2 KCTCS Strategic Plan The KCTCS Strategic Plan is designed to place more Kentuckians on the path to a postsecondary credential (certificate, diploma or associate degree) and a successful career. This plan is built on five goals with corresponding core indicators of success and five-year targets, creating a yardstick that will allow us to measure our success. 3 KCTCS LEGISLATIVE AGENDA 2014 BIENNIAL BUDGET SESSION The KCTCS Legislative Agenda is comprised of three major components that are essential to support the ongoing mission of KCTCS as reflected in the budget recommendations made by Governor Beshear. The first component is a base state appropriation request; secondly a capital request that is funded by state general fund bonds; and thirdly the State Property and Buildings Commission will issue agency bonds on behalf of KCTCS to fund the top capital project for each of the KCTCS colleges. Funding of these three requests enables KCTCS to continue to make a statewide impact on the economic prosperity of Kentucky citizens, to stimulate economic and community development, and to improve the quality of life for all Kentuckians. OPERATING BUDGET REQUEST Base Appropriation: To support the mission, vision, values, and goals associated with the KCTCS Strategic Plan, as well as to maintain the legislatively-mandated mission and public expectations of KCTCS, we ask that you fund the base appropriation of $191,455,700 for FY and again for FY This restores the proposed 2.5% cut of $4,826,500. Requested funds will also allow KCTCS, the state s largest post-secondary institution, to continue to be a committed partner in advancing postsecondary reform while also improving the academic and technical skills of the Commonwealth s workforce $191,455,700 $191,455,700 GENERAL FUND BOND PROJECT BLUEGRASS COMMUNITY and TECHNICAL COLLEGE CONSTRUCT ADVANCED MANUFACTURING FACILITY GEORGETOWN $24,000,000 This project will construct an 80,000 square foot advanced manufacturing learning center on a site which has been acquired in the Lane s End Business Park in Georgetown/Scott County. The project was included in the 2006 budget authorization for design and site acquisition only in the amount of $1,500,000. The facility will provide customized training for all manufacturing companies in the region and will support the Bluegrass Economic Advancement Movement (BEAM) initiative to realize their goal of making the Bluegrass Region a premier advanced manufacturing area. With Toyota Motor Manufacturing expanding to include the production of Lexus, this project will meet their increased need for specialized manufacturing training in the Georgetown area.
4 KCTCS BUILDSMART I N V E S T M E N T for KENTUCKY COMPETITIVENESS The KCTCS BuildSmart Investment for Kentucky Competitiveness is a public-private partnership that will provide funding for the top capital project at each KCTCS college. This $194 million initiative will use Agency bonds in concert with local communities and employers where each community college is located, to raise funds to help finance these critical projects. Students who attend our colleges will also be supporting BuildSmart when they enroll in classes. BuildSmart will ensure our 16 colleges and their respective 70+ locations can continue to offer more than 700 certificate, diploma and associate-degree programs to increase access for Kentuckians to pursue their academic and career aspirations and provide business and industry with a highly educated and trained workforce to keep them globally competitive. $10,000,000 $7,500,000 $2,500,000 ASHLAND COMMUNITY and TECHNICAL COLLEGE RENOVATE MAIN BUILDING, COLLEGE DRIVE CAMPUS This project is to renovate the original building at the Ashland Community and Technical College s main campus which was constructed in The building is now in need of major renovation and revitalization to ensure that the college provides a suitable and adequate atmosphere for student learning as well as provides a safe, secure, state of the art facility that supports the mission of KCTCS within Northeast Kentucky.
5 BIG SANDY COMMUNITY and TECHNICAL COLLEGE PLANNING AND DESIGN EXPANSION OF PIKEVILLE CAMPUS This project will construct a 60,000 gross square foot expansion of the Pikeville Campus of Big Sandy Community and Technical College to provide additional classroom and laboratory space for expanded allied health and technology programming. There is no current room for expansion and acquiring adjoining property is not feasible. The facility will be constructed on existing acreage and will be multi-storied and include a parking structure to replace parking displaced by construction. $2,000,000 $1,500,000 $500,000 BLUEGRASS COMMUNITY and TECHNICAL COLLEGE NEWTOWN CAMPUS EXPANSION, PHASE II This project will construct an 112,000 square foot facility which is Phase II of the Newtown Campus master plan. The facility will house general education classrooms, labs, faculty/staff offices, administrative offices and other student support spaces. This project will also include the renovation of the historic Laundry Building on campus. This project is needed in order to begin transferring programs from the Cooper Campus on University of Kentucky s campus to the new Newtown Campus. Phase I to construct the Classroom Building was completed in $24,000,000 $18,000,000 $6,000,000
6 $1,000,000 $750,000 $250,000 ELIZABETHTOWN COMMUNITY and TECHNICAL COLLEGE RENOVATE OWEN CLASSROOM BUILDING This project will renovate the Owen Classroom Building at the Elizabethtown Community & Technical College main campus. Total renovation will include floor covering and painting the building. $15,000,000 $11,250,000 $3,750,000 GATEWAY COMMUNITY and TECHNICAL COLLEGE CONSTRUCT URBAN CAMPUS COVINGTON This project will construct an Urban Campus located in the Covington region. It will provide increased community access to affordable, high quality post-secondary education for the Northern Kentucky region. It will be an anchor for urban development in Covington and the neighboring River Cities and utilize local community assets such as the library, TANK (Transit Authority of Northern Kentucky) and public garages.
7 HAZARD COMMUNITY and TECHNICAL COLLEGE PLANNING AND DESIGN COMMUNITY INTERGENERATIONAL CENTER This Intergenerational Center is a proposed 52,200 square foot building on the Lees Campus of Hazard Community and Technical College in Jackson, Ky. The center will include classrooms, one stop student services area, student lounge and cafe, bookstore, and a community center. Classroom space will be used by local school districts for dual credit course offerings. Technology in the incubator space and classrooms will reduce the digital divide in this underserved region by supporting the college s Distance Learning Initiative. This new structure would greatly improve the instructional and student support programs for the students at the campus. $2,000,000 $1,500,000 $500,000 HENDERSON COMMUNITY COLLEGE RENOVATE CAMPUS WIDE FACILITIES This project includes the renovations in five buildings on the Henderson Campus. The buildings are in need of upgrades and renovations to bring them into the 21st century. Renovations will include HVAC upgrades in the Administration Building, new elevators in two buildings, and a new facade will be constructed to create a more appealing entrance to the Administration Building. $5,000,000 $3,750,000 $1,250,000
8 $15,000,000 $11,250,000 $3,750,000 HOPKINSVILLE COMMUNITY COLLEGE CONSTRUCT AGRICULTURE HEALTH & CAREER TECHNOLOGY CENTER, PHASE I This project would construct a new 55,000 gross square feet facility that will provide additional growth opportunities for new allied health programs. New programs may include Clinical Lab Technical, Radiology/Sonography Technician, Physical Therapy Assistant, Occupational Therapy Assistant and Respiratory Therapy. There will also be biology and chemistry labs, computer labs, classrooms, flexible career related teaching areas with large bay door for agriculture programs, auto diesel, and auto mechanics. $16,000,000 $12,000,000 $4,000,000 JEFFERSON COMMUNITY and TECHNICAL COLLEGE CONSTRUCT CARROLLTON CAMPUS, PHASE I This project will construct approximately 50,000 square foot building of phase I of a Carrollton Campus that will serve six Kentucky counties (Carroll, Gallatin, Henry, Oldham, Owen, and Trimble) on land that was acquired in The current leased facility is extremely undersized and the existing programs will be relocated to the new facility. The campus will offer workforce training that would assist in creating job opportunities in the region and will have major impact on this region. The Master Plan for the Carrollton Campus is currently being undertaken using restricted funds.
9 MADISONVILLE COMMUNITY COLLEGE CONSTRUCT MCC/MuSU POSTSECONDARY EDUCATION CENTER This project will construct an approximately 68,000 facility on the main campus of Madisonville Community College. A project was authorized in the 2006 budget for $300,000 for design of this building and has been through preliminary design. The Center will provide classroom and office space for use by Murray State University and Madisonville Community College. The Center will allow the citizens of Madisonville and surrounding areas the opportunity to pursue a bachelors or graduate degree in an increased number of programs without leaving the area and enable students to pursue the initial two years of college through the Madisonville Community College and then transfer to Murray State University to complete their college education all on the same campus. $20,000,000 $15,000,000 $5,000,000 MAYSVILLE COMMUNITY and TECHNICAL COLLEGE MCTC/MoSU POSTSECONDARY CENTER OF EXCELLENCE, PHASE I This project will construct Phase I of a Regional Postsecondary Education Center on a new Rowan County Campus. In Phase I MCTC, in partnership with Morehead State University will develop a 90,000 square foot Center of Excellence in Advanced Manufacturing Technologies. The location of the proposed site is the MMRC Regional Business Park. Eventually, all programs from the Rowan s existing campus will be relocated to the new Campus. The current campus has no room for expansion and the existing space is not sufficient to meet current or future needs for classrooms, library, or student services. $28,000,000 $21,000,000 $7,000,000
10 $12,000,000 $9,000,000 $3,000,000 OWENSBORO COMMUNITY and TECHNICAL COLLEGE CONSTRUCT ADVANCED TECHNOLOGY CENTER, PHASE II This project will construct an approximate 50,000 square feet second phase to the Owensboro Advanced Technology Center. Phase I was completed in Phase II will serve as an integrated lab and teaching facility for the HVAC, Building Construction and Welding programs. This phase will allow for relocation of programs to the Main Campus and open valuable space at the Downtown and Southeastern Campus locations for program expansion. $2,000,000 $1,500,000 $500,000 SOMERSET COMMUNITY COLLEGE PLANNING AND DESIGN ARTS & HUMANITIES BUILDING Construct a 70,000 square foot Arts and Humanities Building on the Somerset Community College North Campus to include a full performing arts theater, laboratories, workshops, classrooms, an art gallery, public exhibition area, faculty offices and administrative support area. The current facility is outdated, does not meet current codes and has a seating capacity of only 80. In addition to enhancing this existing theater, a music studio would be developed. Other programs to be housed in this building would include pottery/ceramic, painting/ drawing, digital photography and dance. $22,000,000 $16,500,000 $5,500,000 SOUTHCENTRAL KENTUCKY COMMUNITY and TECHNICAL COLLEGE CONSTRUCT INSTRUCTIONAL COMPLEX This project will construct a 76,000 square foot facility to house the Instructional Classroom Complex. The ICC will provide more progressive instructional spaces, which include learning commons, collaborative learning spaces, and emporium style classrooms. The ICC would also be home to the Learning Center, which currently provides student tutoring. A cooperative library with the city of Bowling Green is being planned.
11 SOUTHEAST KENTUCKY COMMUNITY and TECHNICAL COLLEGE CONSTRUCT ALLIED HEALTH FACILITY MIDDLESBORO CAMPUS This project will be Phase I of an anticipated larger project to construct an approximate 34,000 square foot Allied Health Facility at the Middlesboro Campus. This project will allow programs to be moved from the one-building Pineville Campus to the Middlesboro campus. Program space, including special laboratories, will be needed for nursing (ADN), respiratory care, and radiography, all of which will be moved from Pineville. In addition, space will be provided for computer laboratories (tailored to meet the needs of Allied Health) and general purpose classrooms. $10,000,000 $7,500,000 $2,500,000 WEST KENTUCKY COMMUNITY and TECHNICAL COLLEGE CONSTRUCT 2D ARTS SCHOOL, PHASE I This project allows for additional funding to renovate an historical 25,000 square foot facility to complete the Paducah School of Art and Design. The facility will house classroom, studio, office and gallery space. West Kentucky Community and Technical College has served as a catalyst for the region by launching the Paducah School of Art and Design. Creative communities recognize that artistic enterprises create jobs, stimulate trade through cultural tourism, attract investment, diversify the local economy and improve property values. $10,000,000 $7,500,000 $2,500,000
12 A STATEWIDE INVESTMENT WITH A STATEWIDE IMPACT The KCTCS BuildSmart Investment for Kentucky Competitiveness is a statewide initiative to fund the top capital project for each of the 16 KCTCS colleges.
