4 Letter from the President Dear Reader: It is with pleasure that I once again address you through this letter, which is intended to serve as a prelude to the document you are about to read the 2010 Enusa Group Annual Report. With this letter I would like to greet you and thank you for your interest in learning a bit more about this group of companies over which I have the honor to preside. This Annual Report will serve as an informative and reference source for the Enusa Group, since the data contained in it speak for themselves about us and our most relevant activities. More than three decades ago we started down a road on which concepts such as safety, quality, respect for the environment and responsibility for our surroundings were always the guidebooks for our journey, regardless of the nature of the activity in question. We are scrupulous about supporting these mainstays of our business which, together with the high professional qualification of our workers, give us the key to success and a good reputation in the sectors where we operate. On this occasion, I want to take advantage of this letter to pay a very special tribute to Japan. These are hard times for that country and also for our sector. From here I send my condolences to the families of the victims of the earthquake and subsequent tsunami last March 11. The human frailness we have witnessed in the face of the forces of nature will always remain etched in our collective memory. At the same time it is only fair to express my admiration, recognition and support of the operators of the Fukushima nuclear power plant who are trying to control and minimize the consequences of this accident. Before this event, those of us who work in this industry had some well-founded expectations of a nuclear renaissance, but now we feel that we have taken another step backward. But far from

5 giving in to pessimism, we will work harder and focus our efforts on keeping our installations at the highest levels of safety, naturally with the help of the lessons learned from Japan. I believe in nuclear technology and in its professionals and technicians, and I am totally convinced that nuclear power will continue to be an essential part of our future development. Going back to the Enusa Group, I would like to mention at this time two very special anniversaries for us. In 2010, it has been 25 years since our Juzbado factory shipped the first delivery of fuel assemblies to a nuclear power plant (Ascó II), and EMGRISA, which is a bit younger, celebrated 20 years of helping to improve the environment. My congratulations to both. I am totally convinced that after the lessons learned in Fukushima, nuclear power will continue to be an essential part of our future development As for our environmental subsidiaries, TECONMA has commenced the works on the Urban Waste Management Plant in Castellón. It is also suffering from our current economic crisis with a volume of defaults that will be hard to endure. EMGRISA has consolidated its position as an agency of the Administration. Regarding our industrial investments, ETSA has maintained a good position in its core business of nuclear material, explosive and nuclear medicine transports, and it is significantly expanding its operations in Central and Eastern Europe thanks to the growing market of explosives transportation. Molypharma is still a leader in the radiopharmaceutical market and has renewed its service contracts with the regional ministries of health of Valencia and Andalusia. Focusing now on the parent company Enusa Industrias Avanzadas, S.A. in the area of Uranium Supply we have achieved the objectives set by the electric utilities, and in the area of Fuel we are satisfied that the agreements with our technology licensors and partners (Westinghouse and Global Nuclear Fuel) have been extended. We are still committed to technology and the provision of services, and we have been witnesses to a key milestone: in its 25th anniversary year, the Juzbado factory has set an all-time production record. Because of this growth and our medium-term expectations, we have requested and have been granted an increase in the factory s production capacity to 500 tu/year. At the Saelices El Chico mine in Cuidad Rodrigo, we are carrying on with the dismantling, monitoring and reclamation plan of the former mining installations, and at the same time we are studying the information contained in the Viability Study submitted by Berkeley Resources Ltd. With regard to the Environmental Business Unit, the Enusa Technical Environmental Office is involved in the construction of the first biogas plant that will be installed in Juzbado, for which the site preparation phase has already begun. Looking to the future, the most important thing is to try to improve our competitiveness by boosting the current level and quality of production and implementing the lessons learned from the events in Japan. We should strive to maintain the recognition of our regulators, institutions and customers and contribute to the socioeconomic development of the communities where we operate. And to conclude this letter, I would like to express my sincerest thanks to the Enusa Group staff for giving us their very best in professionalism, dedication and involvement; to our shareholders for being our driving force with their permanent support for our projects; to our customers for their unwavering faith in us; and to the communities where we operate for welcoming and trusting us. 18 Business areas Business areas of our parent company, Enusa Industrias Avanzadas, S.A. (hereinafter, Enusa) FIRST PART OF THE NUCLEAR FUEL CYCLE We manage the supply of enriched uranium for Spanish nuclear power stations. We handle the design, manufacture and fuel supply, as well as the provision of services to nuclear power stations. ENVIRONMENTAL MANAGEMENT PROJECTS We restore disused uranium mining facilities (La Haba in Badajoz and Saelices el Chico in Salamanca) Our Technical Environment Office provides landscaping restoration services in the area of industry and public works and develops new energy applications such as the installation of biogas plants. Business areas of our subsidiaries ETSA. We deliver solutions for the transport of hazardous goods of high-level responsibility across Spain and Portugal and the rest of Europe. Molypharma. We produce and supply radiopharmaceutical products for use in nuclear medicine. TECONMA. We work to protect the environment by minimising the environmental impact produced by civil works. EMGRISA. We carry out projects in industrial waste management and polluted soil and water treatment and characterisation. 19 Main milestones of the Enusa Group in 2010 In Uranium Procurement we have met the objectives set by electric utilities. Agreements with our licensers and technological partners have been extended. On the 25th anniversary of the fuel element factory, we have achieved maximum annual historic output. We have been granted the licence for a production capacity of 500 tu/year. We continue working on the plan for dismantling, surveillance and restoration of our disused mining facilities. We have started building the first stock farming waste biogas plant at Juzbado (Salamanca). EMGRISA is now officially a Government body. We have been granted the patent for the soil thermal decontamination system. Desotermia has completed its soil decontamination for DELTA. In Castellón, TECONMA is building the first Urban Waste Management Plant in Spain using biological-mechanical technology. ETSA continues to extend its hazardous goods transport services (especially explosives) in Eastern Europe. Molypharma. If we factor in the 51 employees in a situation of partial early retirement, the staff of Enusa amounts to 610 employees. 28 Occupational health and safety The health and safety of all employees has been the Enusa Group s priority right from the start. Enusa Group Training in health and IRP We are firmly committed to the safety of the employees, the wider community and the environment through training, information, prevention and the development of new processes The Enusa Group has a Joint Occupational Health and Safety Service covering the four legally established branches. With all this information it draws up an action plan in which the appropriate measures are taken to remedy any problems found. 32 through an agreement with the CSN and Enresa will analyze the integrity of the structure of the rods constituting nuclear fuel Enusa investment for R & D + i For a company like Enusa constant innovation and commitment to R&D projects are fundamental. In this way, for instance, the Nuclear Safety Council (NSC) and Enresa concluded a specific agreement in 2010 to examine the integrity of the structure of the rods constituting nuclear fuel during their temporary storage in containers. 38 Events 25th Anniversary of the Juzbado factory In November, Enusa held different events to commemorate the 25th anniversary of the fuel element factory that the Company has in Juzbado in the province of Salamanca. One of the main activities arranged was a retrospective exhibition called : Illuminating challenges, sharing experience, a reflection of the factory s 25 years of existence. The exhibition was divided into five separate parts illustrating its history, development, economic contribution to society, business activity and its product. The other two events forming part of this celebration included an official act and an industry-level event, which took place at the factory, and a sports event for employees from all the sites, 25th Anniversary Challenge, in which over a hundred Enusa employees took part in various competitions (paddle tennis, fronton, basketball, indoor football and mus, the Spanish card game). 38 Social Performance

39 20th Anniversary of EMGRISA The environmental subsidiary of Enusa Group celebrated its 20 years of contributing to environmental improvement. One of the activities held to mark the 20th anniversary was the first edition of the EMGRISA 20th Anniversary Photography Competition. The aim of the competition was to raise people s awareness of the importance of environmental protection, in addition to encouraging them to use resources sensibly and protect the environment.
