clause In exceptional cases the Executive Board can deviate from these Regulations, insofar as possible within the law and insofar as this does not result in unequal treatment Short title These Regulations are referred to as: Regulations tuition fees Saxion
