3 A 10 Year Vision for Transforming Artisan and Small Scale Gold Mining into a Sustainable Activity Strategic Objective 1: In 10 years artisan and small scale mining is a formalised, organised and profitable activity, that uses efficient technologies and is socially and environmentally responsible Strategic Objective 2: Artisan and small scale mining develops within a framework of governance, legality, participation and respect for cultural diversity
4 THE CHALLENGE OF SUSTAINABILITY Recognition that it is a social reality It needs to improve its performance recognizing its challenges, but also its potential for overcomming poverty and contributing to local development That it needs to be managed, by the government, according to its diverse and complex nature Within a framework of collaboration among different stakeholders, including the miners and their organizations
5 THE CHALLENGE OF SUSTAINABILITY Public management must be based on accurate and updated information ASM should be a part of national and local sustainable development strategies around the planning and use of natural resources Legalisation is the starting point for formalisation
6 Main Priority Issues to be Addressed in the Short Term Strengthening of the organizational capabilities of ASM Characterization of the sector and generation of information about ASM including update and dissemination of the social and economic importance of ASM among decision makers in government, industry and local communities Development of appropriate legal frameworks to facilitate a transition to formalization of the sub sector Facilitate access of ASM miners to useful information of diverse nature, through various media
7 Main Priority Issues to be Addressed in the Short Term Technical support and training Profitability Occupational and community health Safety and incidence of accidents Management of business and financial aspects Environmental and technical performance Access to appropriate technology and capacity to use it Capacity to develop mine plans Capacity to implement environmental management plans and improved mining processes Policies and financial instruments to facilitate access to credit and to markets
8 Contribution to Local Development Strengthen participatory and informed local planning in regions with ASM Implement policies and practices directed at adding value Link local universities, science and technology centres, and schools into efforts to improve ASM performance Implement policies that promote the sustainability of mining clusters and the diversification of local economic activities
9 Generation and Use of Information Through Research Social and environmental base line studies in areas of ASM Evaluation of lessons learned and exchange of experiences in formalization, credit, organization, technologies and mine processes, marketing, environmental management plans and management of the activity by governments To identify criteria and use indicators to track progress in different experiences of intervention To track the potential positive contributions to local development and poverty reduction, and identify risks to human health and environment To better understand the impact of boom and bust cycles, and prepare contigency plans Identify areas of possible collaboration between large, medium and ASM: is there room for mentoring?
