3 0 Methodological Explanations Brief Description of the Survey The Annual Statistical Survey on the Quantity of Waste at Waste Landfill sites (KO-U) is conducted to obtain data on the quantity of waste and the kinds of waste according to their source and kinds of handling the waste. The survey covers the business entities in the Republic of Slovenia, i.e. legal persons or individual entrepreneurs who are engaged in waste management in line with the regulations during their operation and upon their closure. The survey is conducted by the Statistical Office of the Republic of Slovenia, in cooperation with the Slovenian Ministry of Environment and Spatial Planning (MOP). Upon electronic reporting by IJSVO, the electronic data base comprises the data of all the reporting units. Joint data collection within the KO-U survey is an example of good practices with which we managed to reduce the costs of survey and burdens on the reporting units, ensured improved data quality and harmonization of reported and disseminated data on national and international levels. Legal Basis for the Survey The fundamental regulation that regulates waste disposal is Uredba o odlaganju odpadkov na odlagališčih (Uradni list RS, št. 32/2006, 98/2007, 61/2008, 53/2009, 61/2011), i.e. Decree of the landfill of waste, available only in Slovene. There is also the Uredba o odpadkih (Uradni list RS, št. 103/2011), i.e. Decree on waste, available only in Slovene, which determines the obligatory handling of waste and the conditions for their collection, transportation, mediation, trade, processing and removal. A classification system of waste, together with classification codes and lists of waste, is part of the Decree. Herein hazardous waste is determined separately, by an asterix standing next to the waste classification code. The obligation to report on the handling with waste (waste collection, alteration and removal) is regulated by Waste Statistics Regulation (ES 2150/2002), but it is obligatory also in line with the Zakon o državni statistiki (Uradni list RS, št. 45/1995, 9/2001), i.e. the Slovenian National Statistics Act and Letni program statističnih raziskovanj (Uradni list RS, št. 92/11, 30/12 in 97/2013), i.e. the Annual Programme of National Statistics, available only in Slovene. Observation Units In the KO-U survey covers all business subjects that managed waste landfill sites (municipal, industrial and hazardous). Coverage In the survey there is full coverage, as the total population, i.e. all the reporting units that managed waste landfill sites, is observed. In 2013 the KO-U survey covered 41 reporting units. Key Variables In the KO-U survey, the following key variables are observed: - quantities of waste, taken to the landfill sites, by kind of waste - way of handling the despatched quantity of waste - quantity of waste that were taken over by others (for other kinds of removal, alteration, export). 3/10
4 Key Statistics In this survey the key statistics covers the quantity of waste, by kind of waste (classified in line with the classification system of waste) and the situation in view of the previous year data. Questionnaire The questionnaire and the instructions on how to fill it in are prepared in electronic form. By use of an assigned code they are accessible to the reporting units at the Ministry of Environment and Spatial Planning (MOP) via the program for electronic reporting (IJSVO). Methodological Explanations The methodological explanations and the List of waste are available on the website of the Ministry of Environment and Spatial Planning (MOP) or respectively their program for electronic reporting (IJSVO). 4/10
5 1 Relevance 1.1 Description of the administrative sources used Origin and original purpose of the data SURS overtook 2013 data from the IJSVO database of the Slovenian Ministry of Environment and Spatial Planning (MOP) that are collected in order to monitor the quantity of waste that is compiled at landfills and to monitor the capacity that is still available at the landfill sites How to overtake data In September 2014 SURS overtook the data that were in electronic form from the IJSVO database that is accessible by password. The latter was awarded to SURS by the MOP Closeness of reference dates In 2014 the reference dates were not very close due to subsequent takeover of clean data from the IJSVO database and consequentially the belated final processing of data and publishing of data. We believe that in the next period the reference dates shall be closer together. 1.2 Rate of Unavailable Statistics The rate of unavailable statistics is 0. 2 Accuracy 2.1 Sampling Errors Sampling Error The survey is not conducted on the basis of a random sample; therefore the estimates do not contain a sampling error. 2.2 Coverage Bias Coverage Bias As there is full coverage, there is no coverage bias. 2.3 Non-Sampling Errors Non-Response Errors Unit Non-Response Rate The ratio between the number of units for which no data was obtained and the number of all adequate units is non-existent, as there was full coverage. 5/10

7 3 Timeliness and Punctuality 3.1 Timeliness Timeliness of the First Results Timeliness of the first survey data is determined as the difference between the date of the first release and the end of the reference period; in this case this is the last day of the year to which the data refer. The data on timeliness of the first release are presented in the table below, in the form T+x, where T means the end of the reference period and x the number of days until publishing. The reason for this was incomplete data on the quantities of municipal waste generated, which were obtained by the MOP. Final data were published on 18 of November 2014 but only on the field of data on quantities of waste generated, while the data on quantities of landfilled waste were already final within first release. 3.2 Punctuality Punctuality of the First Results Punctuality of the first release of data is calculated as the difference between the announced date of publication and the actual release date of data. Since 2010 the data are presented also on level of municipalities. 8/10
9 5 Comparability 5.1 Comparability over Time Length of Comparable Time Series A comparable time series calculated upon uniform methodology is available from 2002 on Breaks in Time Series From 2002 on there are no breaks in series. 5.2 Geographical Comparability Comparability with Other Members of the European Statistical System Survey results are internationally comparable the quantity of waste per inhabitant. 5.3 Seasonal Adjustment Seasonal adjustment is not used in this survey. 6 Coherence 6.1 Coherence between Provisional and Final Data Coherence between Provisional and Final Data In principle, in the context of the municipal waste only final data are published. But in 2014 (data for 2013), because of the incomplete administrative source, on announcement day of the first release only provisional data were published. The final data were published one month later. 6.2 Coherence with the Results of the Reference Survey Reference Survey The annual statistical survey on collected municipal waste (KO-Z) could be considered as a reference survey. With it the collected municipal and other waste is monitored by type, source and way of handling it; also annual data on waste delivered to the landfill sites are submitted and only these data can be compared and controlled. The data reported in KO-Z (waste delivered to the landfill sites) must be the same as data reported in KO-U (waste brought to the landfill sites) Coherence with Reference Data See /10
10 7 Costs and Burdens 7.1 Survey Costs of the Office When calculating the costs of the Office in conducting the KO-U survey we took into account the costs that arise from the working hours, put in by the personnel of the Office. The indicator estimating the burden of the reporting units focuses on the time used on average by the reporting units for electronic reporting, incl. the time, required that they harmonise the data among themselves and to eliminate the possible errors that automatically appear on the screen. The time required for a reporting unit to fill in the questionnaire in electronic form was estimated to be 60 minutes. This time is then multiplied by the number of reporting units that submitted their data which yields the burden of the reporting units.
