Welcome and Introduction: Dana Goedbloed, Dean, College of Trades and Technology, Kwantlen University College Dana welcomed all members to the Cloverdale campus and invited everyone to tour the facility following the meeting. There have been a few growing pains as the Trades and Technology division moved in to the new Cloverdale campus partway through the spring semester. She thanked everyone for attending the articulation meeting and expressed her hopes that everyone enjoys the evening agenda at the Cloverdale Race Track. 2. Introduction of Committee Members and Guests Larry Rhodenizer, Automotive Coordinator, Kwantlen University College Chaired the meeting and initiated round table introductions. 3. Approval of Agenda/Additions: A request to include an update re SVI was made. Larry confirmed it would be discussed under new business. Agenda approved. 1

2 4. Approval of October 2006 Minutes On page 3 of the minutes, it was noted the SVI convention was held at the College of New Caledonia in Prince George, not Malaspina. MOTION was made to approve the 2006 minutes, as amended, by Barry Johnson, seconded by Bill Deutch CARRIED 5. Business Arising from 2006 Minutes Jamie Bloomfield and Jason Leber were on the subcommittee responsible for viewing and recommending videos suitable for use in instruction. They looked at the CDX Automotive Research Kit which seems to be a good fit. It is short video clips that would be useful to introduce material or summarize material just covered. They also looked at Automotive, more advanced videos, which are perhaps too advanced for ELT but more appropriate for apprenticeships. Recommend we consider adopting some as a group. Okanogan has about ten in the library for individual use only. It is not intended that they be used in the classroom due to licensing requirements. These are 20 to 30 minutes in length. They disassembled the package and are just using the videos. The cost is dependent upon how many licenses you get. Thought to be cost effective. They also looked at DVD's from Thompson Nelson - really comprehensive auto tech series. Another animated power point was thought to be very basic and not entertaining. The Automotive Technology video series was considered to be the most valuable set worth approximately $800 - $900. Jason will send the specific title via to the group. Susan Weber, AEMAC, was unable to attend the meeting however she did send a letter along confirming she had looked into the CDX software for the 2006 articulation. She noted some institutions were already using the software, and recommended it be purchased as a group to take advantage of reduced prices offered by AEMAC for all BC colleges. If five or more colleges are interested, AEMAC will try to facilitate a group purchase. Cost is based on how many licenses are required (base around $4,000?). Jason said they gave a presentation and threw in 30 online logins. They were good about customer service and follow-up calls. Jason confirmed CDX would do a presentation. It was suggested that the hosting college might want to coordinate this. There was some discussion regarding the licensing restrictions and the inability to show some materials in class. BCIT uses a lot of manufacturing videos. If anyone is using anything else of interest, it might be worth recommending to the group. 2

3 6. ITO Update: Lloyd Stamm Lloyd indicated they were moving along quite well in getting the 2003 Foundation outline adopted, which they hope to have done within the next month. The commitment needs to be done before the end of March. They paid to have a gap analysis done, starting with the 96 curriculum showing the differences between then and today. While it initially showed we would need more time in the 3 rd and 4 th years, based on employer input, we may actually need more time in the 1 st and 3 rd years. Need to get the outline updated to Red Seal standards. Lloyd asked for involvement from the group in developing an exam bank for each year to Red Seal level. This was done with Collision trades and proved to be very effective. It helped them understand how to write good questions, and got rid of ambiguous questions. We need to take the outline and build a table of specs, ensuring the appropriate percentage per topic and priority around what needs to be asked. The challenge is to produce a random test bank with three questions so that we can make a new test each time. As the questions are tied to the outline and the instructors are teaching to the outlines, it gets around ethical issues and ensures each section is addressed in the appropriate percentage. After going through the process with the Collision trades, it was determined it was best to do a workshop first identifying why and how we write good test questions. Norm Dooley is willing to do a workshop that could fit into one or two days. We need to identify who would be willing to get together for a workshop and then build specifications from the outlines from which we could then build the question bank. Lloyd indicated there was a sense of urgency, as this needs to be done before the end of March. The Ministry came to the board requesting a new program be implemented called Service Advisor. Lloyd noted they would like to get the outline nailed down before the end of March. The challenge is to find providers to pilot this program. Auto Parts and Warehousing has gone through curriculum review test bank next. Not sure how to proceed with Upholstery and the challenges in trying to sustain a hobbyist type trade. Industry wants it kept alive and the Ministry is behind it. Discussions will be starting next month looking at Motorcycle as a trade and Outdoor Power Equipment. Lloyd fielded questions from the group. There was discussion around the weighting of the final exam. Lloyd confirmed it is a common final exam tied to the curriculum and would replace our final. We would take the mark from the final exam and blend in with our other marks. Classroom marks should include a more practical component, but felt the Automotive program was not as cut and dried as some other trades. Lloyd asked the group what percentage they felt was appropriate. One suggestion was to look at the actual time spent in the shop vs. classroom and then decide. There was a request to identify what is involved at each level some would like an extra week in the 2 nd year and suggested instructor input should be considered. 3

4 There was concern by some that there was not sufficient detail in the two-page index (of the 2003 curriculum) to establish or run a 3 rd year program. Item #7 ELTT Training Time Length - Summary of training time lengths; all except two institutions are providing 30 week ELT training programs. - Confusion around directive of training length; - At 2006 articulation meeting Lloyd Stamm presented an outline of 30-week program that included training time percentages and content outline based on the 2003 Provincial curriculum. The intent was this would be the new 30 week model of ELTT - No further message was sent from either the ITO or ITA and some schools chose not to implement the new program - Question, Who is going to give the directive to the schools about the new training program, the ITA or ITO? Deferred to next day s presentation by ITA - TWID # for ELT students - Not currently happening due to different computer systems used by the colleges, should be corrected by new computer system being implemented by the ITA Item # 8 BC Used Oil Management Association Ron Driedger - Presented an overview of the provincial recycling program for oils and oil containers - Many opportunities to have used oil and oil containers picked up from our schools and shops Item # 9 CAMPE Larry Rhodenizer - Canadian Motive Power Educators - Meet twice a year to discuss similar topics as our articulation group - Larry is a new member (Regional Director of Western Canada) - BCIT is the only other college associated with CAMPE in BC - Other colleges are strongly encouraged to affiliate themselves with CAMPE - Next meeting scheduled for November 19 th and 20 th in Toronto - Membership dues are approximately $ per year Item # 10 Consul Lab Kevin Boden - Presented an overview of his company which makes live training aids for automotive training schools - Based out of Quebec - Contact Kevin at or visit Item # 11 ITA update Kevin Evans, Lindsay Langill - BC in very exclusive situation with labour shortage and retirements, set to peak at Kevin is working with the ITA and industry training groups to come together and work towards solutions in providing trained workers to the workforce - ITA has new letter of agreement written 4

5 - States 75% utilization of training seats is standard, 85% is current fill rate and missing 15% represents 11 million dollars of unused funding - New plan is to move funding from one school or program to another which has a waitlist, 70% of funding will be moved, 30% will remain to pay for infrastructure costs - New computer program RITA, Registration of Industry Training Achievement should prevent students from double parking themselves on waitlists - RITA scheduled to be implemented by June Private training options are being looked into but represent a small market share, 7 million dollars compared to 80 million to public schools - Alternative training models being piloted, after hours, e-learning and weekends - Immigration going to be important to filling labour shortage so evaluating prior training and skills is necessary, looking into how that can be done for automotive - Training dollars for aboriginal and women programs - Foundation program is seen as unnecessary in workforce as the need for employees is great - NOTE: it was brought to the ITA attention that automotive does require the foundation program and the industry does not want it removed - TWID # Jeff Nugent looks after this area; Lindsay will go back and review this process with Jeff. Jeff will write a briefing paper and distribute it to the articulation group - BC modeling itself after Alberta with level exams, which will be paper based and invigilated by instructors from other topic areas similar to red seal. Eventually leading into computer based delivery - SSA and ACE-IT programs, minimum requirements for instructor and infrastructure of program have been set, previous programs are grandfathered until review comes up. - Minutes from articulation meetings should be given to ITA as knowledge items - Larry requested the ITA make a recommendation to clearly state the minimum standard to ELT to be 30 weeks. This is also important because the time in trade credit is 450 hours based on 900 hours of training time. - Current 4 th year classes could be given the new exam if wanted contact Lindsay for details Item #12 Secondary School Liaison Roger Hargreaves - Student interest in program and trades area is increasing - 20% increase in students who received $1000 scholarship - Quality of instruction and programs are increasing due to learning curve, entering into 2 nd, 3 rd years of teaching program - Secondary school partners are wanted by this program - Lots of competition for students from other industries not just trades any more - YES 2 IT, funding for hosting information events to raise awareness of automotive programs to grade 10 students - New resources developed, brochures, posters and website - Working on developing a technology teacher education program for high schools and post secondary schools, fast track program for red seal technicians Item # 13 Other Business SVI update - Last year it was in Prince George - Articulation committees are encouraged to meet around this time - Next SVI meeting is at Selkirk college in June 5

6 Round table discussion on marketing of programs - All agreed that enrolment of ELT programs is down - Websites promoting programs - Information sessions held at colleges or high schools - Talk to high school teachers, students and councillors - TV / radio ads - Calling applicants on waiting lists for other programs - Attend local car races and events - Skills Canada participation - YES 2 IT program funding, $5,000 to $15,000 available for assistance Item #14 Election of New Chair - Larry Rhodenizer agreed to remain for another year Item #15 Next Meeting Dates and Location - October 23 rd and 24 th of 2008 at Kwantlen College, Cloverdale campus Item #16 Summary of Meeting and Action Items - No action items were created Item #17 Adjournment of Meeting - Hearing no further business, the chairperson adjourned the meeting 6
