As many of you are already aware, a number of changes will be occurring with the way in which the MPA degree program will be offered in the upcoming semesters. Should you have questions on any of these changes, please contact the office ( ) and the staff or program director, will be happy to address your questions. An Online MPA Degree Perhaps the most significant change will occur in the upcoming Fall 015 semester when the PAPA Department officially begins offering the MPA degree both in the traditional and online format. Over the course of the academic year the program will offer core and elective courses in both traditional and online formats. The online degree will have all of the same requirements as the traditional degree, but will allow the program to be marketed nationally. PAPA faculty are excited about the opportunity to extend the program s reach and to integrate students from across the country into course discussions and activities. The program has already had several inquiries from several Illinois residents in the military that are stationed elsewhere and want to pursue an online MPA degree. Changes Coming to MPA Program Accelerated MPA Degree Program Faculty are also excited about the opportunity to off the MPA degree in an accelerated format. As always, students will be able to take courses at their own pace and complete the degree program in however many semesters they desire up to the six year limit. However, scheduling changes that will be implemented in the Fall 015 semester will allow a student to complete the degree program in less than 18 months without needing to take more than 6 hours of coursework at any one time. A student beginning the MPA degree in Fall 015, will be able to complete the degree by the end of the Fall 016 semester. This is in large part due to our program switching from 10 week courses to 8 week courses. The traditional semester has been bisected into two eight week periods. Students may take classes during either period or both if they want to accelerate the program of study. Beginning in the Fall 015 semester, the majority of MPA courses will be offered in one of three formats: Dr. Taylor Discusses Experiences as a Police Officer on NPR 1) Online The program will be offering all core and many electives in an online format. Each core course will at a minimum be offered online at least once each academic year. The program will also be offering a significant number of its elective courses in an online format. Online courses will be offered in an eight week format. ) Hybrid Eight Week Courses Most of our traditional courses will be replaced by hybrid courses. The traditional course required students to have seat time each week of four or more hours. The hybrid offering will reduce the seat time by adding an online component to each course. Students will still receive traditional class time, but it will be supplemented with discussions and activities accomplished in an online format. 3) Intensive Weekend Courses The MPA program will continue to offer its intensive weekend courses. These courses will be offered either in the traditional format of Friday night and Saturday class time or in a hybrid format with class time on Friday and Saturday coupled with online discussions and activities. On April 7, 015 Dr. Morris Taylor, Department Chairman, met with Rachel Lippmann from National Public Radio to discuss his experiences as an African American police officer while he served for both the St. Louis City and St. Louis County police departments. The discussion focused on elements of bias based policing, his experiences dealing with white officers and the public, and what can be done to address challenges for both citizens served and police in the context of the Ferguson, Missouri incidents and others like it around the country.

The Graduate School at SIUE awards approximately 19 CGA awards for the nine month academic year. This includes a monthly stipend as well as a waiver of tuition. The purpose of the CGA program is to support highly qualified candiadates that are accepted into advanced degree programs at SIUE. Ms. Howell received her bachelor of arts in sociology from Record Number of Internship Placements The PAPA MPA Internship program is growing. This academic year, a record number of MPA students were placed in internships through the program. Dr. Pietroburgo, internship coordinator, is pleased with the growth of the program. "Our interns have the opportunity to use the knowledge gained in the classroom to broaden their Faculty Notes Dr. Nancy Huyck presented her research in both Orlando, Florida and Las Vegas, Nevada at the International Academy of Business and Public Administration (IABPAD) winter and fall 014 conferences. Her research submission to the fall conference was accepted for publication this past February. This March, Dr. Huyck traveled to Chicago and presented another paper on public personnel management issues at the American Society for Public McKendree Unviersty in 013. Through the Center for Public Service she volunteered in East St. Louis at an afterschool program that helped children in low income neighborhoods get help with school work, learn life kills, take different forms of classes, and receive a meal. Ms. Howell has also volunteered in Jamaica and as an Americorps VISTA volunteer. I have come to believe I cannot solve the world s problems by simply volunteering, I must go to the source and try to make a difference.. She wants to work with social welfare policies practical skill set; our intership sites gain the assistance of students committed to and trained in the public administration field; and our MPA program extends its service to important organizations in our region." Nancy is offering a new policy elective this Summer 15 term for the department entitled, The Legalization of Medical Marijuana and Public Policy. She continues to work diligently to develop her courses into online and blended formats for PAPA students. Dr. Huyck, as of spring 015, became the faculty advisor for Pi Alpha already in place and improve them or create better policy. She intends to work with government and help create programs that provide basic human rights such as adequate housing, food security, education, and a feeling of safety. Dr. Julie Pietroburgo has been named a scholar with the Fulbright Specialist Program. Through the Specialist Program, Pietroburgo will be included on the roster of academics chosen for short-term international teaching opportunities. In 01, she spent a semester teaching nonprofit management courses at Masaryk University in the Czech Republic as part of the Fulbright Core program. T H E P U B L I C V I E W

3 S P R I N G P A G E 3 Alumni Serves the City of Chicago In 010, when Juren Ekwejunor-Etchie began working as a temporary employee for the state of Michigan, he had no idea how powerful his MPA degree would be. On his first day, he begun speaking with what he assumed was a co-worker about current legislation pending in the Michigan Sate legislature. The gentleman was intrigued with his knowledge and understanding of government processes, and wanted to know more about him. It turns out the gentleman was the director of the department, and Mr. Ekwejunor-Etchie became a full time employee soon after his first day. As a Litigation and FOIA Coordinator, Mr. Ekwejunor-Etchie was responsible for the pension system for the State of Michigan. He also worked with attorneys for the state in cases having to do with pensions and disability. All of the state s employees, including public schools, legislators, judicial plan members, and police came through his office. It was this position that allowed him to pay his way through law school in the evenings at Western Michigan University. He is now employed by the City of Chicago as a traffic courts attorney. The PAPA program has helped him to understand local/ city/ state governments. This inspired him to work in government, and his MPA helped him get his foot in the door for his first job. The MPA program at SIUE helped me understand the relationship between theory and practice in Pi Alpha Alpha and Internship Luncheon local politics. Every year, the department hosts a luncheon to recognize our internship sites and Pi Alpha Alpha inductees. The annual Internship/ Pi Alpha Alpha luncheon was held on March 19, 015 in the Morris University Center. Rebecca Ahlvin received the Southwest Illinois City Management Association Scholarship. Dr. Pietroburgo and the interns in the program presented on what it means to be a public administrator. Danielle Henry, intern for the City of Ferguson, presented at the luncheon (pictured right). Down the Road The PAPA Department has been pursuing the opportunity of offering traditional and online certificates for a few years and we are excited that these may finally be reaching the stage of being offered to our students and professionals in the field. Initially, certificates are anticipated in areas such as Human Resources, Leadership, and Nonprofit Administration. Additional areas will be targeted as capacity allows.
