1 Linear Collider R&D in Universities The Department of Energy (DOE) has agreed to initiate support of a Universitybased advanced technology R&D program in generic detector R&D and accelerator R&D relevant to a future linear collider at tentative levels of $500,000 and $400,000, respectively, in fiscal year In the following, guidelines for submission of the R&D proposals to DOE are provided. The purpose is to clarify the specific areas to be supported and provide information relevant to preparing applications The information provided below expands on the DOE presentation made at the Santa Cruz Linear Collider Retreat, June 27 29, At the retreat members of the U.S. high energy physics community presented a plan to prepare multi-institutional R&D proposals to the DOE for support of modest university based efforts on linear collider detector and accelerator topics. This initiative is supported by and coordinated with the U.S. Linear Collider Steering Group. Details on the intent, schedule, and review and prioritization process to be carried out under the auspices of the Linear Collider Steering Group can be found at Accelerator R&D Proposals to carry out accelerator R&D related to a linear collider will be accepted from any qualified university group. Prior funding by the DOE is not a requirement, and proposals from university groups currently funded by NSF or other
2 funding agencies will be given equal consideration. The scientific and technical topics proposed should a) be generic in that they deal with a topic of importance to all linear colliders, or b) be specifically applicable to the U.S. entry in the linear collider sweepstakes, the warm rf Next Linear Collider. Topics that duplicate R&D in the area of, or related to, superconducting rf performed for the proposed TESLA linear collider, or its upgrade, will not be considered at this time! In evaluating proposals for accelerator R&D, significant weight will be given to the priorities set by the appropriate subcommittees established by the Linear Collider Steering Committee. Proposals from University groups already funded by the DOE Division of High Energy Physics will be treated as supplemental funding requests. If the work proposed is within the approved R&D topics of the current grant, peer review will not be required. If the proposed work is not within the R&D topics for the current grant, then peer review will likely be required. On new grants, peer review by the DOE will be required. Supporting documentation should include the appropriate level of detail to be consistent with the type of proposal; that is, whether the proposal is a supplemental request within the R&D topics of an existing grant, a supplemental request for work not included in the existing R&D topics, or a new grant. 3 Accelerator R&D funding: the $400,000 will not be part of the $19.2M requested in the FY 03 President s Budget request for linear collider R&D. It will be in addition to that amount, and therefore, it will be outside the $19.2M cap set by the Office of Management and Budget. There is, consequently, some uncertainty at this time about the availability of the $400,000; however, the Division of High Energy Physics does not believe that the uncertainty should inhibit any university group from submitting a proposal in accelerator R&D. Detector R&D Proposals will be accepted for supplemental funding from university groups with a current DOE grant in high-energy physics to carry out detector R&D related to a future linear collider. DOE program managers will use the priorities set by a review panel chartered by the Steering Group combined with their knowledge of the university group s capabilities and commitments in making funding decisions. The review panel will be asked to identify those items which will require the longest development period, so that those can be given high priority in the first year. Funding commitments will be made for only one year at this time, but a description of a multi-year plan is welcome, so that the future needs for detector R&D can be understood and that plans to meet those needs can be developed. Universities are welcome to collaborate with national laboratory groups, and descriptions of the national laboratory contributions to the project will be used in evaluating the proposals. However, such contribution to collaborative detector R&D by
4 national laboratories will be funded from the individual laboratories budget, consistent with current practice. Detector research is considered to be within the approved research area for all of the DOE Division of High Energy Physics experimental grants; so additional peer review is not required. However, it will be requested by DOE program managers if they determine that it is needed. Detector R&D does not fall under the Office of Management and Budget cap, and it is expected that the full $500,000 will be available. If there are any questions about the general procedures for submitting proposals in detector R&D or about specific university proposals, please contact Michael Procario at (301) or Organization Following the Santa Cruz meeting, it became clear that clarifying organizational relationships inside the DOE Division of High Energy Physics for Linear Collider Program Management would be helpful. The Program Manager is Dave Sutter, and he should be contacted concerning general questions about the DOE Linear Collider program. Mike Procario is working with Dave on the detector R&D effort and, as noted above, Mike should be contacted about questions concerning the detector program. As the R&D program for a U.S. based linear collider develops, it is anticipated that a person
