1 Jackson County Board of Education Minutes of Regular Meeting Sylva, North Carolina Central Office 398 Hospital Road May 21, :00 p.m. The Jackson County Board of Education met in regular session at 6:00 p.m. on Tuesday, May 21, 2013, at the School Board Administrative Offices, 398 Hospital Road, Sylva, NC. The following members were present: Ken Henke, Chairman Ali Laird-Large, Vice-Chairman Matt Wike Nathan Moss Elizabeth Cooper Also present were Dr. Michael Murray, Superintendent; Susan Griesinger, Human Resources Director, Gwen Edwards, Finance Officer, Dean Shatley, School Board Attorney, and Cora Fields, Board Assistant. CALL TO ORDER Chairman Ken Henke called the business meeting to order and led the Pledge of Allegiance. APPROVAL OF AGENDA Upon a motion by Mrs. Ali Laird-Large and seconded by Mr. Matt Wike, the board voted unanimously to approve the Agenda. SPECIAL RECOGNITION A. Dr. Murray introduced Fairview Elementary School Science Teacher, Ray Crawford. Mr. Crawford introduced the following students who each provided an explanation of their entries and the awards that they received as follows: Fairview Science Olympiad Team Overall - 2 nd Place Western Region (Ray Crawford) 1. Alex Dills - 8th Grade - 1 st Place Regional Tournament 2. Alexis Dills - 8th Grade - 10th Place State Tournament 3. Lena Kantz - 7th Grade - 8th Place State Tournament 4. Makayla Singleton - 7th Grade - 10th Place State Tournament 5. Skyler Singleton - 8th grade - 1st Place Regional Tournament 6. Kailey Sutton - 7th Grade - 8th Place State Tournament 7. 2 CONSENT ACTION AGENDA Action: Upon a motion by Mrs. Ali Laird-Large and seconded by Mrs. Elizabeth Cooper, the board unanimously approved the consent action agenda: A. Open and Closed Session Minutes of Regular Meeting of April 22, A. Agenda Item: Superintendent s Report Presenter: Dr. Michael Murray INFORMATION AGENDA Dr. Murray reported on the JCEC Graduation that took place the previous evening. We had 30 graduates. Eighteen of those graduates earned Associate of Arts College Transfer Degrees, 1 graduate earned 2 additional Associate degrees Civil Engineering and Surveying Technology, 1 graduate earned an Associate degree in Graphic Design, 3 students earned the 44 Core College Transfer Diploma, 2 students earned Certificates Cosmetology and Welding and overall our students averaged 63.4 hours of college credit. Every student in the graduating class earned college credit. 1/3 of the class (10 students) earned the recognition of being a North Carolina Scholar the highest honor that NC Public Schools recognize. Over 1/3 of the class (11 students) have earned Dean s List or President s List recognition at SCC throughout their high school/college career. 18 students were members of the JCEC National Honor Society 4 New Century Scholars 4 students will join the work force 1 student entering the military Army 4 students attending a 2-year college 17 students attending a 4-year university or college within North Carolina 4 students attending a 4-year university or college outside the state of NC for a total of 21 students - over 2/3rds of our graduating class going on to a 4 year university or college)!!! B. Agenda Item: Teacher of the Year Awards Presenter: Rebecca Ensley, Director of Secondary Curriculum Mrs. Ensley discussed the Teacher of the Year event scheduled for June 3, 2013 at the Jackson County Public Library and introduced the candidates: Tammy Cabe Cullowhee Valley Elementary School April Debord Smoky Mountain High School Kelly Doppke Fairview Elementary School Cindy Ellis Jackson County Early College Cindy Ensley Smokey Mountain Elementary School Nicole McRight Blue Ridge School Carrie Reynolds Scotts Creek Elementary School Kelli Sutton The School of Alternatives Eleanor Young Blue Ridge Early College C. Agenda Item: Safety Report Presenter: Dr. Elizabeth Younce, Director of Student Support Services Dr. Younce discussed the Safety Report and Safety Assessment Tour that JCPS coordinated with Jackson County Emergency Management and Sheriff s Department, Cullowhee Fire Department Page 2 of 8
3 and Western Carolina University. The team had several recommendations that will be implemented as follows: Standardized safety procedures and processes at all JCPS schools. Exterior Doors must remain secure throughout the school day. Entrance Doors should be secure. Practice emergency drills often staggering the times alter the escape plans. Ensure easy access to black boxes containing important school information. Maintain a clear path to exit doors. D. Agenda Item: Unaudited Financial Summary Presenter: Gwen Edwards, Finance Officer Mrs. Edwards presented the Unaudited Financial Summary for May 21, ACTION AGENDA A. Agenda Item: Budget Amendments Presenter: Gwen Edwards, Finance Officer Mrs. Edwards reviewed budget amendments to the state and federal funds and asked for board approval. Action: Upon a motion by Mrs. Ali Laird-Large and seconded by Mr. Nathan Moss, the board voted to approve the Budget Amendments and transfers as requested by Mrs. Edwards. B. Agenda Item: Approval of purchase order for computers from MVP Network Consulting LLC Presenter: Gwen Edwards, Finance Officer Ms. Edwards reviewed the MVP Network Consulting purchase order for computer parts and licensing and asked for board approval. Action: Upon a motion by Mrs. Ali Laird-Large and seconded by Mr. Matt Wike, the board voted unanimously to approve the MVP Network Consulting purchase order. C. Agenda Item: Career & Technical Education Annual Plan and Grant Application Presenter: Angie Dills Ms. Dills presented the Career & Technical Education (CTE) Annual Plan and Grant Application and asked for board approval. Action: Upon a motion by Mrs. Ali Laird-Large and seconded by Mrs. Elizabeth Cooper, the board voted unanimously to approve CTE Annual Plan and Grant Application. D. Agenda Item: Local AIG Plan Presenter: Terri Hollifield Mrs. Hollifield presented the Local AIG Plan and asked for board approval. Action: Upon a motion by Mrs. Ali Laird-Large and seconded by Mr. Nathan Moss, the board voted unanimously to approve the Local AIG Plan. Page 3 of 8

Murray, Superintendent th NC State FFA Convention Smoky Mountain High School, Agriculture Grades 9-12, Raleigh, NC, June 17, 2013 to June 20, Basketball Camp Smoky Mountain High School, Grades 7-12, UNC Chapel Hill, NC, June 27, 2013 to June 29, Volleyball Camp Smoky Mountain High School, Grades 9-12, Clemson University, SC, July 18, 2013 to July 21, HOSA National Leadership Conference Smoky Mountain High School, HOSA Grades 10-12, Nashville, TN, June 26, 2013 to June 29, Action: Upon a motion by Mrs. Ali Laird-Large and seconded by Mrs. Elizabeth Cooper, the board voted unanimously to approve the above field trips. CLOSED SESSION The board unanimously approved a motion by Mrs. Ali Laird-Large and seconded by Mr. Nathan Moss to enter into closed session pursuant to G.S for the following purposes: under subsection; (a) (1) to prevent the disclosure of privileged or confidential personnel information pursuant to G.S. 115C and (a) (3) to discuss matters protected by attorney-client privilege. Upon a motion by Mrs. Ali Laird-Large and seconded by Mrs. Elizabeth Cooper, the board voted unanimously to return to open session. OPEN SESSION Chairman Henke announced that action was taken in closed session regarding a personnel matter. PERSONNEL ACTION AGENDA Action: A motion was made by Mrs. Laird-Large to approve the personnel agenda as recommended by Dr. Murray and was seconded by Mr. Matt Wike.
