INTODUCTION Centre for ailway Information Systems (CIS), is an organization under Ministry of ailways which was established in 1986 as the umbrella organization for all computerization activities on Indian ailways (I). CIS is a project oriented organization engaged in development of major computer systems for Indian ailways. Our presence across the country gives us global reach and a vast rollout support capability. Together with our formidable team of high-caliber ICT professionals, we have successfully positioned ourselves at the vanguard of the global IT services revolution. With such a rich practical experience, a dedicated team of professionals and its own &D effort, CIS aims to be a leader in this fast developing IT field. CIS provides consulting and IT services to Indian ailways- as partners to conceptualize and realize technology driven business transformation initiatives. Indian ailways is amongst the largest ailway systems in the world, addressing a significant part of the country s transportation needs, both in the passenger and freight segment. Twenty million passengers travel daily on Indian ailways using the unreserved journey facility. An unreserved ticket authorizes these journeys but as the name implies, offers no reserved seat or berth. The ticket is not specific to a train service either. This facility is predominantly used by commuters and suburban travelers over short distances where assured seating is not a necessity. It is also available to lower income groups travelling longer distances and connects the rural hinterland to districts, towns and cities. Tickets are issued to the unreserved passenger any time of day or night as booking offices remain open 24 hours a day, seven days a week. Unreserved Ticketing System (UTS) is the predominant ticketing system on Indian ailways in terms of the number of passengers it serves. The application was rolled out in 2002 and is now operational at nearly 5717 locations over 16 Zones of Indian ailways. More than 90% of unreserved sector is already being served by the system and within the next year it is expected to be all encompassing. The ability of the system to deliver ticketing at remote corners of the country and provide uninterrupted services everywhere has been lauded by the Government of India and the project won the Prime Minister s Award for Excellence in Public Administration, in Now it is functional through Face-to-Face ticketing counters, Automated Ticket Vending Machines using smartcard/cash and Outsourced Ticket Terminals. However, despite the proliferation of various ticketing counters, the queuing problem has not been fully resolved as the passenger travelling on the unreserved segment generally reaches the station just prior to the departure time of the train. With growing demand, Indian ailways are keen to provide easier ticketing solutions that can lead to higher revenues. The key objective of Mobile Ticketing is to provide more convenient ticketing solutions for passengers so as to avoid queuing at the counter and save time. The proposed software solution should be available on all handsets including low-end mobile phones, irrespective of the manufacturer and should be open to all GSM service providers. The mobile ticket will be launched as pilot project at Mumbai and Chennai Sub-urban sections for a period of one year. 2. SCOPE OF WOK Supply, Installation, Commissioning, Performance tuning, Training and Onsite support with 1 year support warranty for Mobile Application Development Platform to develop USSD, Native Mobile Application for Smart, Feature and basic phones with license as per Technical specification given in Annexure A at CIS,Chanakyapuri, New Delhi. The implementation is for both development and production deployment. 3. QUALIFICATION CITEIA The bidder should fulfill the following qualification criteria: 0.1 The bidder should be a company registered under the Companies Act. Certification of Incorporation to be submitted to CIS along with the bid. 0.2 The Bidder should have been in business for a period of at least last 3 years in India. 0.3 The proposed product should be available in the market for minimum 3 years and the product should be supplied, installed and implemented anywhere in the world with at least one such implementation in India. The documentary evidence by bidder/oem should be submitted along with the bid. 0.4 The Bidder should have an annual turnover of at least s 12 Crores in three consecutive financial years from the date of opening of the bid i.e. during , and in support of that bidder should submit P&L account and Audited Balance sheet. In case of 100 % owned subsidiary companies the turnover of the parent firm will also be included. 0.5 Consortium bidding is not allowed. 0.6 The bidder should not be blacklisted at the time of bidding by any Government of India Agency/ PSU. A declaration for the same should be given by Bidder s authorized signatory. 4. INSTUCTION TO BIDDE 1. General Instruction Page 6 of 40

In case of an authorized representative submitting the bid, a certificate from the firm, authorizing the particular representative to quote for this tender, must be submitted in original with the bid. b. In case the bidder is not an OEM, then the bidder should enclose Documentary evidence of back-to-back agreement with OEM to provide support including availability of software upgrades for 5 more years from date of delivery. c. The bidder should have Customer support office at New Delhi/NC and should give technical support at Delhi, Chennai and Mumbai as and when required. The bidder should enclose documentary evidence that they have the necessary organizational infrastructure to provide support. Support office should include full details such as postal address/telephone no. and contact no. of resident engineer/representative. d. The bidder must specify item wise compliance to the technical specifications as per Annexure A. The proposal should be clearly stated. Specific customization made, if any, to the standard product in order to meet the CIS requirement should be explicitly stated. However, final decision on customization will be taken by CIS. e. The bidder should arrange authorization letter from OEM for "Future proof capability for mobile application development" of the product within 3 months from the date of launching the mobile product in the Indian market or from the date of intimation by CIS to the vendor, whichever is earlier. (i.e) the bidder should be able to provide development environment for developing downloadable mobile application for mobile OS patches/updates and new version of the parent mobile OS. The list of mobile OS is mentioned in the Annexure - B. f. The bidder should arrange authorization letter from OEM for the product feature "Write Once and deploy everywhere capability" for Hybrid mobile applications for Smartphone. g. OEM support should be of the highest level and the same should be clearly mentioned in detail along with complete Escalation Matrix & Procedure in the bid document. h. The bidder must provide onsite support for the software applications for approximate 90 man days at the time of development and after the project goes live. And the Onsite Support should be provided by OEM or OEM certified professionals. i. The bidder should provide the complete technical support process available locally on phone, personal visit, remote access etc. j. During the contract period(warranty cum ATS), bidder shall be completely responsible for defect free functioning of the proposed product and shall resolve any issues that include bug fixing, improvements in presentation and/or functionality and others at no additional cost during the entire project period. Failure to deliver this within the agreed time will attract damages. To this end, the bidder would be responsible for undertaking technical support of the product. Page 7 of 40

All patches and upgrades of the product during contract period (Warranty cum ATS) should be done at no additional cost. l. Bidder shall arrange the required product and licenses of the product offered for POC and also the OEM resources if required for the installation/configuration and tuning so as to deliver the use cases mentioned in POC. If required, hardware may be provided by the bidder for POC purpose. 2. Submission of Bids Submission of Bids should follow the two packet system, as mentioned below: a) Technical Bid This shall contain the Pre-qualification and Technical documents and should be submitted in one packet. All Prequalification documents should be in Hardcopy and Original. The Technical documents should be in Hardcopy (Original and 1 photocopy) as well as Softcopy (on a non rewritable CD). Both the documents should be enclosed and sealed in one cover. The sealed cover containing the documents should be clearly marked Technical Bid for Mobile Application Development and Production Platform. The envelope contents should be super scribed with the Tender Number and the name of the Bidder. b) Commercial Bid - Hardcopy (Original only) in a separate sealed envelope clearly marked COMMECIAL BID and with a warning DO NOT OPEN WITH TECHNICAL BID. c) Please note that prices should not be indicated in the Technical Bid but should only be specified in the Commercial Bid. d) Each page in the original copy of Technical Bid and Commercial Bid should be duly signed by the Authorized Signatory of the Bidder. e) Each copy of the Technical Bid should be marked OIGINAL or DUPLICATE, as the case may be. All required photocopies of the Technical Bid are to be made from the signed copies of the original. If there are discrepancies between the original and the copies of the Technical Bid, the original shall prevail. f) The two envelopes for Technical Bid and Commercial Bid should be enclosed and sealed in a single large cover. The overall single cover thus prepared, encapsulating the two Bids as mentioned above, should be clearly marked as TECHNICAL BID & COMMECIAL BID for Mobile Application Development and Production Platform along with the Tender number. g) The Bids received after the due date and time shall be summarily rejected and returned to the Bidder declaring as Late Submission and the same shall not be opened. 9 TENDE FO POCUEMENT OF MOBILE APPLICATION DEVELOPMENT AND PODUCTION PLATFOM h) Each copy of the Bid should be a complete document of good print quality and should be bound properly as a volume. If not properly bounded, CIS shall not be in any way responsible for loss, of sheets due to inadvertent opening of the document at any stage and that affecting the prospects of the Bidder during the evaluation due to loss of these documents. The document should be page numbered and appropriately flagged and must contain the list of contents with page numbers. Different copies must be bound separately. i) If any clarification after the opening of bid is sought by CIS then it is needed to be answered by the bidder within a period of 10 working days; otherwise, the decision will be made based on the documents submitted by the bidder so far. 3. Pre-Bid Conference A pre-bid conference shall be held with all prospective bidders to clarify any doubts or concerns. The bidders must submit their queries in writing two days before the Pre-bid conference. 4. Contents of the Bid Bids must be furnished in the formats placed at Annexure-G of this document. The specific information indicated against each section must be provided. Offers which do not contain the information sought might be considered unresponsive and become liable for rejection. The Bid prepared by the bidder shall comprise of the following components: A. Technical Bid documents This part of the bid shall include the following documents i. A letter from the bidder clearly indicating the name, address and telephone number of the Bidder(s) as well as the name, designation, ID and telephone number of the primary contact person of the bidder responsible till the signing of the Contract. ii. Documents as mentioned in Chapter 3 "Qualification Criteria" and General instruction section of Chapter 4 "Instruction to Bidder" of this document. iii. In the Offer, a copy of the tender document with specific comments against each clause of the document should be submitted. Descriptive clauses should be marked noted / agreed. Against other clauses, the location of the information provided in the offer should be indicated, such as Details provided on page. Page 9 of 40

In case any clause or condition is not acceptable to any bidder, he should clearly specify in Statement of Deviations as per Annexure-H. Otherwise it will be considered that the bidder has accepted all Terms & Condition of the tender document. vi. Un-priced Schedule of ates clearly specifying all items as given in the schedule of rates except the prices. It may be noted that the un-priced Schedule of ates should not mention cost of any item. vii. The complete checklist along with document formats is placed at Annexure-G. B. Commercial Bid documents i. A letter from the Bidder clearly indicating the name, address and telephone number of the Bidder(s) as well as the name, designation, ID and telephone number of the primary contact person of the Bidder responsible till the signing of the Contract. ii. Schedule of ates as per the format specified in Chapter INSPECTION AND ACCEPTANCE POCEDUE 5.1 Inspection shall be carried out by the consignees specified in Annexure-C or his authorized representatives at consignee s premises along with the bidder. 5.2 Preliminary Acceptance testing shall be done by consignee on receipt in the presence of representatives of the bidder and a preliminary test certificate as per proforma given in Annexure D1 will be prepared in 4 copies out of which three copies will be issued by the consignee. One copy shall be handed over to the supplier and one copy each shall be sent to Dy. Manager/Purchase and Chief Manager/UTS, CIS. Preliminary inspection will comprise of the following: 1. Verification of software licenses, other documentation and certificates (which shall also include Installation tie-up and Support certificates from OEM) as per tender. 2. Submission of implementation plan by bidder after mutual discussion with CIS. 3. Submission of training plan by bidder after mutual discussion with CIS. 4. Installation and configuration of software in the development server. 5. Demonstration of features specified in technical specifications in the Annexure-A. 6. POC will be performed by CIS as per the test cases specified in the Annexure-F. Page 10 of 40

11 TENDE FO POCUEMENT OF MOBILE APPLICATION DEVELOPMENT AND PODUCTION PLATFOM 5.3 Installation, configuration, performance tuning and commissioning of the product in the production server shall be done at consignee s site given in Annexure- C. A Final Commissioning Certificate as per Proforma given in Annexure D2 will be issued by the consignee in three copies retaining one copy for record. One copy shall be handed over to the supplier and one copy each shall be sent to Dy. Manager/Purchase and Chief Manager/UTS, CIS. The final commissioning will comprise of the following: Development of mobile application in co-ordination with the bidder. Successful functioning of product along CIS application for 1 month from the date of commissioning which is termed as Date of acceptance. The warranty period will be calculated by the bidder from date of acceptance The bidder should submit warranty agreement letter to CIS upon which final payment will be made to the bidder. 6. DOCUMENTATION 6.1 The bidder should provide 5 sets of manuals and support documents in hardcopy and one softcopy for the entire product given by the OEMs. 6.2 The bidder shall provide documents viz. Installation, configuration, performance tuning plan, training plan, best practices and all other documents which have been specified under various sections of the tender. These documents shall be as per the formats given in the tender wherever specified. 7. TAINING 7.1. The Bidder/OEM should be providing training in the following areas for 10 days each: 1. Basic training covering all the features of Mobile Application Development and Production Platform. 2. Administration, Performance enhancement, trouble shooting and fine tuning on the proposed product. 7.2 Bidder/OEM shall organize training in two batches for the above course at OEM/bidder premises with proper setup and mutual consent. 12 TENDE FO POCUEMENT OF MOBILE APPLICATION DEVELOPMENT AND PODUCTION PLATFOM 7.3 The training schedule will be mutually decided by CIS and bidder. 7.4 The bidder/oem should supply both soft and hard copy of training & other required manuals. 7.5 The trainer should be OEM certified with minimum 2 years training experience / hands on experience in this product. 7.6 There will be 2 batches of training with 6 persons in each batch. 8. TECHNICAL SPECIFICATION 8.1 Detailed technical specifications for the product are given in Annexure-A. The bidder must submit an item wise compliance of these technical specifications. 8.2 The product should be substantially technically responsive. 9. DELIVEY CONDITIONS 9.1 Delivery shall be made within 4 weeks from the date of purchase order to consignees at the address given in Annexure-C. 9.2 Installation and commissioning for any site should be completed within 30 days of receiving an installation call from the consignee. 9.3 The list of site given in Annexure C is indicative and is subject to changes prior to installation. 10. WAANTY 10.1 The warranty shall be for a period for 12 months from date of final acceptance. emaining conditions as per Tender Document part-i and GCC. 11. ANNUAL TECHNICAL SUPPOT 11.1 The bidder shall provide 1st year ATS with the deliverable items from date of acceptance. 2nd and 3rd year ATS will be optional and it will not be considered in commercial evaluation. It is mandatory to give rates for 2 nd and 3 rd year ATS.However, 2nd and 3rd year ATS will be renewed yearly if required as Page 12 of 40

13 TENDE FO POCUEMENT OF MOBILE APPLICATION DEVELOPMENT AND PODUCTION PLATFOM per discretion of CIS whose decision will be final The contract shall be valid for a period of 01 year from the commissioning of the complete set of software by CIS or 18 months from the date of delivery of the entire set of software whichever is earlier The ATS of 1st year will start from the date of acceptance of the software CIS reserves the right to enter into ATS after the date of acceptance.the PBG (Performance Bank Guarantee) Bond is liable to be forfeited if the bidder refuses to enter in to ATS at rates quoted in this offer. Scope of ATS The minimum acceptance criteria will be as follows hours X 7days a week support including Saturdays, Sundays and Gazetted holidays. 2. Free patches/ upgrades. The installation of these will be the joint responsibility of the Bidder and OEM. 3. For all Priority-1 (P1) cases, the support response time should be within one hour (P1 cases refers to all those issues that affect Business Continuity either directly or are likely to do so if not attended immediately). In situation where the system is down (i.e. affecting Business continuity), the system should be restored within 04 hours. 4. In other than Priority-1 cases, the response time should be within 4 hours and the cases should be resolved within 7 days. 5. During this period, the OEM should provide an uptime of 99.5% across all the installations on quarterly basis. 6. The OEM should be able to provide remote support and onsite support to resolve the issues as and when required for P1 cases for no additional cost. Note: In case there is any dispute regarding the Priority of Cases, CIS decision will be Final. Page 13 of 40

14 TENDE FO POCUEMENT OF MOBILE APPLICATION DEVELOPMENT AND PODUCTION PLATFOM In the case of non-p1 cases if there is a justifiable reason for a delay in resolving beyond 7 days, the same will be taken into consideration. However, in case of Dispute, CIS decision will be Final Damages for ATS 1. In case the uptime is not 99.5% in any quarter, a damages of s. 1000/- per hour or part thereof per cluster for uptime below 99.5% will be levied. For the purposes of calculating the down time, the starting time would be the lodging of the complaint. 2. For all other issues / technical cases (as mentioned at Para 11.4 above) if the case is not solved in the said time, a s per day or part thereof will be levied. 12. ONSITE SUPPOT 12.1 The bidder should provide a resident engineer on 24 * 7 basis at the time of development and after the project goes live for approximate 90 man days, as and when required within notice period of 2 days, during the warranty cum ATS Period. However, the payment made to the bidder will be for actual period of deployment of resident engineer The Onsite Support should be provided by OEM or OEM certified professionals The esident Engineer should provide technical support to CIS in development and performance of the mobile applications The resident engineer will monitor, apply patches and updates and assist CIS technical staff in developing and deploying various mobile applications CIS reserves the rights to stop onsite support with one month prior intimation to the bidder. SCHEDULE OF ATES 13.1 ates must be quoted in the financial bid in the format given in the schedule of rates, as per Annexure-E. The bidders must quote the rates strictly according to the Proforma, giving break ups as asked for Cost of any optional features may be quoted separately i.e Software license cost and ATS of 2 nd and 3 rd Year as shown in the rate schedule. These shall not be considered for commercial evaluation of the offer. 14. EVALUATION OF BID Step I Technical bid evaluation In this step, the Technical Bid shall be opened for screening of bids to qualify the bidders and carryout technical evaluation 14.1 The bidder shall be evaluated against the selection criteria specified under the section Qualification Criteria of Chapter 3 and General instruction' of Chapter 4 of this document by examining the documents. CIS will examine the proposals to determine that the documents have been signed and complete details furnished. CIS will also inspect the technical specification compliance sheet documents as per formats mentioned in the Chapter 8 of this document The bidders who are qualified as per laid down Qualification criteria and the provided all necessary documentary proof shall be further evaluated to determine the bids that are substantially technically responsive after evaluating the product feature The qualified bidders should make the product available within 20 days, during technical evaluation of bid for bench marking the product and to ensure that there are no compatibility issues. The bidder shall be given a time period of 3 weeks for performing technical evaluation cum Proof of Concept (POC) with respect to test cases specified in the Annexure-A and F. During the technical evaluation if the product is not found meeting the technical specifications or there are compatibility issues, the vendor will be given 7 days to make good the same Page 15 of 40

16 TENDE FO POCUEMENT OF MOBILE APPLICATION DEVELOPMENT AND PODUCTION PLATFOM and in case he is not able to do so and make the product compatible, he will not be given any more time and debarred from this tender The bidder should arrange hardware and mobile devices if required for demonstration of the features specified in Annexure-A of this document (as and when required by CIS) and a Proof of Concept (POC) for the Mobile Application Development and Production Platform product as mentioned in Annexure-F shall be carried out by CIS Bidder must comply with all required ( ) features of the technical specification as specified in the Annexure-A and demonstrate the all use cases specified in Annexure-F. Failing which Bidder will be disqualified. Thereafter qualified bids shall be further evaluated for the Desired ( D ) features Bidder must comply with 50% of Desired ( D ) features specified in the technical specification i.e. at least 4 out of 8 as specified in the Annexure-A. Failing which Bidder will be disqualified Thereafter qualified bids shall be treated as Substantially technically responsive qualified bid and commercial bid of the Bidder will be opened for evaluation. Step II Commercial evaluation 14.8 The commercial bid of the bidders who clear Step I shall be opened at this stage. Offers that are found in order shall be taken up for commercial evaluation as per criteria given below: For the purpose of ranking the offers, all inclusive prices for the scope of work (excluding optional items) as defined in chapter 2 above and quantity of equipment/material/services as specified in the Schedule of ates shall be taken into account. Final selection shall be made on the basis of the lowest total cost of all the items (excluding optional items) from amongst the bids for which commercial bids are opened Additional features / enhancements offered by the bidder, over and above the ones asked for in the tender documents, shall not be considered for evaluation of bids. OLE OF CIS 15.1 eview and finalization of the detailed project implementation plan prepared by the bidder/oem Provide the infrastructure (hardware and operating system) on which product shall be installed Carry out User Acceptance Testing (UAT) and POC along with the bidder to verify compliance with all technical specifications specified in the Tender Developing the mobile application and related components in co-ordination with the bidder/oem. 16. Payment Terms 1. 60% payment of License Cost will be released on receipt of electronic license through with username and password, preliminary acceptance testing certification for the same by CIS and against the submission of Performance Bank Guarantee of 10% of Contract Value valid for 1 year and 6 Months from date of delivery % payment of License Cost will be made after completion of the training. 3. Balance 20% payment of License cost will be made after final acceptance. 4. For on-site Support and ATS,payment will be released after Satisfactory Performance on quarterly basis ( i.e. end of each quarter ) or the bidder will deposit 100% Bank Guarantee against the cost of ATS and ONSITE support, payment will be released in advance. 17.
