13 What, Why, How, When Performance Management C2000 What? MoI has currently the overall & financial responsibility for C2000 network. VTSPN has the operational responsibility of the network. VTSPN is monitoring the network and also has the responsibility to report about capacity, coverage and security risks to the MoI as operational unit. To analyse this information from the enormous stack of information generated by the national TETRA network, dedicated tools are a neccesity. VTSPN uses till Q their own inhouse developed tool, but is limited in report generation and fast report delivery (speed). VTSPN had defined in 2008 a list of functional & technical criteria for selecting the right performance tool for the future.

14 But then very suddenly a disaster strikes beginning of 2009!

15 A quote from the Investigation Board s report on the Turkish Airlines crash It turned out that the problems experienced with C2000 were not caused by the capacity of the radio masts but by wrong use. A uniform system design for supra-regional assistance was lacking. There were too many users and different channels, combined with the lack of direction and ether discipline, leading to waiting times. The system appeared to fail whilst functioning well technically.

19 Market Consultation Performance Management C2000 Conclusion Based on the complete analysis (positive/negative) we concluded that based on: Fulfilment of the Requirements and Wishes Availability of the solution Experience in the past Risks References Comptel was the right solution to build the Performance Management solution at VTS PN in The Netherlands

26 OSS System Situation without OSS: - 8 Fullvision Views with a capacity of 100 BS each - No alarmcorrelation possible - Backlog online only available for about 3 days (dependent from alarmcount) - Datacollection of alarmhistory has to be done manually - Alarmview shows always the whole alarmlist - Command and Control Rooms do not know if the system has a problem - Access is only given within the Competence Centres - Subscriber provisioning system only available inside the core - provisioning has to be done by the Competence Centres
