11 Smart Cities are an enormous opportunity Great Opportunity for city leaders, citizens and businesses and entrepreneurs Smart in our context means intelligence within each sector and between and among each to make the whole far greater than the sum of the sector Universal sector smartness that is the same for all areas of responsibility --- a lot of which relates to connectedness Opportunity to employ technology enablers --- cloud computing, analytics, GPS/GIS and social /business networks of people to make cities more livable, workable and sustainable for all its inhabitants.

27 Energy Conservation and Financial Conservation Orlando Utilities Commission goes paperless Challenge OUC has always conducted free in-home audits but a paper based model made the process cumbersome, inefficient and often inconsistent. Turn around time was lengthy and negatively impacted participation in OUCsponsored programs. Solution A mobile solution to digitize and mobilize forms as well as provide access to OUC databases, giving representatives the ability to qualify audit candidates and make customer recommendations. Results OUC has increased the number of completed audits with the same staff level. Customers see credits to their bill, take advantage of rebates within 30 days and not 3 months. Information is saved automatically and supervisors and can track assignments, schedules and productivity 2

35 What does all this suggest for government policies? To be able to achieve these smart city capabilities, what does this suggest for national, regional and municipal government policies? Build TIC policies around a holistic view of what ICT can do for cities Adopt a holistic view of infrastructure, planning and key public services Fiber investment and spectrum availability and allocations - bandwidth and related infrastructure to handle increasing data requirements Financing and procurement process and regulations innovation for smarter solutions to city challenges Data availability create policy discussion around appropriate protection and release of government collected data while protecting citizen privacy Municipal, regional and national government collaboration

37 Aggressive national plan focused on all the right things Attacking key factors on a national scale that are also required at a city scale Colombia is already approaching 80% urbanized with 30 cities of over 100k We hope to see these policies extended and deepened to city government policies and planning Leadership --- from communities, cities and regions --- needs to continue on the path toward more livable, workable and sustainable cities This same message goes out to all those countries facing similar challenges The Smart Cities Council will be ready to support this transformation
