1 TOWN OF WOODSIDE Report to Town Council Agenda Item 7 From: Joanne Kurz, Building Official January 26, 2016 Approved by: Kevin Bryant, Town Manager SUBJECT: ADOPTION OF AN ORDINANCE AMENDING WOODSIDE MUNICIPAL CODE CHAPTER 150, BUILDING, TO ADOPT BY REFERENCE THE CALIFORNIA CODE OF REGULATIONS 2013 EDITION CALIFORNIA BUILDING STANDARDS CODE PART 10 CALIFORNIA EXISTING BUILDING CODE, APPENDIX CHAPTER A3, PRESCRIPTIVE PROVISIONS FOR SEISMIC STRENGTHENING OF CRIPPLE WALLS AND SILL PLATE ANCHORAGE OF LIGHT, WOOD-FRAME RESIDENTIAL BUILDINGS RECOMMENDATION It is recommended that the Town Council adopt an ordinance amending Chapter 150 of the Woodside Municipal Code to adopt Appendix Chapter A3 of the 2013 California Existing Building Code as amended. BACKGROUND AND DISCUSSION On January 12, 2016, the Town Council introduced the attached draft ordinance, which would incorporate Appendix Chapter A3 of the 2013 California Existing Building Code, which is incorporated by reference in Chapter 150 of the Woodside Municipal Code. Adoption of the ordinance will allow Woodside property owners to participate in the Earthquake Brace & Bolt program, sponsored by the California Earthquake Authority and the California Office of Emergency Services. Attachment 2 is the staff report for the introduction. Consideration of this ordinance is a public hearing, pursuant to Government Code CONCLUSION Adoption of the attached draft ordinance would amend the Town s adopted version of the 2013 California Existing Building Code and enable Town property owners to take advantage of the Earthquake Brace & Bolt program. 2 ORDINANCE NO AN ORDINANCE OF THE TOWN OF WOODSIDE AMENDING TITLE XV, CHAPTER 150, BUILDING, OF THE MUNICIPAL CODE OF THE TOWN OF WOODSIDE TO ADOPT BY REFERENCE THE CALIFORNIA CODE OF REGULATIONS 2013 EDITION CALIFORNIA BUILDING STANDARDS CODE PART 10 CALIFORNIA EXISTING BUILDING CODE, APPENDIX CHAPTER A3, PRESCRIPTIVE PROVISIONS FOR SEISMIC STRENGTHENING OF CRIPPLE WALLS AND SILL PLATE ANCHORAGE OF LIGHT, WOOD-FRAME RESIDENTIAL BUILDINGS The Town of Woodside hereby ordains as follows: Section 1. BACKGROUND WHEREAS, on December 10, 2013, the Town adopted Ordinance , which adopted the 2013 California Existing Residential Code Appendix Chapter A1; and WHEREAS, the Town of Woodside wishes to provide prescriptive provisions for seismic strengthening of cripple walls and sill plate anchorage of light, wood-frame residential buildings; and WHEREAS, the Town of Woodside seeks to further adopt Appendix Chapter A3 of the 2013 California Existing Building Code excluding section A304.2, Foundations, due to the Town s expansive bedrock, soils and areas of Whiskey Hill Formation. NOW, THEREFORE, THE TOWN COUNCIL OF THE TOWN OF WOODSIDE DOES ORDAIN AS FOLLOWS: Section 2. The Town of Woodside Municipal Code Chapter 150 is amended by the revision of the following Section: SEISMIC STRENGTHENING FOR UNREINFORCED MASONRY BUILDING. The Code of rules and regulations known as and designated as 2013 California Existing Building Code, Appendix Chapter A1 Seismic Strengthening Provisions for Unreinforced Masonry Bearing Wall Buildings and Appendix Chapter A3 Prescriptive Provisions for Seismic Strengthening of Cripple Walls and Sill Plate Anchorage of Light, Wood-Frame Residential Buildings excluding section A304.2, Foundations, based on the 2010 International Existing Building Code as published by the International Code Council, is hereby adopted, and by reference incorporated herein as if fully set forth, except as hereinafter otherwise provided, as the Existing Building Code of the Town of Woodside. Section 3. Pursuant to Section of the Government Code of the State of California, the Ordinance shall take effect and be in full force and effect thirty (30) days after its 1

3 final passage. Section 4. BACKGROUND AND DISCUSSION The California Earthquake Authority in conjunction with the California Office of Emergency Services is offering an incentive payment of up to $3,000 to help the pay costs associated with retrofitting existing wood framed houses to lessen earthquake damage. The California Earthquake Authority has specifically identified Woodside as a community for the program, which is known as the Earthquake Brace & Bolt program. To allow Woodside property owners to participate in the Earthquake Brace & Bolt program, the Town needs to adopt Appendix A3 of the 2013 California Existing Building Code. When the Town adopted the 2013 California Existing Building Code in December 2013, it did not include the adoption of Appendix Chapter A3, because the appendices are typically used as guidelines only. The attached draft ordinance would modify the Town s adoption of the 2013 California Existing Building Code by including Appendix Chapter A3, Prescriptive Provisions for Seismic Strengthening of Cripple Walls and Sill Plate Anchorage of Light, Wood-Frame Residential Buildings. The draft ordinance specifically removes section A304.2, Foundations, of Appendix Chapter A3 due to the Town s expansive bedrock, soils and areas of Whiskey Hill Formation. CONCLUSION Adoption of the attached draft ordinance would amend the Town s adopted version of the 2013 California Existing Building Code and enable Town property owners to take advantage of the Earthquake Brace & Bolt program.
