4 General Risk Assessment

5 HPA Predictive RA System A general risk assessment is in place before the off-site work starts. Additional information from previous visits used to review and update the assessment. The dynamic assessment is used when the situation at the site changes beyond the scope of the general assessment. With good pre-work assessment, use of the dynamic system will be limited.

16 Dynamic Assessment - defined "continuous assessment of risk in the rapidly changing circumstances of an operational incident, in order to implement the control measures necessary to ensure an acceptable level of safety (1998 Home Office and Fire Service) Used widely in the emergency services and industries with ever changing hazards.

17 When to Use Dynamic Risk Assessment X Planned / Routine visits X Routine call outs (these should both be covered by pre-completed risk assessments) Unexpected and non-routine When circumstances change whilst on site

18 Dynamic RA - Boundaries Workers in dynamic situations need to know the boundaries in which they are working. These are sometimes turned into an organisations values or behaviours Dynamic assessment can help workers stay within these boundaries.

19 Example: Fire fighter values In a highly calculated way fire-fighters: Will take some risks to save saveable lives May take some risks to save saveable property Will not take any risk at all to try and save lives or properties that are already lost

20 Fire Service - Core values 1. Core values define the boundaries and give a shared understanding of when personnel should place themselves at controlled risk. 2. Agreed core values avoid mixed messages being sent to staff. 3. Without this employees are unsure as to what is expected of them. 4. If core values are not formally agreed how do management know that they have the same view towards safety as others within the organisation?

21 Criticisms of DRA 1. It is unclear as to its origination or on what basis it was drawn up. 2. No one has tested the various elements experimentally. 3. Decision making research found that fire-fighters would be unlikely to comply with a deliberate process of risk assessment were it to be imposed (Samurcay & Rogalski, 1988, cited in Tissington & Flin, 2004)

22 HPA actions and attitudes Common sense is to be used You are empowered to improve things. Tell someone if you feel uneasy, unwell or unsafe You must report any accident, incident, work-related ill health or near miss Do not put yourself or anyone else at undue risk.

35 Competence and Dynamic RA Steve Gregory, the BBC's head of production safety: "Part of it is making sure they're the right people to send in," he says. "If they're new staff, we may not be sure how they're going to react, as they have no context to make decisions in. Experience is just as important as training." When competent people consider dynamic situations - most of which they have had experience of at some time - the risk they may face has a high degree of predictability.
