Tadeusz Oleksyn Patrycja Grubba Role of Human Resources Management on Example of Polish Companies in Times of Crisis The article presents the ways Polish companies cope with many human resources problems in times of crisis. One thing is certain: with every economic crisis comes opportunity. Some
3 companies will go from good to great, and others will just fade away, making room for more innovative competitors. To be among the winners, executives should strongly consider best practices that provide a balanced approach to moving forward by including both cost reductions and smart investments. But it is an unfortunate fact that many businesses are completely unprepared for a major crisis. The article shows three strategies of human resources management that can be observed at the moment on the Polish market and how choosing of a particular strategy influences the future of a company. Dorota Handke Zarys diagnozy kapitału ludzkiego w makroskali. Perspektywa kraju Attempt of Human Capital Diagnosis in Macroscale. Poland s Perspective In Poland, there is a stable growth in awareness of importance of the human capital for the success of business ventures. Managers understand that in the knowledge-based economy, only companies, which are modern, innovative, able to adapt to changing environmental conditions have a chance to develop. These changes apply to both business environment and the interior of the organization. To enhance innovation in the economy it is essential to establish cooperation between research bodies and business. Furthermore, in the knowledge based economy crucial are so called soft skills and knowledge based organizations, employing knowledge workers, need of efficient management systems, tailored to the workers of fundamental importance for the organization. Ewa Bartosz Banking System in Poland During Global Financial Crisis The article presents the situation of Polish banking sector against the background of fighting economic crisis. The negative phenomena that emerged at the end of the previous year altered. The situation of Polish banking sector in terms of fighting for clients in view of economic and financial uncertainty is presented by the author, who is of the opinion that the future of Polish banking will depend on the extent of the crisis as well as the shape of Polish households in the final stage of the crisis. Economic activity worldwide will remain low although it is difficult to make definite estimates at present. However, steps are being taken to halt recessionary tendencies and sustain the recovery.
4 Janusz Jóźwik One-dimensional and Multi-dimensional Discrimination Functions as Examples of Early Working against Corporate Bankruptcy This article presents concept of systems of early warnings against bankruptcy of corporations. This kind of systems could be used in different areas like: financial analysis, credit policy, policy of mergers and acquisitions, investment portfolio analysis, analysis of economic situation of the Client, and many others. This thesis explains idea of discrimination functions which are used as tools to classify enterprises for these which are threatened with bankruptcy or these which are free from this kind of dangers. Simultaneously author had described basic classifications of known discrimination functions with examples of one and multi-dimensional functions. Małgorzata Letniowska Socio-economic Diagnosis of Human Capital in Sub-Carpathian Province Nowadays a company's competitiveness is defined by not only production factors such as land, capital and work but most importantly by the human capital. According to the analysis of job market in the Sub-carpathian province there is a high proportion of long lasting unemployment among poorly educated people at the productive age. Therefore, such institutions as County Office of Employment ought to adjust their actions towards activating the unemployed. At present Sub-carpathian province is tested in implementing the Human Capital Programme co-financed by the European Social Fund. One may hope that the activities resulting from realization of the Programme will not only increase young people's motivation and commitment towards searching for a job but they will also induce the belief that constant education and improvement of qualifications provides the opportunities for finding a place at the job market. Halina Matusiak Support Programmes as Element of Enhancing Sustainable Development of Rural Areas The main aim of article is general analysis of having at disposal funds of the Rural Development Plan and for favorable operations in sustainable development of rural area. On changes in rural areas in Poland in first years of membership in European Union, the main influence had the Project of Rural Areas Development in and Operational Sector Program Restructuring and Modernization of Food Sector and
5 Rural Areas Development. The result and the estimation of realizing particular activities in perspective of further financing in are shown in this article. Global crisis may be the obstruction to realization of the postulates in the Project of Rural Areas Development. Ryszard Muzyczka Influence of Crisis on Change to Management Model in Automotive Sector The beginning of 21th century according to the forecast should bring significant changes in automotive industry which should be evident already at the end of first decade. Together with the changes relations between producers and suppliers should undergo a transformation and gather new dimension. In principle the indicated changes were not observed till 2008 only the crisis caused that changes maybe not definitely perceptible in business and created situation forcing companies to new thinking. Certainly structure and distribution of added value creation in cars manufacturing chain will be changed. Suppliers who will take over not only production but also designing and research & development will gain in importance. Thus the relations with suppliers will be more important than price pressure. For Poland where the automotive industry is connected with suppliers this scenario could have positive dimension and lead to strengthening this business in our economy. Beata Pastuszek Sluggishness in Food Processing Industry During World Economics Crisis Financial crisis, which started within financial markets, has transferred to other industries on a global scale. During initial stage of the crisis Polish economy has shown some resistance to global turbulence, however the consequences of this change were not to be avoided by Polish manufactures, and among them those who specialise in food processing. Although food as a category, belongs to the basic basket and shows little demand elasticity, it is impossible to maintain growth rate that was experienced by the food and beverage industry over the last few years. Economic climate does change consumer preferences, which quite often ends up in replacing branded products with its cheaper substitutes, eg. private label. Once the crisis has started, all companies had to face limited access to external financing, which forced them to look for efficiencies. Some of them may have resulted in limited capital investment, some in headcount reductions. Current situation could be called as another test of level for competitiveness. Only those that will use this opportunity to its maximum will be strong and ready when the next phase starts. Those that will not adjust will suffer from current climate much longer, if they have enough luck to survive.
6 Radziejewski Kazimierz Farmers in View of Global Crisis of 2009 This article presents the situation on the Polish agricultur market in connection with the global economy crisis in To participate in the Common Agricultural Policy, the European Commission has made the urgent efforts in order to ensure the stable confines of development of the agricultural production and the care about the appropriate functioning of internal markets as well. It can keep the strategic independence of the European Union. The symptoms of slowing down in the economy and its signs in the food market and in the country are also of concern for Polish government. The effectiveness of the actions taken in this area is a matter of controversy among scientists, agricultural experts and farmers. Renata Sierocińska Unemployment in Poland against Background of Struggle with XXI Century Crisis The financial crisis of XXI century which started in the USA came to Poland too. This situation had influence on small and big companies which we can see in increased quantity of declarations of bankruptcy (near +57%). This progressive recession has an effect in employment because an increasing percentage of the population is unemployed. Hovewer, the companies in Poland have a solution for reductions of costs without dismissing employees work. Firms reduce employment of new workers and they expect more activity from present employees. They don t give a rise in salary, too. We can see it in decreased increase of salary in comparison with 2008 and The business depression did not afflict Polish businessmen in significant manner. The clear influence we can see in first two quarters of 2009, because in III quarter moderate stabilization was observed. Maciej Szymański Prospects for Development of Polish IT market in Era of Global Financial Crisis Global IT market has recently experienced a wave of redundancies. IT companies in Poland have suffered a fall in sales of their products and services, thereby leading to stunted growth of the industry. Economic slowdown was the reason to take preventive actions. Many IT companies have reviewed their cost policies and moderately reduced the number of posts. At the same time the IT industry clients began to perceive the possibilities of coming out of the crisis with the use of modern information systems in management and resource planning. Domestic and foreign investors have increased their interest in outsourcing services provided by the Polish IT companies. At the moment Polish IT market is moving in the same, earlier
7 set, direction taking advantage of increased awareness of customers and niches identified during the crisis.
