Niles, Commissioner I. POLICY: Each youth shall be provided individualized services directed towards his/her assessed risk and needs. II. DEFINITIONS: Certified Community Sex Offender Supervision Specialist: A departmental community services staff that has completed the DJJ sponsored Sex Offender Supervision certification program and all its requirements and provides services and supervision as described in the attached Certified Community Sex Offender Supervision Specialist Scope of Services (see DJJ 20.36, Supervision of Sexually Abusive Youth in the Community). Certified Victim Advocate Specialist: A departmental victim services staff that has completed the Certified Sex Offender training and certification requirements and provided services as described in the Scope of Services. Clinical Consultant: A licensed mental health professional designated to provide clinical input and support to the Sex Offender Treatment Team. DJJ Sponsored Sex Offender Counselor Certification Program: A Department approved training and certification program which aids participants in their work with sexually abusive youth. Emergency Pass: For the purposes of this policy, an approved leave of absence for a youth from a RYDC, YDC, or Residential Program that is related to an emergency (e.g., critically or
2 of 8 terminally ill family members, medical emergencies, death of an immediate family member, etc.). Juvenile Sex Offender Assessment Protocol-II (JSOAP-II): A checklist to aid in the systematic review of risk factors that have been identified in the professional literature as being associated with sexual and criminal offending. It is designed to be used with youth who have been adjudicated for sexual offenses. Juvenile Sex Offender Certified Counselor (JSOCC): A department secure facilities (YDC) staff who is responsible for delivering Sexually Harmful Behavior Program services and who has completed the DJJ sponsored Sex Offender Counselor certification program. Regional Behavioral Health Services Administrator: The Mental Health staff that provides support to facility behavioral health staff and oversight to ensure the quality and accessibility of all behavioral health services provided in the facility. Regional Program Administrator (RPA): The Programs and Case Management Services staff who provides support to facility program staff and oversight to ensure the quality and accessibility of all program and case management services provided in the facility. Sex Offender Treatment Services Administrator: The licensed clinician responsible for providing clinical oversight of the Sexually Harmful Behavior Program and to ensure the quality of the program in regards to best practice. Sexually Abusive Youth: Youth who have been adjudicated for a sexually harmful behavior or who have exhibited sexually harmful behaviors and have been assessed by a licensed professional and found to be in need of treatment. Sexually Harmful Behavior Intervention Treatment Team: A monthly to bi-monthly meeting to discuss youth progress in the SHBIP program and facility, service planning, PBIS, reentry/transitional planning, and family/community staff updates and involvement. The team will consist of, but not be limited to: all staff specifically designated as Juvenile Sex Offender Certified Counselors (JSOCC), by job title, contract, or assigned duties, Institutional Program Directors (IPD), Sex Offender Coordinators, Juvenile Detention Counselors, Psychologist/Clinical Consultant, Social Service Workers, Recreation staff, administration representative, security representative, education representative, medical representative, and disciplinary hearing officer (when available). Community Case Managers, youth and family, DFCS case workers, and other community support persons may be included. Sexually Harmful Behaviors: Rape, sodomy, aggravated sodomy, child molestation, aggravated child molestation, enticing a child for indecent purposes, bestiality, necrophilia, sexual battery, aggravated sexual battery, public indecency, and statutory rape. Transitional Pass: For the purposes of this policy, an approved leave of absence for a youth from a RYDC, YDC, or residential program that is for the purposes of release preparation,
3 of 8 reconciliation with family and/or victim, or passes related to residential program compliance (field trips, day outings, family home visits, etc.). Treatment Needs and Progress Scale (TNPS): A checklist for the assessment of dynamic risk factors that have been identified among youth who have committed sexually harmful behaviors. It is designed to establish an initial baseline to measure progress. III. PROCEDURES: A. The Sex Offender Treatment Services Administrator or designee will approve the Juvenile Sex Offender Counselor certification training program used by the Youth Development Campuses (YDC). B. The Sex Offender Treatment Services Administrator, in coordination with the facility Director, will select sex offender counselor candidates. If the candidate is a behavioral health staff, the Regional Behavioral Health Services Administrator will be involved in the selection. 1. Persons selected as Juvenile Sex Offender Certified Counselors (JSOCC) must meet the following qualifications: a) Hold the position of Juvenile Detention Counselor, Social Services Provider, Institutional Program Director, Social Services Coordinator, JPPS, Treatment Program Specialist, Professional Social Service Worker, or hold a Bachelor s degree in a social service related field and be approved by the Director or Designee of OPTS to provide services; b) Express an interest in working with sexually abusive youth; c) Have a minimum of 2 years of experience in adult/juvenile corrections or in the delivery of client-based services to juvenile offenders and at-risk youth in a community/residential setting; and d) Sign the Agreement to Complete the Certification Program which states that the employee will complete the certification process, to include attending the training program and the practicum (Attachment A). e) The certification program consists of a didactic class work component and a practicum component. Every effort will be made to allow for the practicum to be completed during the course of the employee s work day. 2. Only certified graduates and those working towards completion of the practicum phase of their certification of the approved sex offender counselor training program will provide sex offender counseling services.

Subject to available funding, Juvenile Sex Offender Certified Counselors (JSOCC) and Sexually Harmful Behaviors Intervention Program (SHBIP) Coordinators who provide sex offender intervention as outlined in the Scope of Service (Attachment B) will receive a supplement to his/her base pay (See DJJ 3.54, Salary Administration). a) To be eligible to receive the supplement, the certified staff must review and sign the Juvenile Sex Offender Certified Counselors Scope of Services (Attachment C) prior to delivering services and must complete an annual update between December 31 st and January 31 st, unless newly hired after October 31 st. b) The facility Director will maintain a copy of the Scope of Service documents and the original will be maintained by OPTS. 4. The Director of the Office of Victim Services will select staff to attend the sex offender training program. Staff must meet the following qualifications: a) Hold the position of a Victim Advocate or above; b) Express an interest in working with victims who have been sexually abused by youthful offenders; c) Have a minimum of 2 years of experience in the delivery of client-based services to juvenile offenders, victims, and/or at-risk youth in a community/residential setting; and d) Completion of a Victim Advocate Certificate program. 5. Subject to available funding, the Certified Victim Advocate who provides intervention and outreach services may receive a 5% supplement to their base pay. C. Youth adjudicated for a sexually harmful behavior and screened for YDC will have a Juvenile Tracking System (JTS) Sexual Offense alert set by the Office of Classification Services. The Office of Classification Services will set the treatment status on the sex offense alert as awaiting until treatment starts in the YDC. D. The SHBIP Coordinator, in consultation with the Clinical Consultant, will assign youth to a JSOCC upon admission to the YDC. Sexually abusive youth who are on the mental health case load may be assigned to a behavioral health JSOCC and a JDC (DJJ 18.1, Facility Programs Case Management Services). The Juvenile Detention Counselor will be responsible for all case management services not related to the Sexually Harmful Behaviors Intervention Program.

A youth who meets any of the following criteria will be considered a Sexually Abusive Youth (a safety plan will be completed and the youth will be supervised according to DJJ Supervision of Sexually Abusive Youth in the Community): 1. The youth has a current adjudication for a sexually harmful behavior; 2. The youth has a prior adjudication for a sexually harmful behavior in which the order has not been closed and the youth has not completed sex offender treatment; or 3. The youth has received a psychosexual evaluation that indicates treatment for sexually harmful behaviors is appropriate (and treatment has not been successfully completed). F. A youth is not considered a Sexually Abusive Youth (a Safety Plan will not be needed) if the youth s previous order has been successfully closed with all required treatment provisions met. G. The Sex Offender Treatment Team will provide all management and oversight of treatment, programming, and case management for youth who are in sex offender treatment and are not on the mental health caseload. 1. Youth who are on the mental health caseload will have their mental health services managed by the Behavioral Health Treatment Team. 2. All other programs and case management will be managed by the Sex Offender Treatment Team. 3. The Sex Offender Treatment Team will provide information to the Youth Centered Reentry Team in accordance with DJJ 25.1, Youth Centered Reentry Team. H. Each sexually abusive youth will be staffed by the Sex Offender Treatment Team to assign appropriate services and will be placed in the Sexually Harmful Behavior Intervention Program within 30 days of admission to a YDC. 1. Admission to the program may be temporarily deferred by the Sex Offender Treatment Team due to clinical necessity. 2. Youth who are deferred will be reviewed by the treatment team monthly to determine whether the issues have been resolved sufficiently to allow participation in the intervention program. 3. The assigned JSOCC will enter a Sex Offender Treatment Team note documenting the review and determination made by the team.

The Sex Offender Treatment Team will review the screening packet, which at a minimum must contain: a) JSOAP II; b) Psychosexual and/or psychological evaluation, if completed; c) Offense history; d) CRN Assessment; e) Disposition; f) Complaint; g) Social Summary; and h) Other JTS Assessments (e.g., Mental Health Assessment, Education Assessment, Medical Assessments). 5. The Juvenile Sex Offender Certified Counselor (JSOCC) will deliver and document the delivery of services as outlined in the Sexually Harmful Behaviors Intervention Program Manual (see Attachment D). 6. The JSOCC will change the Sex Offense alert to receiving treatment when treatment begins in the YDC. I. The JSOCC must review and approve the youth s visitation list generated from JTS Demographics Module prior to the youth receiving visitors (see DJJ 15.5, Youth Visitation). The approval will be based on the youth s social summary, police report, JSOAP II, clinical interview, and TNPS in consultation with the Certified Community Sex Offender Supervision Specialist or assigned Community Case Manager. J. The JSOCC will complete a JSOAP II and TNPS in JTS upon the youth s completion of the Sexually Harmful Behaviors Program. K. The Sexually Harmful Behaviors Treatment Program is a long-term program based on the youth s risk, which may include services in a secure facility and/or the community until completion of the program. The JSOCC will complete a certificate of completion of the program and will then change the JTS alert to completed treatment. The certificate will be given to the youth, with a copy scanned into the correspondence section of JTS. L. The JSOCC will facilitate family reconciliation meetings to discuss details of the Relapse Prevention Plan prior to the youth s release from the Sexually Harmful Behaviors Intervention Program. The Certified Community Sex Offender Supervision
7 of 8 Specialist or assigned Community Case Manager, youth, and parents/legal guardians will be invited to the meeting. M. All youth placed in the program are expected to complete all requirements of the four stages of the Sexually Harmful Behaviors Intervention Program. N. At least 120 days prior to the minimum release date of a sexually abusive youth, the Sex Offender Treatment Team, Certified Community Sex Offender Supervision Specialist or assigned Community Case Manager, youth, and parents/legal guardians (if possible) will meet for a full review of the youth s progress toward his/her Service Plan goals (See DJJ 17.5, Release from Residential Facilities and Programs). O. If the Sex Offender Treatment Team finds that the youth has not completed all requirements of the Sexually Harmful Behavior Intervention Program, the team will request an extension for 30 to 90 days to allow the youth to complete program requirements in accordance with DJJ 17.23, Release from Secure Facilities. A comprehensive narrative, the JSOAP II, and the TNPS must be included with the extension request. P. Prior to the youth s release from secure confinement, the JSOCC will upload the following documents in JTS Correspondence module: 1. A copy of the certification of completion of the Sexually Harmful Behavior Program; 2. A copy of the youth s Relapse Prevention Plan; and 3. Updated recommendations for treatment/supervision. Q. Each sexually abusive youth released from an YDC will have a Relapse Prevention Plan for the Certified Community Sex Offender Supervision Specialist or assigned Community Case Manager to use in completing the Safety/Supervision Plan. The JSOAP II and the TNPS will be used in completing the Safety/Supervision Plan. (The Safety/Supervision Plan must be approved by the Certified Community Sex Offender Supervision Specialist or Assigned Community Case Manager and Regional Administrator through the chain of command.) The Relapse Prevention Plan will be signed by the youth, parent/legal guardian, and Certified Community Sex Offender Supervision Specialist or assigned Community Case Manager. R. Sexually abusive youth will not be allowed to reside in the same home as his/her victim unless specifically ordered by the court. 1. Any such orders, a copy of the youth s Safety Plan and Conditions of Supervision will be immediately forwarded to the Deputy Commissioner of Community Services or designee and the Office of Legal Services for review (prior to the youth being allowed to reside in the same home as the victim) by the Certified Community Sex Offender Supervision Specialist.
8 of 8 2. The Supervision Specialist or assigned Community Case Manager will work with the Office of Victim Services to develop the Safety Plan and Conditions of Supervision. S. Services provided to sexually abusive youth will be documented in accordance with DJJ 18.1, Facility Case Management Services. Paper assessments should only be used when not available for completion in JTS, and will be scanned and uploaded into the correspondence section of JTS. T. Off-Site Requests and Supervision Plans for Sexually Abusive Youth (Attachment E) will be handled in accordance with DJJ 20.36, Supervision of Sexually Abusive Youth in the Community. 1. A sexually abusive youth must have an approved Safety Plan prior to being allowed to have any passes from YDC. 2. An off-site request must be completed using the Off-Site Request and Supervision Plan (Attachment E) and must be accompanied by the youth s Safety Plan. 3. Off-site requests must have all required signatures and approvals up to the Deputy Commissioner for Community Services and the Deputy Commissioner for Secure Facilities or designees at least 5 days in advance of the pass. 4. Prior to requesting a transitional pass, the individual requesting the pass will consult with the Certified Victim Advocate Specialist. The transitional pass must also be accompanied by a recommendation from the youth s current treatment provider in support of the pass. 5. For a youth in a YDC, the Off-Site Request and Supervision Plan and the Safety Plan will be presented to the facility Sex Offender Treatment Team by the JSOCC for review and approval in compliance with DJJ 17.20, Facility Passes and Appointments. 6. Victims of the youth must be notified in compliance with DJJ 14.10, Victims Rights, Services and Notification. III. LOCAL OPERATING PROCEDURES: NO
