7 4.1 Cell Selection Introduction After UE hs switched on nd PLMN hs been selected, the Cell selection process tkes plce, s described in TS This process llows the UE to select suitble cell where to cmp on in order to ccess vilble services. In this process the UE cn use stored informtion (Stored informtion cell selection) or not (Initil cell selection). NOTE: At the moment, only requirements for Stored informtion cell selection hs been defined Requirements Stored informtion cell selection dely The stored informtion cell selection dely is defined s the time the UE needs for sending the premble for RRC Connection Request for Loction Registrtion to UTRAN fter the power hs been switched on with vlid USIM nd PIN is disbled The cells in the neighbour list belong to different frequencies Unless otherwise stted, the cell selection dely shll be equl or less thn [X] seconds when the cells in the neighbour list belong to less thn [3] frequencies No cell is present in the neighbour list The cell selection dely shll be equl or less thn [5] seconds.

8 A.4 Idle Mode A.4.1 Cell selection Two scenrios re considered: Scenrio 1: The cells in the neighbour list belong to different frequencies Scenrio 2: No cell is present in the neighbour list For ech of them test is proposed. NOTE: A A More scenrios will be dded lter. Scenrio 1: the cells in the neighbour list belong to different frequencies Test Purpose nd Environment This test is to verify the requirement reported in section This scenrio implies the presence of 2 crriers nd 6 cells (3 cells per crrier) s reported in Tble A.4-1 nd A.4-2. The stored informtion of the lst registered PLMN is used in this test. The stored informtion includes one of the UTRA RF CHANNEL NUMBERs used in the test. All the cells in the test re given in the mesurement control informtion of ech cell, which re on the RF crrier stored in the UE. NOTE: Here pilot pollution cse with different power levels for cells could be included. 13 Relese TS V3.3.0 ( ) 6.3 Rndom Access Introduction The rndom ccess procedure is used when estblishing the lyer 1 communiction between the UE nd UTRAN. The rndom ccess shll provide fst ccess but without disturbing ongoing connections. The rndom ccess is specified in section 6 of TS nd the control of the RACH trnsmission is specified in section 11.2 of TS A rndom ccess trnsmit sequence is described in section of TS Requirements The UE shll hve cpbility to clculte initil power ccording to the open loop lgorithm nd pply this power level t the first premble nd increse the power on dditionl prembles. The UE shll stop trnsmit prembles upon ACK/NACK on the AICH hs been received or if the mximum number of prembles within on cycle hs been reched. 19 Relese version RRC Connection Control 6.1 RRC Re-estblishment Introduction RRC connection re-estblishment is needed, when UE loses rdio connection due to rdio link filure. The RRC connection re-estblishment procedure is specified in section of TS nd RRC connection reestblishment sequence is described in section of TS Requirements When the UE is in Cell_DCH stte, the UE shll be cpble of sending RRC CONNECTION RE-ESTABLISHMENT CONNECT messge within T RE-ESTABLISH seconds from when the CPHY-Out-Of-Synch primitive indictes lost synchronistion. The RRC Re-estblishment dely requirement (T RE-ESTABLISH-REQ ) is defined s the time between the moment when the CPHY-Out-Of-Synch primitive indictes lost synchronistionerroneous CRCs re pplied, to when the UE strts to send prembles on the PRACH. T RE-ESTABLISH-REQ is depending on whether the trget cell (tht best fulfil the cell re-selection criteri) is known by the UE or not. A cell is known if either: - the UE hs hd rdio links connected to the cell in the previous (old) ctive set, or - the cell hs been reported by the UE in mesurement report during the lst 5 seconds. The RRC re-estblishment dely shll be less thn where 50+(T serch +T SI )*NF ms T serch is the time it tkes for the UE to serch the cell.
