The end of (rural) public transporta0on as we know it? The Frankfurt RhineMain Region - an important European centre for industry, finance and services, interna=onal traffic hub is very heterogeneous and faces contradictory developments. Demographic change stable development in the regions core, but à shrinking and ageing society at the fringe à PT predominantly adapted to the needs of pupil, already service gaps Budget restric=ons The region has quickly overcome the financial and economic crisis, but: à public households s=ll suffer from the massive spending of tax money to spoil the economy à public authori=es face a strict dept brake becoming effec=ve in 2020 è è less, older, poorer but more demanding passengers circumstances form a major thread to the status- quo of rural public transport ivm GmbH (4) Broking Mobility
Evolu0on, not revolu0on: Making a new approach in the Odenwald county Together with the OREG, the local transport authority in the Odenwald county, we work exemplarily at developing and implemen=ng a more sustainable mobility system exceeding the current boarders of classic public transport services. Aims and objec=ves: à crea=ng a pool of available mobility op=ons à extended service (service =me and area) à be^er availability and flexibility of service à accessibility, design for all à sustainability è OREG should be recognised as the mobility broker, a one- stop- shop for organising mobility without using a private car! Odenwaldkreis ivm GmbH (5) Broking Mobility
Integra0on: fields of ac0on and core elements Organisa=on Financing Informa=on & Marke=ng Integra(on Fare management Business models Technology Core elements: à mobility guarantee à broking mobility op=ons including ridesharing and taxi rides à mobility placorm cross- linking communica=on and passenger informa=on à incen=ve- oriented fare system ivm GmbH (6) Broking Mobility
If you take us: mobility guaranteed... valid 7 days a week, from 4 a.m. to 1 a.m. trips from all towns and villages to the next local or county centre (based on exis=ng transit network) trips within built- up areas within 30 minutes ager calling between (central) stops and door- to- door (op=onal) to the next transfer stop (if classic transit connec=on available) OREG Mobilty Guarantee ivm GmbH (7) Broking Mobility
Crea0ng a pool of public and private mobility op0ons Hotel services Pick- up & delivery services Welfare/healthcare/assistet transport Light running taxis etc. Costs/Flexibility Taxi ride Rideshare (private) Rideshare (third party) Classic public transport (fixed route, demand responsive) Mobility Centre Third par=es Spectrum of opera=on/ Number of carried passengers using private rideshare to promote volunteership taxi ride only if no other op=on is available, as a synonym for providing capaci=es for the guaranteed right of transporta=on ivm GmbH (8) Broking Mobility
A platorm for broking mobility combining all ac=vi=es concerning the access to public mobility close coopera=on of all stakeholders Informa=on transparency à no complicated =metables and transfers) dynamic real=me passenger informa=on à at stops à via internet Booking database à for registra=ng mobility offers à matching demand organising the complete trip chain op=ons à groups, PRM, bycicles etc. Payment e- Ticke=ng integra=on in regional distribu=on system (RMV) customer loyalty program ( MobiCard ) ivm GmbH (9) Broking Mobility
Fare and incen0ve scheme op=mised user financing by bonus oriented incen=ve scheme à regional zonal fare system as a basis for all transport op=ons à if a taxi ride has to be provided, a supplement must be paid à everybody offering or demanding mobility will be rewarded à cheaper =ckets, petrol vouchers à ra=ng drivers à provision for every trip successfully arranged beyond the standard PT service MobiCard as a key to the mobility system à carrier medium of RMV e- =cke=ng à obligatory, paying small amounts à for all transport op=ons è Encourages use of mobility system and ensures social security ivm GmbH (10) Broking Mobility
Mobilty centre: OREG as the local mobility broker Appearance of a local transport authority as mobility broker publicly guaranteed mobility standard one central placorm for organising personal mobility without the use of an own private car integrated approach of combining classic public transport, taxi service and private cars to create one flexible and accessible mobility system encouraging volunteership using modern communica=on technology for planning and paying a journey connected with an incen=ve scheme to encourage supply and use of especially private transport op=ons on the long run: relief of public household Bus (classic local PT) Rideshare (private) Taxi OREG Rideshare (third party) RMV (regional PT) customer ivm GmbH (11) Broking Mobility
What s next? par=cipa=on: most relevant stakeholders including poli=cs are convinced by the need to adapt the current public mobility system to future requirements draging a roadmap for implementa=on we s=ll need a deeper understanding of legal, organisa=onal and financial aspects à approach requires significant investment during the start phase à star=ng with workshop in June/July 2011 draging the requirement specifica=on of the whole system, technical issues How far so we need to/should we go? à adaptable system architecture needed no fixed schedule for implementa=on (yet) à aiming in a sound and permanent realisa=on despite its pilot character à expect to start first phase of opera=on in mid 2012 à maybe at next ECOMM in Frankfurt... ivm GmbH (12) Broking Mobility
