1 For a limited time, the City of Wheaton is offering qualified residents a unique opportunity to improve their home s energy efficiency. By identifying and implementing steps to make their home more energy efficient, homeowners can lower the cost of their monthly bills and improve the environment by using fewer resources to run everyday items, such as appliances, furnaces and air conditioners. Funding for this program is provided by the U.S. Department of Energy, through the American Recovery and Reinvestment Act (ARRA). Through this program, the City is offering homeowners the following rebate options: Rebate Option 1: Rebate Option 2: Rebate Option 3: Up to $1,000 (or 50% of the project cost, whichever is less) after receiving a FREE home energy review by Wheaton s certified energy technician. Up to $1,000 (or 50% of the project cost, whichever is less), for homeowners who decline the free review by Wheaton but do hire a qualified contractor to conduct an energy audit. Up to $750 (or 30% of the project cost, whichever is less), for homeowners who complete eligible activities without Wheaton s free energy review or a contracted energy audit. What is Wheaton s Home Energy Review and What is an Energy Audit? Wheaton s home energy review identifies a home s deficiencies and offers recommendations to improve its energy efficiency. Wheaton s certified energy technicians identify potential areas with air leaks, inadequate or missing insulation as well as recommendations on ways to reduce energy loss. In an energy audit, a specialized technician conducts air infiltration measurements to determine the tightness of the home s envelope (i.e., leaks within the structure). This produces information about areas of energy loss, and also provides numeric data on the testing results. Who and What Qualifies for the Program? To be eligible for the Home Energy Savings Program certain criteria apply including: Property owner shall be a Wheaton resident Structure is limited to one single-family detached dwelling per owner Dwelling shall have been constructed prior to 1980 Dwelling shall be located within the city limits of Wheaton Dwelling shall be owner-occupied What Improvements Qualify for Reimbursement? Eligible improvements may include activities such as sealing gaps, cracks and other leaks that let outside air into your home; adding insulation; window repair or replacement; sealing and insulating ducts that run through attics or crawl spaces; and repairing or replacing old or poorly functioning heating and cooling systems. Please note, only improvements installed after May 21, 2010, are eligible for reimbursement.
2 Replacement of refrigerators, freezers, dishwashers, microwaves, clothes washers, dryers and room air conditioners are not eligible activities under this grant program. Due to ARRA regulations, adding solar power to the home is not an eligible activity. What Can I Expect on the Day of the Home Energy Review? If you apply under Rebate Option 1, a Permit Processor from the Wheaton Building Department will contact you to arrange a convenient time for the energy review. On the day of the review, a certified energy technician employed by the City of Wheaton will arrive at your home and provide you with an overview of their process, and the technician will: Present their City identification. Ask you a few questions to help uncover some simple ways to reduce the household s energy consumption. Tour the home to detect air leaks throughout the house, including duct work, windows and attics, and will identify inefficient equipment such as the types of light bulbs used, furnace filters, and appliances. Provide you with a list of improvements to help enhance the energy efficiency of your home. This list of suggestions will be provided to you within two weeks of the on-site visit. How Do I Apply for the Home Energy Savings Program? Beginning May 21, 2010, qualified residents may apply for the Home Energy Savings Program. The application is attached to this notice, may be obtained at City Hall, and may be downloaded from the city s Web site at Receipts for eligible activities must be submitted by September 14, Applications will be reviewed and approved on a rolling basis, first-come, first-served, until the funding is depleted. Applicants will be notified of their status within two weeks of their submittal. Are There Other Advantages to Participating in the Home Energy Savings Program? In addition to the FREE energy review and reimbursement through the City of Wheaton, certain improvements are eligible for federal tax credits of 30%, up to $1,500, including windows and doors, insulation, roofs (metal and asphalt), HVAC and water heaters.
