1 Lambeth Co-operative Local Investment Plans (CLIPS): Invitation to Tender: Data Analyst March 2015 March Introduction and Overview of Brief Lambeth Council wishes to engage data analyst services to assist the development of the first Cooperative Local Investment Plan (CLIP) for the wards of Stockwell, Vassall and Larkhall (known as the Stockwell CLIP). Focusing on the built environment, CLIPs will provide an evidence-based area plan bringing together an overview of the council s strategies and services that relate to the built environment (transport, parks, education etc). They will bring together information about existing assets (including physical and organisational spatial assets), existing demographic and business intelligence (such as demographic data and categories and levels of deprivation), investment made and investment planned by the council and other public and private partners. This will enable the community to provide their views and identify priorities for spend of the Neighbourhood Funding Element of the Community Infrastructure Levy (CIL) (see 2. Below). The aim is that CLIPs will be living documents ensuring that both Lambeth and the community has access to good, safe and reliable and current data in order inform priorities and reach decisions on investment. The data analyst will provide an essential role in building the data framework to ensure that the data sets required to develop CLIPs can be updated easily by the council and the community, and that this information is available on-line and supported by with clear strong visuals (graphs, maps etc) to support analysis and decision-making. 2. Background to CLIPs The Community Infrastructure Levy (CIL) is the new non-negotiable charge that local authorities collect from new developments to pay for infrastructure. To ensure local communities realise the benefits of local growth once the Lambeth CIL is in place, the council will be required to spend what is called the neighbourhood funding element of CIL in ways that benefit local areas. In areas such as Lambeth where there are no parish councils, how to define the local area is left to the council. CIL can fund infrastructure such as schools and other educational facilities, health centres and other community facilities, parks, open spaces, streets and other areas of the public realm. In January 2014 Lambeth s Cabinet approved an increase in the statutory minimum of Neighbourhood Community Infrastructure Levy (CIL) from 15% to 25% of total receipts. Based on consultation with business and community networks, the July 2014 Cabinet paper recommended that seven CLIP areas (see appendix A) be established and that the Stockwell CLIP (covering Stockwell, Larkhall and Vassall Wards) be developed first. The learning gained from this will inform the roll-out and support required to implement CLIPs across Lambeth. Ward councillors will provide local leadership and support to develop CLIPs, which will be developed within a framework that supports the outcomes in the Council s Community Plan and is agreed by the Cabinet Member for Jobs and Growth. 1

2 Within this framework, the identification of priorities for intervention will be guided by the community both with existing local and business networks and also with the aim of encouraging wider participation. While projects will be identified, assessed for viability and ranked according to priority and availability and compliance with funding, it is important that CLIPs start with the identification of what the community considers most important in respect of place-making. 3. Mapping and organising data about assets The project relies on the availability of accurate, comprehensive and dynamic interactive data to help councillors and communities make informed choices. We are bringing together data from across Lambeth s service areas, and it is essential that we identify clearly decisions and strategies that have been previously approved and consulted on so as not to revisit existing agreements. Data sets are being collected about: Assets (physical, organisations, people) Infrastructure Investment (made to date and investment projected) Needs (demographic, indices of deprivation) Existing Projects and priorities identified by the community, council and other public and private partners. There are two categories within this. First, projects that could qualify for infrastructure investment through neighbourhood CIL. Second, projects outside the scope of CIL. It is important we capture this information This project requires that we capture and store information and data above in formats that can be updated, integrated and communicated easily both on and off line. This will require: a. agreeing on common attributes against which to collect data eg categories and sub categories of physical, organisation, and (to a lesser extent) people and individuals who are assets in a community and; b. longer term, a more sophisticated database solution/strategy to store and retrieve data and; c. again, longer term, an on-line strategy, such as a website or mapping tool, is also needed to enable the community to view and update assets, comment on proposals and priorities, and be kept in touch with events and activities supporting the development of CLIPs. Much of this data is available publicly from the council and through the council s GIS, Business Intelligence services and service plans from council. The GIS team have produced a first draft of map showing how key physical assets can be shown (Appendix B) using the council s existing datasets and software. In the first phase, this project will create the framework for collecting data so that it can be easily maintained and updated. Strong visual and digital representation of all these datasets it is also critical to the success of the project from the outset. 4. Our requirements The council invites applications from suppliers of data analytics/ict skills, to support the development of the Stockwell CLIP. The appointee will be supported by Lambeth s Regeneration team (leading the CLIPs programme within the council) and Lambeth s GIS manager and Business Intelligence managers. The key tasks are: a. To design the data capture framework for all datasets required to produce the CLIP on an ongoing basis, and ensure these are future-proofed and maintainable/updatable 2

3 b. To provide the analytical capacity and technical expertise to create data visualisation maps, graphs etc c. To provide mentoring, training and support to enable community and Lambeth staff members to manage, maintain and use data supporting CLIPs d. To support and contribute to the development of longer term solutions in relation to data warehousing and/or the development of improved digital solutions (website, apps etc) Skills requirements: Essential Excellent research and analytical skills Advanced Excel sills Mapping software experience (QGIS ideally, Arc GIS acceptable) Experience with business intelligence and data visualisation tools, such as Microsoft Power View or Tableau amongst others Experience of manipulating data to produce strong, accessible visual information Experience of working with nationally or externally held datasets eg (Census, crime statistics, Indices of Deprivation 2010 data) Good current knowledge of Data Protection and Copyright legislation. Desirable Experience of co-production and working with communities to deliver strategies and plans Use of Microsoft SQL Server 2012 to import, integrate and interrogate datasets 5. Project duration, Costs and Contract The total value of the contract is 12,000 excluding VAT. This work is offered on consultancy day rate of 400 per day (exc VAT) for a total of a maximum 10 days per month, or not more than 30 days to be completed by mid July Services will be procured against Lambeth s standard contract for small projects. 6.
