4 CnVal Schl Cunseling Prgram Intrductin In April f 2013, the CnVal K- 12 Schl Cunseling team began an extensive prgram review with a representative frm the American Schl Cunselr Assciatin (ASCA). We began with an ASCA Natinal Mdel Schl Cunseling Prgram Assessment that aligns with the ASCA Natinal Mdel (3 rd Editin). We identified hw the CnVal Schl Cunseling prgram meets the criteria and included recmmendatins fr next steps. The ASCA Natinal Mdel is cmpsed f fur cmpnents: Fundatin, Management, Delivery, and Accuntability. This framewrk dcument is designed t prvide infrmatin n each cmpnent in relatinship t the CnVal Schl District. By March f 2014, the cunseling team develped a chesive and cmprehensive schl cunseling prgram, and began the prcess f using data t drive prgram develpment. As a result f this assessment, several imprvements were made t the K- 12 prgram, including the use f time assessments, an advisry cuncil, cmprehensive classrm guidance curriculum, shared prgram calendars, defined rles and expectatins, revised cunselr cmpetencies and jb descriptins, and clear student standards and cmpetencies. Frm this realignment came initiatives such as a district- wide suicide assessment tl, invlvement in the Mnadnck Cmmunity Hspital Behaviral Health and Substance Use Task Frce, The Cuncil fr Healthier Cmmunities, and implementatin f tier three interventins such as Rehabilitatin fr Emplyment, Natural Supprts, Educatin and Wrk (RENEW). This fllwing framewrk is designed t encurage the academic, persnal/scial and career grwth f all students as a means f preparing them fr the demands f 21 st century learning expectatins. We use this framewrk t ensure that all CnVal students leave ur district career and citizenship ready. 6 Why We Are Nt Guidance Cunselrs Fr ver a century, schl cunselrs have been wrking with America s yuth in public schl settings. During that time, the rle f a schl cunselr has evlved dramatically frm a psitin, t a service, t a prgram (American Schl Cunselr Assciatin, 2012). At the turn f the twentieth century, guidance cunselrs were administratrs r teachers at the secndary schl level, wh were charged with guiding students int a vcatin. Guidance cunselrs were respnsible fr literally guiding students int a career path. These early cunselrs had little r n training in supprting the academic r persnal needs f students, and were emplyed t help students make the transitin frm schl t wrk. Few changes were made t the schl cunseling prfessin until the 1960s, when the federal gvernment passed the Natinal Defense Educatin Act, which prvided a significant amunt f funding t public schls fr cunseling effrts. Despite this increase in funding, hwever, the fcus f the prfessin remained n vcatinal guidance. Due t the effrts f Nrm Gysbers, cnsidered the father f mdern schl cunseling, a shift began t ccur in the rle f a schl cunselr. Gysbers wrk strngly influenced the mdern schl cunseling framewrk in that it emphasized the relatinships between students scial, emtinal and academic functining. As schl cunselrs began respnding t the increased scial and emtinal needs f students, pst- secndary learning institutins respnded with the develpment f cmprehensive cunselr educatin prgrams. Fr the first time, schl cunselrs were being specifically trained t address the academic, scial/emtinal, and career gals f all students. In 1997, The American Schl Cunselr Assciatin (ASCA) tk the lead in develping cmprehensive standards fr schl cunselrs t fllw. As such, the rle f a 21 st Century schl cunselr is significantly different frm that f ur predecessrs. In a typical week, ur cunselrs nt nly prvide career guidance t a student, but we als perfrm risk assessments, cmmunicate with parents, serve as a liaisn t teachers, make a schedule change, help with a cllege applicatin, write letters f recmmendatin, respnd t emtinal crises, facilitate small grup cunseling, administer a career assessment, interpret test data, prvide cnflict reslutin, review schlarship applicatins, supprt a grieving student, teach study skills, deliver a classrm lessn, and crdinate referrals t utside agencies. As the rle f the prfessinal schl cunselr has develped and becme mre rbust, the use f the term guidance cunselr is nw antiquated. We are schl cunselrs, prviding a cmprehensive prgram f academic, career and scial/emtinal supprt fr students. Ratinale fr a Schl Cunseling Prgram Schl cunselrs play an integral part in supprting students in their academic, career, and persnal/scial develpment. In elementary schls cmprehensive develpmental schl cunseling prgrams prvide educatin, preventin and interventin services, which are integrated int all aspects f children s lives. Early identificatin and interventin f children s academic and persnal/scial needs is essential in remving barriers t learning and in prmting academic achievement. The knwledge, attitudes and skills that students acquire in the areas 6 CnVal Schl Cunseling Framewrk

7 f academic, career and persnal/scial develpment during these elementary years serve as the fundatin fr future success (American Schl Cunselr Assciatin, 2015). Middle schl cunselrs wrk with students in a challenging and exciting time. During this passage frm childhd t adlescence, middle schl students are characterized by a need t explre a variety f interests, cnnecting their learning in the classrm t its practical applicatin in life and wrk; high levels f activity cupled with frequent fatigue due t rapid grwth; a search fr their wn unique identity as they begin turning mre frequently t peers rather than parents fr ideas and affirmatin; extreme sensitivity t the cmments frm thers; and heavy reliance n friends t prvide cmfrt, understanding and apprval (American Schl Cunselr Assciatin, 2015). High schl cunselrs assist with the imprtant transitin frm schl t the pst- secndary life. During these adlescent years, students are evaluating their strengths, skills and abilities. The biggest influence is their peer grup. They are searching fr a place t belng and rely n peer acceptance and feedback. They face increased pressures regarding risk behavirs invlving sex, alchl and drugs while explring the bundaries f mre acceptable behavir and mature, meaningful relatinships. They need guidance in making cncrete and cmpunded decisins. They must deal with academic pressures as they face high- stakes testing, the challenges f cllege admissins, the schlarship and financial aid applicatin prcess and entrance int a cmpetitive jb market (American Schl Cunselr Assciatin, 2015). All CnVal schl cunselrs maintain certificatin and participate in required prfessinal develpment t stay current. Cunselr s effectiveness and knwledge is als supplemented by membership in prfessinal assciatins. CnVal Schl Cunseling Framewrk 7

8 Three Tier Interventins CnVal Schls have implemented a three- tiered apprach t meeting the instructinal and behaviral needs f students. This apprach is grunded in Respnse t Interventin (RTI) and Psitive Behaviral Interventins and Supprts (PBIS). Respnse t Interventin (RTI) is defined as the practice f prviding high- quality instructin and interventins matched t student need, mnitring prgress frequently t make decisins abut changes in instructin r gals, and applying child respnse data t imprtant educatinal decisins (Batsche, 2005). Psitive Behaviral Interventins and Supprts (PBIS) is based n a prblem- slving mdel and aims t prevent inapprpriate behavir thrugh teaching and reinfrcing apprpriate behavirs (Supprts OSEP Technical Assistance Center n Psitive Behaviral Interventins, 2007). Student Supprt Team / Individual Supprt Team The Student Supprt Team (middle and high) and Individual Supprt Team (elementary) emphasizes that early interventin fr struggling r at- risk students is a functin f the general educatin prgram. SST/IST is a schl- based, prblem- slving team designed t supprt teachers and assist students in vercming bstacles that impact their educatinal experience and learning. These teams fall int the secndary interventins fr students. SST/IST meetings are designed t facilitate reviews f student prgress, discuss pssible interventins, and develp an actin plan. In rder t accurately assess the student s needs, it is imprtant t gather as much data as pssible and seek input frm individuals with knwledge abut the student befre making a determinatin t implement a particular prgram r strategy. The SST/IST are interventin teams that prvide structured prblem slving in a rutine setting. All deliberatins and data gathered by the Student Supprt Team are cnfidential, thugh they may be shared with apprpriate individuals t whm a recmmendatin is made t aid in the determinatin f services. Jb Descriptins All schl cunselrs are required t have a Masters Degree in cunseling and be certified by the New Hampshire Department f Educatin. 11 Student Assistance Cunselrs In additin t hlding a masters degree in cunseling certificatin by the New Hampshire Department f Educatin, the Student Assistance Cunselrs are required t have at least ne year f experience prviding crisis interventin, cunseling and substance abuse preventin/interventin r an equivalent. 14 Fundatin The fundatin cmpnent f the ASCA Natinal Mdel serves as the slid grund upn which the rest f the cmprehensive schl cunseling is built (American Schl Cunselr Assciatin, 2015). It is here that stakehlders develp the missin, visin, beliefs, and basis f the mdel, and define student and prfessinal cmpetencies. Missin Statement The CnVal schl cunselr s missin is t prvide all students with a cmprehensive schl cunseling prgram that prmtes student achievement thrugh maximum grwth in academic, career, and persnal/scial dmains. Visin Statement CnVal schl cunselrs will help all students realize their ptential, find purpse, and becme engaged participants in their cmmunity. 15 Beliefs Schl cunselrs believe all students can achieve and reach pst- secndary success. The schl cunseling prgram is planned, managed, delivered and evaluated by a team f certified prfessinal schl cunselrs using evidence- based practices. Schl cunselrs believe the Implementatin f a cmprehensive schl cunseling prgram is the best way t meet the develpmental needs f all students. Schl cunselrs serve as advcates fr all students. Schl cunselrs cultivate pprtunities fr self- directed grwth in academic, persnal/scial and career areas. Schl cunselrs cllect and analyze data in relatinship t student achievement t implement change and guide prgram management. Schl cunselrs believe and implement with fidelity ASCA Ethical Standards. Prfessinal Cmpetencies CnVal schl cunselrs adhere t expectatins set frth by the New Hampshire Department f Educatin, ASCA cmpetencies, ASCA ethical standards, and CnVal Schl District perfrmance expectatins. State f New Hampshire Minimum Standards fr Schl Cunselrs New Hampshire Prvisin f Staff and Staff Qualificatins (Ed ) (b) The lcal schl bard shall require that in carrying ut the schl cunseling prgram established by Ed : (1) The cunseling lad in each elementary schl shall nt exceed the equivalent f ne full- time certified schl cunselr per 500 students enrlled; (2) The cunseling lad in each middle schl and each high schl shall nt exceed the equivalent f ne full time certified schl cunselr per 300 students enrlled; (3) High schls with mre than 4 schl cunselrs shall prvide a high schl level certified directr f schl cunseling t crdinate the implementatin f the schl cunseling prgram plan and plicy, unless (4) belw applies; and (4) District level certified directrs f schl cunseling t crdinate k- 12 implementatin f the schl cunseling prgram plan and plicy shall be prvided in districts where the number f schl cunselrs acrss all schls exceeds 10. New Hampshire Standards fr a Schl Cunseling Prgram (Ed ) (a) The lcal schl bard shall require that each schl in its district prvides fr the implementatin f a cmprehensive schl cunseling prgram based n this sectin and The ASCA Natinal Mdel: A Fundatin fr Schl Cunseling Prgram, published by the American Schl Cunselr Assciatin (ASCA) in 2012 as an integral part f the ttal educatinal prgram. The lcal schl bard shall require that each district develp and have n file a cmprehensive K- 12 Schl cunseling prgram plicy and implementatin plan cnsistent with the cmpnents in this sectin and kept current biennially. (b) The K- 12 schl cunseling prgram shall include a cmprehensive sequence f learning pprtunities designed t prmte each student s develpment f wrk- study practices in academic develpment, career develpment, and persnal/scial develpment by means f the fllwing cmpnents: CnVal Schl Cunseling Framewrk 15

16 (1) A schl cunseling cre curriculum based n the ASCA student cmpetencies and lcal gals, designed t help students attain the desired wrk- study practices and t prvide all students with the knwledge, attitudes and skills apprpriate t their develpmental level, including preventin and interventin activities. The schl cunseling cre curriculum shall be delivered thrughut the schl s verall curriculum and be systematically presented by schl cunselrs in cllabratin with ther prfessinal educatrs in k- 12 classrm and grup activities; (2) Individual student planning that is crdinated and systematic including activities designed t assist students in establishing persnal gals, develping future plans, and attaining cllege and career- ready wrk- study practices; (3) Respnsive services t meet students immediate needs and cncerns and cunselr teaming in crisis respnse; (4) Schl cunseling prgram management including data- driven decisin- making reflective f the schl s needs; and (5) Cnsultatin and cllabratin with parents, teachers, ther educatrs, and cmmunity rganizatins, and referral f students fr additinal assistance. 19 Management System An effective delivery f a cmprehensive schl cunseling curriculum requires a structured management system. Checks and balances are in place t ensure nging assessment, evaluatin, and develping f the prgram. Prgram Assessment The K- 12 schl cunseling prgram is evaluated annually by the cunseling team. Prgram strengths and weaknesses are identified, and gals t address bth are set fr the year. The schl cunselrs crdinate prfessinal develpment effrts at the district level t ensure prgram strength. Annual Agreements Schl cunselrs and the building level administratrs develp management agreements that utline prgram and individual cunselr gals fr the year. These annual agreements are based n a persnal dialgue between the cunselr and their supervisr t set pririties, implementatin strategies, and rganizatin fr the year. These agreements align with annual gals in My Learning Plan. Advisry Cuncil The CnVal schl cunseling prgram began an advisry cuncil in 2014 t prvide an pen frum fr discussin with stakehlders. The Advisry Cuncil will assist the schl cunselrs by: Advising n prgram gals Reviewing prgram results Making recmmendatins abut the schl cunseling prgram Advcating and engaging in public relatins fr the schl cunseling prgram Advcating fr funding and resurces (American Schl Cunselr Assciatin, 2015) The advisry cuncil meets twice a year, and has representatin frm the fllwing cnstituencies: parents, elementary level teacher, middle schl teacher, high schl teacher, middle schl students, high schl students, special educatin administratr, cmmunity physician, higher educatin prfessr, mental health cunselrs, schl bard member, and all CnVal cunselrs. Distributin f Time The CnVal schl cunselrs cnduct a time study twice a year t determine the effectiveness f their service delivery. The ASCA Natinal Mdel recmmends that cunselrs spend 80 percent r mre f their time in direct student services and indirect student services. The remaining 20 percent f their time is set aside fr prgram management and fair share respnsibilities that ensure the peratin f the schl. CnVal Schl Cunseling Framewrk 19

20 ASCA is specific abut apprpriate and inapprpriate schl cunseling activities. These delivery expectatins are utlined in the ASCA Executive Summary at templates/anmexecsumm.pdf. Data Schl cunselrs are learning t cllect, analyze, and interpret data pertaining t student achievement, attendance and behaviral data. Standardized testing data is used t guide apprpriate curse selectin and develp academic interventins when necessary. Testing data, such as the Yuth Risk Behavir Survey, is used t determine prgram structuring, small grup cunseling services, and interventin strategies. Schl cunselrs utilize pre and pst data, needs assessments, prgram evaluatins and pinin surveys f all stakehlders. Calendars The CnVal Schl Cunselrs develp and publish calendars f events, prgrams, and curriculum. Calendars are shared at the district level t ensure alignment f curriculum. Fr events invlving stakehlders such as parents and the cmmunity, these calendar are shared thrugh the website and thrugh scial media utlets. Delivery System A cmprehensive schl cunseling prgram includes direct and indirect student services. T achieve maximum prgram effectiveness, ASCA recmmends a schl cunselr t student rati f 1:250; the State f NH requires 1:300. Direct Student Services Direct student services are in- persn interactins between students and cunselrs thrugh which cunselrs help students meet the cmpetencies. Schl Cunseling Cre Curriculum This curriculum cnsists f structured lessns designed t help students attain the desired cmpetencies and t prvide all students with the knwledge, attitudes and skills apprpriate fr their develpmental level. In May 2015, the Schl Bard apprved this prcess, including, fr the first time, a specific mdel fr schl cunselrs. These rubrics are listed in Appendix A.
