Maryland Center for Missing Children July Mandated by Maryland General Assembly to be the State s clearinghouse for all information pertaining to children missing from or thought to be located in Maryland. (Maryland Family Law ) 1
2 Structure of Network US Department Of Justice OJJDP NCMEC State Clearinghouse Missing Children Network Non-Profit Groups State Clearing Houses FBI/NCIC/VICAP Law Enforcement Public State Clearinghouse Every state has a missing children clearinghouse, including Alaska and Hawaii. Also Puerto Rico and Canada. Clearinghouses are connected through a secure network and exchange information daily. All but one of the clearinghouses are housed within a law enforcement agency. 2
3 Organizational Structure of Maryland Clearinghouse Maryland State Police Homeland Security & Investigation Bureau Homeland Security Command Criminal Investigation Division Computer Crimes Unit Maryland Center for Missing Children Clearinghouse Responsibilities Receipt, collection, and distribution of general information and annual statistics regarding missing children. Coordination of law enforcement agencies and other interested persons or groups within and outside the State regarding information on missing children (Maryland Family Law thru 9-403) Illegal to Impose a Waiting Period A LEA may not establish a mandatory waiting period before beginning an investigation to locate a missing child. A LEA may not adopt rules, regulations, or policies that prohibit or discourage the filing of a report or the taking of any action on a report that a child is missing (Maryland Family Law thru 9-403) 3

5 Maryland s Missing Children Approximately 13, 000 children reported missing each year in MD Majority are located or return on their own 2000 open cases on any given day Missing Adults New Maryland Legislation Effective October 1, ) Mandatory waiting period prohibited 2) LEA shall make effort to inform public no waiting period exists 3) Shall except without delay missing person report provided in person 4) May accept a report of missing person by phone or other electronic means if: New Legislation Cont d 1) Form of reporting is consistent with LEA policy 2) Reporting person completes report in person as soon as possible
