1 EMPLOYEE DEVELOPMENT PROGRAM Program Purpose: The overall purpose of the Employee Development Program is to assist employees in achieving their highest potential as members of city work teams. The program has three major elements to help employees develop themselves in their work life: Work Plan Goals and Objectives Annual Performance Review Training and Coaching Program Elements: 1. Individual work plans are developed which outline the specific activities that an employee will accomplish in a particular time period, estimated completion dates for each activity, and the performance standards for each activity. Individual employee work plans will directly correspond to department/division mission statement and strategic plan and the City's overall mission and strategic plan. 2. The City's Work Performance Review form will be used for annual reviews. Formal reviews will be conducted during January, February and March and completed by March 30. Supervisors are also encouraged to meet regularly with employees to provide performance feedback and to monitor work plan progress. An employee's strengths and areas needing improvement in performing specific job tasks are provided to an employee in written narrative as part of the formal review. The narrative is written by the employee's direct supervisor and should include three elements: a. a list of specific behaviors related to performance of specific job tasks b. indications of how the employee is meeting the goals and objectives agreed to in the work plan c. citing of critical incidents that show how an employee performed a job or task 3. Employees will be provided training in how to perform their job to the standards that are expected. Supervisors will be expected to provide adequate on-the-job coaching and conduct periodic and regular performance review sessions in addition to the annual formal review.

2 CITY OF MISSOULA WORK PERFORMANCE REVIEW FOR CITY OF MISSOULA EMPLOYEES: This formal review process is designed to help you achieve your highest potential as an important member of our city's team. Take this opportunity seriously and share ideas with your supervisor about specific ways to build your job skills. Your supervisor will also appreciate your comments about how he or she can assist you in performing your work. In addition to this formal review, both you and your supervisor are encouraged to talk frequently and regularly with each other about your work life. Your performance review has four parts: PART I: PART II: PART III: PART IV: Review and discussion of your work plan and the performance standards and job skills related to the plan. Discussion of your job knowledge, performance traits and communication skills. Feedback for your supervisor regarding how he or she can assist you in achieving your work plan and building your skills. Concluding comments from you and your supervisor. This review is to be conducted on an annual basis. After it is signed by both you and your immediate supervisor, it will be reviewed by your division manager and department head. The form will be forwarded to the City Personnel Office for inclusion in your personnel file.
