MARTIN and MARTIN PARALEGAL SERVICES, LLC REPORT OF HEARING MASTER PURSUANT TO C.R.C.P. 236(a) This matter is before the Presiding Disciplinary Judge ("PDJ") on an "Order of Injunction" issued by the Colorado Supreme Court ("Supreme Court") on December 13, In its order, the Supreme Court enjoined Efrem B. Martin doing business as Martin Paralegal, LLC ("Respondent") from the unauthorized practice of law and referred the matter to the PDJ "for Findings and Recommendations with regard to a fine and costs" against Respondent. On December 16, 2010, this Court issued an "Order of Hearing Master Pursuant to C.R.C.P ," directing the People to file a motion detailing their requested recommendations with supporting documentation on or before February1 4, 2011, and Respondent to file a response to the People's motion within fifteen (15) days of the filing date of the motion. On February 10, 2010, Kim E. Ike1er, Office of Attorney Regulation Counsel ("the People"), filed "Petitioner's Request for a Fine and Costs." Respondent did not file a response. In their request, the People ask the minimum fine of $ be assessed against Respondent, contending that Respondent does not appear to have caused harm to any Colorado consumers. In addition, the People attach to their motion a "Statement of Costs" in the amount of $ for their administrative fee, process service fees, and deposition costs.
