8 7 INTRODUCTION This guide, Ideas for your future, is for young foreigners and their families who have just arrived in Italy. It intends giving them a hand by simply and clearly explaining how the world of school, education, professional training and work is organised. Here you will find useful information about how the Italian school system is organised and works, what schools there are in Reggio Emilia, all the many different professional training courses available in Reggio Emilia and who organises Italian language courses. Pages full of useful information that we hope will help all young people and their families upon their arrival in Reggio Emilia but, most important of all, to have the very best reception in our area. Today there are just over 11,843 foreign students in our schools which are 16,1% of all those attending schools in the Reggio Emilia area, 43.7% of which were born in Italy. It is one of the highest percentages in the Emilia-Romagna region. It is, of course, indispensable to know the language to live here. It is most important to be aware of the cultures and traditions, not to mention the laws, rules and the civil organisation of a country. It s important that all citizens have services and tools that can help them fit into the local community where there are rights and obligations for everyone. This is the only possible road we can take, in a land that wants to overcome fear, uncertainties, clichés and that believes in mutual respect and in the dignity of all people living in our country and that abide by its rules. The Centri Provinciali per l Istruzione degli Adulti (CPIA - Provincial Centres for Adult Education), also known as Centri Territoriali Permanenti (CTP - Permanent Territorial Centres) are training and guidance centres for young people and adults from 15 on living anywhere in Italy and are useful for: foreigners who want to learn and/or improve their Italian those who want to have a secondary school certificate (essential if you want to go on to further education or be employed by public sector agencies) those who want to learn and/or improve their computer and foreign language skills All foreigners must have an original copy of a valid Residence Permit. 15 14 Test for issuing an Extended Residence Permit Tests of the Italian language are held at the CTP for issuing extended EC residence permits (which used to be called a residence card ). The requirements for a prolonged residence permit is nothing new to non-ec citizens who, as usual, have to send the postal kit to the Police Headquarters containing all the necessary documents (for information please go to the web site Migrare ( Migrate ) www. migrare.it under Extended Residence permit ). The Italian language test is new which came into force in The test is booked online at You can go to the immigrants or social assistance counter if you need help with it. Where is the test held? At what time? On what day? How much does the test cost? How do I know the result of the test? You will take the test at the Provincial Centres for Adult Education (CTP or CPIA) that will see to assessing and communicating the results to the Prefecture. If you fail the test you can repeat it, making another application online. Once you have passed the test the Prefectures send the final result to the Police Headquarters which, at that point, will have the documents of the kit sent previously and the result of the language test which is all what is needed to issue an extended residence permit.
16 15 Who doesn t have to sit the Italian language test? No one under the age of 14. Those with the following documents do not have to sit the test either: Certificates or diplomas certifying knowledge of the Italian language at at least level A2 of the European Community Framework. This means then certificates certifying an A2, B1, B2, C1 or C2 level issued by a CTP or recognised certifying body. School or professional certificates/educational qualifications (first grade Italian secondary school certificate, secondary school certificate, certificates certifying university course attendance, master or doctorate). A certificate stating that entry into Italy was in accordance with art. 27, paragraph1 letters a), c), d), q) of the Immigration Consolidation Act. A certificate, issued by a public health organisation, declaring that the foreigner is suffering from serious language learning limitations due to age, illness or a handicap. All foreigners who only submit an application to update their residence permit in the EC to extend their stay are exempt from the test. On the contrary all those who have applied for the extended EC permit as family members must pass the test unless they are in the above mentioned exempt categories. 17 16 Before you turn 18 When you are 5 ½ or 6 you have to go to school. For the first 5 years you go to PRIMARY SCHOOL and, for a further 3 years the FIRST GRADE SECONDARY SCHOOL at the end of which you sit a State Exam. PRIMARY SCHOOL FIRST GRADE SECONDARY SCHOOL 1 st 2 nd 3 rd 4 th 5 th 1 st 2 nd 3 rd 5 ½ or 6 years FIRST CYCLE The primary school and the first grade secondary school are called FIRST CYCLE. SECOND CYCLE: Following the first grade secondary school it is compulsory to continue your studies in the second grade secondary school for at least two years. 19 18 Second Grade Secondary School This is for people between 14 and 19 years of age. There are many high schools, different in their content, duration, commitment required and can be grouped into 3 categories: High Schools, Technical Schools, Vocational (Professional) Training Schools. In each of these categories there are different courses where you can study different subjects in depth. High School Technical Vocational Training School If you go for a High School or a Technical School you have to study for 5 YEARS. At the end of the course you will be given a DIPLOMA DI SUPE- RAMENTO DELL ESAME DI STATO (a diploma certifying you have passed the state exam). 1 st 2 nd 3 rd 4 th 5 th Diploma Work University Training Course If you go for a Vocational Training School you have to study for at least 3 YEARS after which you will be given a QUALIFICATION. 20 19 HIGH SCHOOL High school lasts five years. Usually you go on to further education but you can also start work. TECHNICAL SCHOOL It lasts five years. You go to school in the morning and, in some schools, some afternoons as well. They train you for different jobs depending on the course chosen. Many courses entail more in-depth studies that are called articolazioni. When you have finished you can go to university, attend a professional training course or go to work VOCATIONAL TRAINING SCHOOL This type of school lasts for 3 to 5 years. You go to classes in the morning and in some cases at least one afternoon. There are many practical subjects with a workshop. In some cases you can also do an internship. After the first three years you get a qualification and can continue school to get a diploma or start working. After 5 years you can go to work, continue your studies at university or continue with your professional training. The Welfare-Health Centre (see the schools page) is an exception where you study for 5 years and not 3 if you want to get a diploma in Optics and Dental Mechanics.
