3 Background - Strategy Pan-Government IT Strategy 2010 An initiative to develop an effective procurement mechanism of public cloud services for Government Bureaux / Departments (B/Ds) Government Cloud Strategy Adopt cloud computing in delivering e-services Establish a Government cloud environment progressively over the next few years to support a range of Government-wide applications Include public clouds for generic applications 3

4 Background - Demand Conduct a survey on demand of public cloud services in late 2010 and subsequent contacts with B/Ds Sufficient demands from B/Ds on common public cloud services like office, collaboration, communication, backup and restore, social media Estimated spending: >HK$50M in 3 years (2012 and beyond) 4

5 Provision of Public Cloud Services Provision through a Listing Arrangement by OGCIO Adopted in mid 2012 Lasting for 3 years with interim review Benefits of the Listing Arrangement Provide opportunities to our IT industry to participate in Government procurements more conveniently B/Ds need not go through lengthy procurement for each and every acquisition Pave way for wider adoption of public cloud services in the Government 5

6 Standard T&C Similar to those for IT Products like PC, Servers and Network For the subscription nature, the liquidated damages clause made reference to MWS Actual Service availability is less than the Committed Service Level, the Contractor to pay the Government liquidated damages The liquidated damages shall be calculated on a monthly basis on the last day of every month Government can set off the liquidated damages against any further payment For serious breach, the Government shall be entitled to terminate the Contract 6

7 Request For Information (RFI) Objectives Collect information on public cloud services to be deployed in the Government Enable the Government to develop a List of Government Public Cloud Service (GPCS) Providers with their related services Provide corresponding reference prices for B/Ds to acquire public cloud services in accordance with Government procurement procedures 7
