1 COLORADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT SOLICITATION QUESTIONS AND ANSWERS SOLICITATION #: FHLA SOLICITATION NAME: PREVENTION SERVICES DIVISION MARIJUANA PREVENTION AND EDUCATION CAMPAIGN Vendor Question # 1: Can you kindly advise as to the definition of "qualified Colorado vendors" on page 2 of the Statement of Work? Does that merely mean the entity must be registered through the VSS website, or must it be a Colorado corporation? CDPHE Answer # 1: The vendor must be registered through the VSS website. The vendor does not need to be a Colorado corporation. Vendor Question #2: I recently saw the RFP posting for the Marijuana Prevention and Education Campaign and was wondering if you were accepting bids from Out of State Vendors. If so, would you willing for your Digital/Social Media Agency to be different from your traditional advertising agency? CDPHE Answer # 2: The vendor does not need to be a Colorado corporation. The contract will be with one vendor. Subcontractors under the contracted vendor are welcome. Vendor Question # 3: Are any marketing agencies/firms currently working on a marijuana prevention and education campaign or conducting on going related research for the State of Colorado? If yes, can you provide the name(s) of the firm(s) and the scope of work associated with their contract(s)? CDPHE Answer # 3: Sukle Advertising is currently under contract with the Governor s Office to develop and execute a youth marijuana education campaign. The contract ends Oct 31, Additional information regarding the contract is available through the Governor s Office. Vendor Question # 4: Can you share all of the existing research that has been conducted and used to support the current Don t Be a Lab Rat youth campaign along with the creative brief that guided the development and execution of that campaign? CDPHE Answer # 4: Research and documentation surrounding the Don t Be a Lab Rat campaign will be shared with the selected vendor and is not needed to complete this RFP.

2 Vendor Question # 5: On page 3 of the RFP, section II.c Project Timeline the anticipated start date for the executed contract is October 1, On page 1 of the Administrative Information supplement to the RFP item 6 of Schedule of Activities states November 1, 2014 as the Estimated Contract Effective date. Can you please clarify the difference between the two contract dates? CDPHE Answer # 5: This difference was an error. The anticipated start date is between October 1, 2014 and November 1, Vendor Question # 6: The Scope of Work/Budget section of the RFP requires prospective offerors to provide planned activities, deliverables and an estimated budget by activity. In order to provide a detailed response to the Scope of Work/Budget section of the RFP an estimated/proposed budget is needed for the period July 1, 2015 June 30, Can you please provide an estimated/proposed budget for the budget period July 1, 2015 June 30, 2016? CDPHE Answer # 6: The budget for July June 30, 2016 is determined through the legislative process, and decisions will not be made until May of An estimate can not be provided as many factor will influence the budget. Vendor Question # 7: Is it correct to reiterate the project, budget and award periods as follows: Project: Oct. 1, 2014 Sept. 30, 2016 Budget: Oct. 1, 2014 June 30, 2015 (with potential increase through June 30, 2016) Award: Oct. 1, 2014 Sept. 30, 2016 (with potential extension through June 30, 2017) CDPHE Answer # 7: The anticipated start date is between October 1, 2014 and November 1, All other end dates are correct. Vendor Question # 8: Are we allowed to work during a time period for which no budget has been allocated? CDPHE Answer # 8: Yes though no reimbursement of any costs during that time will be allowed. Vendor Question # 9: If no budget increase is approved for July 1, 2015 June 30, 2016, then do bidders need to plan for project implementation within that timeframe based upon the initial budget of $4,500,000? CDPHE Answer # 9: Yes

3 Vendor Question # 10: On p. 3 of the RFP, under c) Project Timeline, the start date is stated as October 1, However, the schedule states November 1, Which one is correct? CDPHE Answer # 10: This difference was an error. The anticipated start date is between October 1, 2014 and November 1, Vendor Question # 11: Is the evaluation partner being selected by a separate RFP and/or do you have internal evaluators who will be involved? CDPHE Answer # 11: The evaluation partner was selected through interagency agreement with the Colorado School of Public Health. Vendor Question # 12: Is the review committee expecting to see spec creative work? CDPHE Answer # 12: Spec creative work is not required. Vendor Question # 13: Are there any restrictions on the size of paper to be used in proposals? CDPHE Answer # 13: No Vendor Question # 14: In the table example provided, Q1 is Oct 1 Dec 31 and Q3 is Jan 1 Mar 31. Is this correct? CDPHE Answer # 14: This was an error. The quarters are as follows: Q1:Jul 1 Sep 30; Q2:Oct 1 Dec31; Q3:Jan 1 Mar 31; Q4:Apr 1 Jun 30 Vendor Question # 15: Are commissions allowed on media, production costs and other third party expenses?

4 CDPHE Answer # 15: Yes. As outlined in the RFP on page 4, Regarding the paid media portions of the scope of work, preference will be given to proposals that spend the vast majority of funds on the media buy(s) versus overhead or staffing costs. Clearly identify percentage of agency fee in the budget column. The Colorado Department of Revenue rules requires that all retail marijuana products use this symbol on packaging. Use of this symbol indicates that the product in the package to which it is affixed contains Retail Marijuana or a product that includes Retail Marijuana or a Retail Marijuana concentrate. It is intended that the symbol will be part of educational programs aimed at children not yet able to read, so that they may be taught to avoid any package on which this symbol is displayed. Additionally, adults unable to read the ingredient label (i.e. non English speaking) will be made aware of the presences of Retail Marijuana or its concentrates in a product displaying this symbol." Vendor Question # 16: How will the campaign in this RFP relate to the educational programs referenced above to teach kids about this symbol? Would we have the opportunity to collaborate with this Dept. of Revenue program and provide recommendations? CDPHE Answer # 16: The selected vendor will work closely with CDPHE and other state agencies and partners to educate the public on various aspects of the campaigns using integrated messages from all state agencies. Vendor Question # 17: How does the campaign in this RFP relate to the new Lab Rat campaign aimed at Colorado teens? CDPHE Answer # 17: The Don t Be a Lab Rat campaign was developed under a contract housed at the Governor s Office. The selected vendor will work with CDPHE, other state agencies and partners to determine the best method for expanding youth marijuana use prevention efforts statewide, which may include enhancing or modifying the Don t Be a Lab Rat campaign based on evaluation data. Vendor Question # 18: How does the campaign in this RFP relate to the prevention of marijuana and prescription drugs campaign aimed at Colorado teens from the Governor s office? (RFP #12w2cwon6fm68 for the Public Awareness Campaign for Youth Misuse of Prescription Drugs and Marijuana) CDPHE Answer # 18: The Don t Be a Lab Rat campaign was developed under the contract housed at the Governor s Office. The selected vendor will work with CDPHE, other state agencies and partners to determine the best method for enhancing or modifying the Don t Be a Lab Rat campaign for future statewide efforts based on evaluation data.

5 Vendor Question # 19: Who are the evaluation committee members? CDPHE Answer # 19: The committee member information is not made public in advance of the selection. Vendor Question # 20: The RFP refers to alignment of messaging across state agencies on page 1. Which other state agencies does this include and are they aware of this initiative by CDPHE? Are they currently or will they be involved as stakeholders or partners in campaign development? CDPHE Answer # 20: The selected vendor will work with CDPHE, other state agencies and partners. A list of state agency partners is listed on colorado.gov/marijuana. Vendor Question # 21: on p2 of the RFP, it says this: The selected vendor is expected to collaborate with other state and local partners regarding media efforts and messaging around marijuana education to leverage media efforts and monitor for message consistency in the marketplace and duplication avoidance. Could you please provide additional clarification on what this means? Is this inferring a shared media planning/buying capability? Which agency leads this charge, has a process for this already been established or is the selected partner expected to create a plan for collaboration? And lastly, which agencies are we expected to collaborate with? CDPHE Answer # 21: CDPHE is the lead agency charged with public education and prevention campaigns. The selected vendor will work with CDPHE, other state agencies and partners. A list of state agency partners is listed on colorado.gov/marijuana. Collaboration is already in existence with key partners; however, CDPHE will look to the selected vendor to enhance these efforts to strengthen message distribution. Vendor Question # 22: How many people are on your team? What is the process for approvals? How many stakeholders are involved in the approval process? CDPHE Answer # 22: Per legislation, 3.7 FTE are funded to work on public prevention and education campaigns. However, there are many other staff within the Department and externally who collaborate on marijuana related efforts and decision making. The selected vendor will work with CDPHE, other state agencies and partners. A list of state agency partners is listed on colorado.gov/marijuana. Internal structure and process approval will be shared with the selected vendor and is not needed to respond to the RFP.

6 Vendor Question # 23: What would you consider as the strengths and weaknesses of the CDOT Drive High Get a DUI campaign? CDPHE Answer # 23: This information is not needed to respond to the RFP. Vendor Question # 24: SECTION 1b, PARAGRAPH 2: Are focus groups part of the $4.5MM budget, or is that separate? Is the agency only responsible for providing stimulus and/or for overseeing and selecting vendors for the focus groups? CDPHE Answer # 24: Focus groups to influence the development of the campaigns will be included in this contract. The selected vendor will be responsible for managing the focus groups with support from CDPHE and statewide partners. Vendor Question # 25: SECTION 2a, PARAGRAPH 2: Is there a cap on budget for 2014? These 3 months are critical for a January 2015 launch, so we want to be cognizant of spend to get to launch. CDPHE Answer # 25: The budget is outlined in the PROJECT BUDGET, LIFE OF PROJECT AND TIMELINE section of the RFP. Vendor Question # 26: SECTION 2a, PARAGRAPH 2: Is there a sequential budget this is repeatable every quarter or will all the funds come upfront? CDPHE Answer # 26: The budget of up to $4.5 million is for the budget period October 1, 2014 (or contract start date) June 30, Payment will be made to the selected vendor on a reimbursement model. Vendor Question # 27: SECTION 1b, PARAGRAPH 4: Have you already purchased any media for the upcoming 2015 campaign? CDPHE Answer # 27: No

7 Vendor Question # 28: SECTION 3iv, PARAGRAPH c: In the SMART chart it states maximum 10 activities. Does this include non working $ to create and produce the marketing activities? Or are the 10 activities just consumer facing activities? CDPHE Answer # 28: The 10 activities should include all levels of work suggested to complete the project. Vendor Question # 29: SECTION 1b, PARAGRAPH 3: It states that the statewide prevent and education campaigns will be rooted in target audience focus groups findings, related research and state and local partner influence, who are those partners and what are they currently doing? If we partner with a specific entity, are there any tax credits that they can obtain? CDPHE Answer # 29: The selected vendor will work with CDPHE, other state agencies and partners. A list of state agency partners is listed on colorado.gov/marijuana. There is not a tax credit set up for this project. Vendor Question # 30: SECTION 1a, PARAGRAPH 5: For maintenance of the Colorado.gov/marijana website, is there an existing development team that will make the maintenance updates or can we bring in our own developer to make the updates? CDPHE Answer # 30: The selected vendor may work with their own developer. CDPHE will maintain access and ownership of the site. Vendor Question # 31: SECTION 1b, PARAGRAPH 2: For social media, is there an internal community manager that will handle posting and managing the communities or are you looking for a community manager as well as the strategy/creative direction? CDPHE Answer # 31: The process for posting and managing social media content will be determined with the selected vendor. There is no dedicated social media staff member within the Division at CDPHE. Vendor Question # 32: SECTION 1b, PARAGRAPH 2: It states in the SOW that the selected vendor will use partner training and technical assistance to implement efforts, what does this consists of? How many partners and what type of assistance? CDPHE Answer # 32: Partner training and technical assistance is intended to educate statewide partners on the campaigns and provide resources to distribute the developed messages and creative to a broader audience through recommended tactics. The number of partners and specific types of assistance will be determined with the selected vendor.

8 Vendor Question # 33: SECTION III: Our W 9 has our parent company listed on the form, will this suffice or do we need a W 9 with our information listed? CDPHE Answer # 33: If we are contracting with the subordinate company then a W 9 is needed for the subordinate company. Vendor Question # 34: SECTION 1b, PARAGRAPH 7: It states in the SOW related campaign documents from partner organizations are available. Who are these partners and are the files from past campaigns or are these files for the upcoming 2015 campaign? CDPHE Answer # 34: The selected vendor will work with CDPHE, other state agencies and partners. A list of state agency partners is listed on colorado.gov/marijuana. The resources are from a variety of past and on going efforts and will be shared with the selected vendor. Vendor Question # 35: Is there somewhere on the website that shows who has downloaded the RFP? CDPHE Answer # 35: No Vendor Question # 36: Is the target market both adults and youth? CDPHE Answer # 36: Yes. Information on the target audiences is included in the BACKGROUND AND OVERVIEW section of the RFP. Vendor Question # 37: How does the State of Colorado see this campaign working in conjunction with the currently running campaign "Don't be a Lab Rat"? Would they run concurrent or one after another? CDPHE Answer # 37: The Don t Be a Lab Rat campaign was developed under a contract housed at the Governor s Office. The selected vendor will work with CDPHE, other state agencies and partners to determine the best method for expanding youth marijuana use prevention efforts statewide, which may include enhancing or modifying the Don t Be a Lab Rat campaign based on evaluation data. The timing of the campaign in conjunction with other efforts will be determined with the selected vendor. Vendor Question # 38: How does the State of Colorado see this campaign differently than "Don't be a Lab Rat"?

9 CDPHE Answer # 38: The Don t Be a Lab Rat campaign was developed under a contract housed at the Governor s Office. The selected vendor will work with CDPHE, other state agencies and partners to determine the best method for expanding youth marijuana use prevention efforts statewide, which may include enhancing or modifying the Don t Be a Lab Rat campaign based on evaluation data. Vendor Question # 39: On page limitation is it 20 pages front and back, or 20 pages 1 sided? CDPHE Answer # 39: 20 pages 1 sided or 10 pages front and back. We encourage double sided printing for environmental sustainability. Samples of work may be included separately from the proposal as an attachment and will not count toward the page limit. Vendor Question # 40: Is experience with public health entities, public health and health care services a necessary requirement? CDPHE Answer # 40: No. Vendor Question # 41: Can you clarify the budget $4.5 million for 7 months (Oct 1, 2014 June 30, 2015), then an additional budget for the consecutive year, based off availability of funds? CDPHE Answer # 41:The budget for July June 30, 2016 is determined through the legislative process, and decisions will not be made until May of An estimate can not be provided as many factor will influence the budget. Vendor Question # 42: Can you tell us who CDPHE's evaluation partner is that will be providing the research? CDPHE Answer # 42: The selected evaluation partner is the Colorado School of Public Health. They are conducting the evaluation of the effectiveness of the campaigns. The research on marijuana's effects comes from the Retail Marijuana Public Health Advisory Committee. Vendor Question # 43: Section II c titled Project Timeline indicates that the start date of the contract will be October 1, However, the Administrative Information document indicates that the start is November 1, Can you confirm the start date? CDPHE Answer # 43: This difference was an error. The anticipated start date is between October 1, 2014 and November 1, 2014.

10 Vendor Question # 44: Under Goals/Purpose it states that preferred vendors will need to provide training for partners and key stakeholders. What kind of training is required? CDPHE Answer # 44: Partner training and technical assistance is intended to educate statewide partners on the campaigns and provide resources to distribute the developed messages and creative to a broader audience through recommended tactics. The number of partners and specific types of assistance will be determined with the selected vendor. Vendor Question # 45: Under Goals/Purpose it states that The State will provide native files of creative marketing and flight plans, post buy analysis reports, etc. Please provide more details regarding these files. Were these files created for another CDPHE campaign? CDPHE Answer # 45: The resources are from a variety of past and on going efforts across prevention efforts and will be shared with the selected vendor. Vendor Question # 46: In Section III under Project Narrative it requests that agencies include strategies for creative design and messaging as well as media tactics by target audience and education area. How much detail are you looking for regarding these strategies and tactics? CDPHE Answer # 46: There is not specific level of detail required. The information should demonstrate a knowledge of creative and message development and execution. Vendor Question # 47: In Section IV (Scope of Work/Budget) it requests that agencies delineate the planned activities and deliverables for development, execution and reporting for an 18 month campaign. Two questions: a. How much detail are you looking for? b. Will the agency be committed to executing these activities and deliverables or will the agency be allowed to explore other activities and deliverables during the planning process? CDPHE Answer # 47: There is not specific level of detail required. No, the selected vendor is not committed to the information included in the RFP. The selected vendor will work with CDPHE to develop a final scope of work.

11 Vendor Question # 48: In Section IV (Scope of Work/Budget) it states that preference will be given to proposals that spend the vast majority of funds on the media buy(s). Is there a specific percent of the $4.5 million budget that should be dedicated to media buys? CDPHE Answer # 48: No. Vendor Question # 49: Section IV (Scope of Work/Budget) requests that the agency organize deliverables in a SMART work plan format. Can you provide an example of a work plan that was created using this format for reference? CDPHE Answer # 49: No. Various sources provide information on using SMART deliverables and can be found through online searches. The table included in the RFP should be use for formatting. Vendor Question # 50: The requested work plan format includes a column titled Deadline. It appears that deadline refers to a due date. If that is correct, does the due date refer to when the deliverable will be completed and ready to be launched (e.g., radio advertising)? CDPHE Answer # 50: Yes, the deadline is when the deliverable or activity is completed. Vendor Question # 51: What is the CODPHE affiliation, if any, with marijuana PSA campaigns currently running in market? CDPHE Answer # 51: The Don t Be a Lab Rat campaign was developed under a contract housed at the Governor s Office. The selected vendor will work with CDPHE, other state agencies and partners to determine the best method for expanding youth marijuana use prevention efforts statewide, which may include enhancing or modifying the Don t Be a Lab Rat campaign based on evaluation data. Vendor Question # 52: Is this RFP mandated by law? CDPHE Answer # 52: YES? Vendor Question # 53: Can you provide an overview of the individuals who comprise the evaluation committee and their area of responsibility?

Vendor Question # 54: Can you describe the client structure on a day to day basis is there one point of contact or will decisions be made by via a committee structure? CDPHE Answer # 54: Decision making will vary based on the activity. Internal structure will be shared with the selected vendor and is not needed to respond to the RFP. Vendor Question # 55: You specify focus groups are you open to additional forms of consumer research? CDPHE Answer # 55: Yes we are open to additional forms that gather accurate information reflective of a statewide sample of target audiences. Vendor Question # 56: (Refer to RFP Section 1, Background and Overview, Subsection b) Goals/Purpose, Paragraph 3 that states, The selected vendor is expected to collaborate with other state and local partners regarding media efforts and messaging around marijuana education ) Please provide any input as to how CDPHE sees this collaboration occurring for the recently launched marijuana campaign through the Governor s office with the goal to discourage youth marijuana use (the new youth campaign is named, Don t be a lab rat ). CDPHE Answer # 56: The Don t Be a Lab Rat campaign was developed under a contract housed at the Governor s Office. The selected vendor will work with CDPHE, other state agencies and partners to determine the best method for expanding youth marijuana use prevention efforts statewide, which may include enhancing or modifying the Don t Be a Lab Rat campaign based on evaluation data. Vendor Question # 57: (Refer to Section III, Submission Instructions) Please clarify what content should and should not be included in the 20 page limit of the proposal itself. CDPHE Answer # 57: Information on what should be included in the proposal is outlined in the Submission Instructions section.

13 Vendor Question # 58: (Refer to Section 1, Background and Overview, Subsection a) Background, and the survey data described in Paragraph 1) What other research already has been done specific to Colorado that addresses marijuana use and behavior among other target audiences described in the RFP such as pregnant women or women who are breastfeeding? Please provide web URLs/links to those data. CDPHE Answer # 58: The resources and research of past and on going efforts will be shared with the selected vendor. Vendor Question # 59: (Refer to second Section I [RFP Page 6], Selection Process and Evaluation) Who are the members of the team that will be evaluating the proposals submitted? CDPHE Answer # 59: The committee member information is not made public in advance of the selection. Vendor Question # 60: (Refer to RFP Section 1, Background and Overview, Subsection a) Background, last bullet in the section) Who is CDPHE s evaluation partner the vendor selected to execute this RFP will work with on the evaluation efforts and providing reports on effectiveness to the legislature? What specific role does CDPHE envision its evaluation partner will have in the evaluation efforts? CDPHE Answer # 60: The selected evaluation partner is the Colorado School of Public Health. The evaluation partner will assess campaign recognition and effectiveness to impact knowledge, attitudes and some behaviors among target populations related to the use of retail marijuana. Additionally, the evaluation partner will provide input on focus group methodology. Vendor Question # 61: Is there currently an incumbent involved in this project? CDPHE Answer # 61: No. Vendor Question # 62: Can you kindly define qualified Colorado vendors as referenced on page 2, Paragraph I(b)?

14 CDPHE Answer # 62: The vendor must be registered through the VSS website. Vendor Question # 63: If a vendor has created large scale awareness campaigns on a national and global level and indeed possesses significant experience in every area of expertise listed on pages 2 3 (Paragraph I(b), will significant points be deducted because the vendor has not conducted a large scale media campaign specific to Illinois? CDPHE Answer # 63: Experience related to Illinois is not a factor in this RFP. As included in the RFP, it is preferred but not required that vendors possess expertise in large scale campaigns in Colorado. Vendor Question # 64: Are there current or prior campaigns that the State wishes bidders to review as a reference point? CDPHE Answer # 64: No. All information CDPHE intended to share in advance of the selection is included in the RFP. Vendor Question # 65: Please describe the State s interest in maximizing earned media coverage and public attention as part of a media campaign? CDPHE Answer # 65: Earned media and public awareness are important elements of a statewide education campaign. Details on these efforts will be decided upon with the selected vendor. Vendor Question # 66: What is the target population for this campaign? Are there particular sub groups within the target population on which the State wishes to focus? CDPHE Answer # 66: Information on the target audiences is included in the BACKGROUND AND OVERVIEW section of the RFP. Vendor Question # 67: Must any potential subcontractors be disclosed at the time of the bid submission? Will engagement of a Colorado subcontractor satisfy any requirements that a bidder be Colorado based, to the extent such a requirement exists?

Additions or removal of subcontractors can be made during the contract period with notification and justification. The vendor does not need to be a Colorado corporation. Vendor Question # 68: How and to what extent is the Colorado.gov/marijuana website currently advertised? CDPHE Answer # 68: There is currently no paid advertising pointing directly to the Colorado.gov/marijuana website. Vendor Question # 69: What state agencies in Colorado are or will be disseminating messages/information related to marijuana prevention and education? CDPHE Answer # 69: The selected vendor will work with CDPHE, other state agencies and partners. A list of state agency partners is listed on colorado.gov/marijuana. Vendor Question # 70: What portion of the projected budget is allocated to media buys? CDPHE Answer # 70: There is not a specific portion of the budget allocated to media buys. As outlined in the RFP, Regarding the paid media portions of the scope of work, preference will be given to proposals that spend the vast majority of funds on the media buy(s) versus overhead or staffing costs. Vendor Question # 71: What are the relevant, existing efforts referred to on page 4, Section III i. (f) of the Project Narrative? CDPHE Answer # 71: There are various efforts underway by state agencies and partners regarding public education around marijuana. Links to state agency educational efforts can be found on colorado.gov/marijuana. Vendor Question # 72: What partner agencies do you already have relationships with? CDPHE Answer # 72: The selected vendor will work with CDPHE, other state agencies and partners. A list of state agency partners is listed on colorado.gov/marijuana.

16 Vendor Question # 73: The first bullet under "campaign tasks related to this RFP" refers to, an 18 month campaign directed at educating the public on the health effects. Are there specific segments of "the public" that were cited as priority? CDPHE Answer # 73: Information on the target audiences is included in the BACKGROUND AND OVERVIEW section of the RFP. Additional discussions on prioritizing within the list will be discussed with the selected vendor. Vendor Question # 74: The last bullet under "campaign tasks related to this RFP refers to CDPHE s evaluation partner. Who is that partner? How will they monitor the effort? CDPHE Answer # 74: The selected evaluation partner is the Colorado School of Public Health. They have an evaluation scope of work and plan in place which will be shared with the selected vendor. Vendor Question # 75: Who will be the primary spokesperson for this program?
