1 is requesting proposals on behalf of Facilities Maintenance & Operations for Trane HVAC maintenance and repairs as specified below. This will be for as needed repairs at various county facilities. The contract will be for one year with the option to renew up to an additional two years. Scope of Work 1. The contractor shall provide predictive and preventive maintenance when systems are operational prior to peak cooling season and again prior to winter shutdown. 2. The word work shall consist of seasonal start-up (May) prior to the peak cooling season, four determined operating inspections and determined winter maintenance. 3. The contractor shall identify problems that may impact chiller operational reliability and recommend corrective actions to maintain chiller operability and reliability. To provide preventative maintenance and repair on seven (7) Trane brand chillers and two (2) McQuay brand chillers as listed Pricing 1. Model RTAC 2254 Trane - Rochester Hills Court 2. 3 9. Model WMC290DBS ER10 McQuay Main Jail c. Eddy current testing $ Four routine operating inspections and one major operating inspection annually. Major Operations inspections: The frequency of each major operating inspection is to be indicated on the service summary sheets for each equipment type. This inspection is to be in accordance with each equipment manufacturer recommendations and per the task/action listing herein. Routine operating inspection: Each routine operating inspection is to consist of the task/action herein for each piece of equipment type to be performed at the frequency listed. Annual Preventive Maintenance: Each annual preventive maintenance is to consist of prescheduled recurring preventive maintenance actions which are to be performed on a yearly interval determined by equipment operating hours that may be recommended by each equipment manufacturer. These annual tasks are designed to prepare the equipment for prime operating condition so that the equipment will operate effectively, reliably, and efficiently during peak demand months. 1. (a) Provide cleaning of all evaporator and condenser tubes as per manufacturer s specifications (chemical cleaning extra, if required). 2. (b) Provide eddy current testing, at a minimum of every three years. All test reports shall provide an indication of the condition of the tubes by showing stress areas, support wear cracks, pitting and variance in tube thickness, depth of the tube diameters. All work is to be done according to the listed specifications and to include any manufacturers recommended maintenance and preventive maintenance. 8

Part and Materials Replacement Unless otherwise stated herein, replacement parts, oil, lubricants and materials (refrigerant is a separate item) are to be included as necessary to perform any major operating inspection(s), routine operating inspection(s), annual preventive maintenance, or multiyear preventive maintenance tasks indicated on the service summary agreement. Also, replacement parts and materials are to be included for any repair service material items indicated on the service summary agreement. All parts used in the performance of this contract shall be new and meet OEM specifications. The scope of the inspections will be in accordance with the manufacturers recommendations and the specification listed below 1. Check condensers 2. Lubricate equipment if necessary 3. Calibrate controls 4. Changes oils 5. Check line starters 6. Clean condensers 7. Leak test units 8. Meggar compressors 9. Remove oil samples for analysis 10. Replace oil filters/dryers 11. Inspect and log equipment conditions noting general conditions where applicable 12. Electrical connections, switches, relays, contactors are to be inspected for tightness, alignment, contact condition and checked for proper operation. 13. Inspection reports 14. Strainers and piping dirt legs located at this equipment listed herein to be inspected as required 15. Starters associated with the equipment listed herein to be inspected as required. Review past operating reports and determine potential equipment problems. 16. The stop inspection will also include all required annual maintenance and readying the equipment for the coming season. All pricing includes price for major and routine inspections and annual preventive maintenance. 9

Provide written reports immediately upon completion of work. 2. Yearly operational training to the appropriate operators of this equipment. 3. All written reports, scheduling and repairs are to be coordinated thru the personnel listed below: a. Mr. Kurt Taylor Chief of Facilities and Operations b c. taylorkw@oakgov.com Invoicing All invoicing must be submitted 30 days after the previous months work for timely payment. Parts will be GSA Contractor will furnish three (3) copies of price lists Outside services will be per provider invoice plus % Miscellaneous materials will be per purchase invoice plus % Contractor shall be licensed with the State of Michigan with a Mechanical Contractors License. All repairs must be done by EPA recovery-certified mechanics. 10

6 All work shall be performed in a professional manner and be consistent with the best practices of the trade. The contractor shall be responsible for any permits and inspections. The contractor shall respond in a timely manner for all requests for service, not to exceed twenty four (24) hours unless directed by a County representative. All labor and materials shall be in accordance with applicable building, safety and fire codes. All repair/replacement parts are to be new except when the use of used or rebuilt parts is approved by the using Division. All normal tools that are used in the daily performance of the trade are to be included, including stocked service vehicles, in the labor pricing. It is understood that all normal equipment required for any of this activities will be provided at no extra charge to the County. Where special equipment must be obtained for a particular project and where such equipment is expendable for that project, costs of such equipment will be charged on the basis of an agreement applicable to that particular project. The County shall retain the option of furnishing all new or replacement mechanical parts/equipment to be installed. Bidders are to return ALL pages of the proposal form signed, unaltered and intact by the date specified on the proposal form. Bidder s ability and capacity to deliver within a reasonable timeframe. B. Bidder s experience, reputation, efficiency, judgment, and integrity. C. Quality, availability and adaptability of the supplies and materials proposed. D. Bidder s past performance. 12
