The fungus created mold, and the building owners spent $900,000 taking care of that mold damage. Willie Payne, Payne Pest Management Fumigating a 4-million-cubic-foot building can pose a challenge. But with the introduction of the new California Aeration Plan (CAP), Statewide Fumigation of San Marcos, Calif., and Payne Pest Management of San Diego put CAP to the test on a massive scale, while using Vikane gas fumigant. Their conclusion: Both parties agree that the fumigation of the Coronado Point condominium complex went off beautifully. We have a good crew and we came prepared, says Bill Lawson, owner of Statewide Fumigation, the subcontract fumigator who completed the job. We made several trips out there beforehand, so there would be nothing unexpected. Coronado Point had a drywood termite infestation for at least 10 years, says Willie Payne of Payne Pest Management, who sold the job. The building had never before been fumigated. Termite damage was evident. Damage created by the termites led to fungus damage, Payne says. The fungus created mold, and the building owners spent $900,000 taking care of that mold damage. Although the building needed to be fumigated, Payne says, the condo residents had reservations about actually doing the fumigation. Their concerns were the same as many homeowners, Payne says. Will there be any damage to the roof? They wanted to know how we were going to fumigate both buildings at the same time. We used secondary locks and chloropicrin at all points of entry. Some people had concerns about the fumigant itself, even though we had fumigated the building next door 14 months prior. We held a town hall meeting for all the homeowners, conducted by my son, Jason Payne, our VP of operations. We answered all of their questions as they related to the logistics of getting this job done. We answered questions about the fumigant and how it would not affect people after they returned to their home. We made sure they understood that the only method to treat this properly was to fumigate, because of the massive infestation all over the complex and in many inaccessible areas. Did you know? These are exclusive, high-end properties, and they did not want holes drilled in their walls to spot-treat. Coronado Point is an upscale condominium complex in a popular tourist area. The unique chimneys on the building also created challenges for fumigators. Today, many companies are hiring professional photographers to document large, interesting or notable fumigations. As an overall effect on the revenue side, CAP hasn t had any effect, Payne says. People still need to have their homes fumigated; now we just have a way to explain to them that it s a worker safety precaution that we just need to live with. We tell them, Sorry, but you need to stay out one more night. At one point they were considering using orange oil or heat, but the complex was too big to heat and it was not a candidate for orange oil because of the inaccessible areas, Payne says. After having the meeting and finding out the facts, then it was fine, Payne says. All we had to do was show them our support material provided by Dow AgroSciences, and we were able to help them overcome those concerns. The condo association looked at other treatments for drywood termites but ultimately determined fumigation was the best course of action. Honestly, I think it went really well, Lawson says. There weren t any issues. With as many vents and fans as we had, we didn t have any issues with airing out the structure. I like CAP, even though the equipment is tied up longer. 4 4 Career cleared for retirement Rudy Subieta of Dow AgroSciences Retires In 1976, Rudy Subieta was a graduate of the University of Houston working as a cancer researcher when he decided to try a different career path. Subieta took a job as a research biochemist for The Dow Chemical Rudy Subieta Company, and that evolved into him becoming a structural fumigation specialist with Vikane gas fumigant. Now, after nearly three decades of helping fumigators and their customers, Subieta is retiring from Dow AgroSciences. I started working on Vikane gas fumigant in 1984, Subieta says. Over the years, the biggest change I ve seen is that the amount of regulation in structural fumigation has gone up exponentially. Also, we saw an increased emphasis on product stewardship. That has become a key component because of its inherent properties: a gas fumigant is a hazardous product, and we can t have unqualified people working with it. What hasn t changed is the need for trained professionals using Vikane gas fumigant to eliminate drywood termites from infested properties. Keeping this valuable tool available in light of ever-increasing regulation has made training fumigators critical, Subieta says. In 1988, Subieta helped improve fumigation professionalism when he co-founded the Florida School of Fumigation with Dr. Ellen Thoms, fumigation technical specialist with Dow AgroSciences. When I came to work in the territory, I soon realized that most fumigators were being trained by their managers or other people Trademark of Dow AgroSciences LLC Vikane is a federally Restricted Use Pesticide. in the industry, Subieta explains. Good things were passed along, but training varied from company to company. I had this idea that maybe we needed to have more formal training for fumigation with courses that teach them how to introduce the gas properly, how to clear properly and also the basics of the properties of gases. Those ideas were swirling in my mind, and at that point Ellen Thoms joined our sales district, and I started bouncing my ideas off of her. She agreed that formal training would be good for the industry. I approached the director of entomology at Broward Community College, and he was very receptive. With the help of Ellen, we put together a curriculum, and the fumigation school was born. The mission of the school and its focus on stewardship has been consistent over the years, he says. Read and follow the label, Subieta says. Don t cut corners. Fumigation is a very specialized service and is probably the only facet of pest control that homeowners cannot attempt themselves. Fumigators are true professionals in that regard. They have this incredible tool at their disposal. Another fumigation initiative Subieta was involved in was the development in Florida of a fumigation advisory council, which has been important in advancing fumigation professionalism. Early in my career, we had a few issues with people wanting to enter the house before it was cleared, even though there were warning signs, he explains. It was about this time that we had helped form a fumigation advisory council in Florida. We asked the council how to prevent people from entering before the structure was cleared. Unanimously, they said to make secondary locks mandatory on the label. That has dramatically dropped continued on Page 7
5 BACK TO THE BASICS In Case of Emergency 5 Emergency response number is the place to start By Ellen Thoms, Ph.D., Technical Expert, Dow AgroSciences Accidents happen, and some are serious enough to warrant fast action. To help, Dow AgroSciences offers a toll-free emergency response number for use during issues or emergencies relating to Vikane gas fumigant. The number, , is staffed by trained responders who can offer help with a variety of situations, 24 hours per day, seven days per week. not indicative of an ongoing issue that needs to be addressed, Hutton says. If you have any questions about the toll-free emergency response hotline, contact your Vikane sales representative. The reason Dow AgroSciences offers this emergency response hotline is because it is good product stewardship, says Steven Hutton, North American product steward specialist for Dow AgroSciences. Dow AgroSciences ER Process Reasons to call the emergency response number include, but are not limited to: Human exposure Animal exposure Leaks, fires or vehicle accidents Other questions and concerns about Vikane Emergency PHONE MENU Rotary Dial Default to INFOTRAC Though the U.S. Department of Transportation requires an emergency action plan for chemical spills, fires, leaks, water contamination and other accidents, Dow AgroSciences feels it is important to have a response in place for many different situations that could arise during fumigation. There also is an option for nonemergency situations so people can call the tollfree number with product or application questions, or to order literature Monday through Friday during regular business hours. When the number is dialed, the caller must listen to the options and choose the one that fits the particular emergency. Depending on the situation, the caller will then get a live operator who will assist the call. In cases of human exposure, trained medical staff with knowledge about Vikane and other Dow AgroSciences chemistry is available to speak to on-site medical staff. Fumigation is a very specialized service and is probably the only facet of pest control that homeowners cannot attempt themselves. Fumigators are true professionals in that regard. They have this incredible tool at their disposal. Rudy Subieta, Dow AgroSciences unauthorized entries. This was one of the issues that we overcame with the help of the fumigation advisory council. Partnership between fumigators, distributors and Dow AgroSciences has helped Vikane gas fumigant celebrate 50 years in the industry, he says. In such a highly regulated industry, Subieta says, it s valuable to reflect on why the product has been so successful over the years. I think it s because No.1, there is nothing more effective than Vikane right now for complete elimination of termites or other pests that are in unreachable areas of a house, he explains. Nothing matches the properties of an expanding gas to reach the pests where they are. No. 2, I think the product stewardship emphasis has been excellent. That includes working with regulators to avoid mistakes, and the creation of the fumigation advisory council. I think dealing with regulatory agencies is going to continue to be a big challenge. Another industry challenge is the business side of fumigation. Today, the housing market is down, and I see some fumigators underbidding jobs, he says. Low cost does not reflect the value of what the fumigators do. If you don t charge enough to cover your costs and be able to replace your equipment, then some things tend to go by the wayside. Your tents are going to start looking shabby; you won t have a nice truck. Subieta says one thing fumigators do well is take care of infestations of drywood termite, a destructive pest that you have to see in action to believe. I was in a warehouse once that I recall housed aircraft parts, and we went into a huge room where literally the floor was carpeted by drywood termite pellets. The pellets were raining from the wooden beams overhead. It was an eerie sight. Subieta says his retirement plans include moving from Florida to Texas to be closer to some of his family. A lifelong music lover, he is planning to compose music with his daughter. And after nearly three decades of working with fumigators, he also might keep a hand in the industry as a consultant. I m just going to take it day by day, he says. Rudy Subieta poses in front of the Dow Chemical logo in Trademark of Dow AgroSciences LLC Vikane is a federally Restricted Use Pesticide.
