1 CRIMINAL INJURIES COMPENSATION AUTHORITY INTRODUCTION The Criminal Injuries Cmpensatin Authrity (the Authrity) is the gvernment bdy respnsible fr administering the Criminal Injuries Cmpensatin Scheme (the Scheme) in England, Sctland and Wales. The Authrity is an Arms Length Bdy within the Ministry f Justice and als prvides a service n behalf f the Scttish Gvernment. We perate ut f an ffice in the centre f Glasgw and currently emply ver 400 staff. The Authrity has a Chief Executive and bard f directrs. The Scheme is gvernment funded and can pay mney (cmpensatin) t peple wh have been physically r mentally injured because they were the blameless victim f a vilent crime. We knw that we can never fully cmpensate victims but we can recgnise their suffering and give them sme financial supprt that may help them mve n. The current versin f the Scheme was intrduced in late 2008 and there are earlier versins that were intrduced in 1996 and REQUIREMENTS The Scheme sets ut the main qualifying cnditins that need t be met t allw cmpensatin t be paid. Amng these cnditins is Paragraph 21 f the Scheme which means claims fficers can require that a medical examinatin is undertaken befre an award is made. Paragraph 21 f the 2008 Scheme states that: Where a claims fficer cnsiders that an examinatin f the injury is required befre a decisin can be reached, the Authrity will make arrangements fr such an examinatin by a duly qualified medical practitiner. Cmmissining f examinatins, evaluatins and prgnses enable the CICA t identify the crrect injury award-banding and ptential future lss f earnings figures. Our bligatin extends t the arranging f a medical examinatin where the nature, extent and duratin f an injury are unclear. We are NOT referring an applicant fr treatment, that is nt ur rle, but instead we are asking a medical expert t assist the Authrity in making a prper assessment fr cmpensatin. Our current prcess invlves us identifying relevant specialists and agreeing fees with them fr arranging examinatins and prviding their reprts. Once we have established that we require an examinatin, we select relevant specialists and gain agreement that they are prepared t carry ut an examinatin and then negtiate fees with them. We als surce medical recrds and prvide them t the relevant specialists and chase up the cmpletin f their reprts where this is necessary.

2 While we will cntinue t decide when an examinatin is required, we intend t use an intermediary cmpany t identify the specialist, arrange the appintment, surce medical ntes/recrds and prvide us with a medical reprt within a reasnable timescale and cst. Our prcedures fr engaging specialists will align with thse used by the successful cmpany, since we d nt need a bespke service. As a minimum, we wuld expect this t mean that we rder services via the cmpany s nline system specifying the issues that we need t be addressed and we leave the appintment arrangements between the cmpany and the applicant. As reprts are prduced we wuld expect t pull them frm the service prvider using security apprved mechanisms. We are als likely t require a "bridge" t the Authrity s case management system and we wuld be interested in receiving prpsals fr hw this might wrk. PILOT PHASE T test the prcesses invlved we have cmpleted a six mnth pilt phase with tw cmpanies currently perating in this business sectr. We have cncluded that the Authrity can successfully engage with intermediary cmpanies fr this wrk and receive a cnsistent, value fr mney service. SCALE OF WORK The vlume f medical examinatins cmmissined annually will fluctuate with demand. Hwever, we believe that ur demand ver the next three years is likely t be mre stable than has been the case mre recently. Based n data frm previus years, a reasnable estimate wuld be between 530 and 640 reprts ver 12 mnths. POTENTIAL FOR ADDITIONAL BUSINESS In additin t cmmissining medical reprts in accrdance with paragraph 21 f the Scheme, CICA rutinely btains mre general medical reprts, medical recrds and hspital ntes t verify injuries and drive cases frward. These reprts are significantly lwer in cst, and are surced frm general practice, dental surgeries, Accident & Emergency and ther hspital departments. On accunt f the rutine nature f these requests, they are greater in vlume than reprts cmmissined under paragraph 21 f the Scheme. We are interested in reviewing prpsals fr undertaking this wrk r part there f, and yur initial thughts and ideas n the matter wuld be a welcme inclusin t the main fcus f this cntract, which is btaining medical reprts in accrdance with paragraph 21. STATEMENT OF REQUIREMENTS Ministry f Justice Standard Terms and Cnditins (Services) will apply. These are available upn request r can be dwnladed frm the Ministry f Justice website at: These Terms will supersede any terms that may accmpany a prspective Supplier s tender

3 respnse. Tender respnses that reject ur Terms and Cnditins will be deemed nn-cmpliant. The tender dcuments will be available n Cntract Finder at and by request directly frm the Criminal Injuries Cmpensatin Authrity. We will endeavur t answer any additinal requests fr infrmatin relevant t the cntract respnse where pssible. Such respnses will be made available t all interested parties and added t the infrmatin available n Cntracts Finder. It is a requirement that the successful cntract let will be psted n the OJEU Cntracts Bulletin by the MJ. An indicatin f the range and prprtin f reprts per specialism is as fllws: Psychiatrist 40% Neurlgist/neurpsychlgist 23% Clinical Psychlgist 16% Orthpaedic Surgen 9% Neursurgen 5% Plastic Surgen 4% Maxillfacial Surgen 1% Cnsultant Ophthalmlgist 1% Cnsultant Paediatrician 1% Access t an adequate number f specialists acrss mainland UK t deliver service Deliver final reprts t CICA within 3 calendar mnths frm date f receipt f first instructin COST Value fr mney service Cmpetitive pricing Prprtinal t cmplexity f the individual case

4 SCORING All the tenders received will be frmally assessed against the criteria listed and placed and ranked in a scring matrix. This will take place in the week cmmencing the 6 th February 2012, assuming there is n extensin t the submissin date, and all the tenders will be scrutinised by the tender panel at the ne sitting t ensure cnsistency f apprach and marking. Invices will be submitted t the CICA Finance sectin in the first instance and frm there verified as accurate by the Reginal Heads. Once cnfirmed fr payment the invice will be prcessed by CICA Finance via BACS. Invices nt subject t query will be prcessed within 30 days f receipt. There will be a fcal pint within ur Operatins structure t reslve any unexplained delays r questins regarding payment and any evlving wrk that may arise. The fcal pint details will be prvided at the cntract let stage f the tendering prcess.
