1 Pierce County Civil Service Commission for Sheriff's Employees EMPLOYMENT OPPORTUNITY ACCEPTING ONLINE APPLICATIONS ONLY NURSE SUPERVISOR - CORRECTIONS (JOB #5069) Pierce County Sheriff s Department (Corrections Bureau) Pay Range: $ $48.75/hr CLOSING DATE: Open Until Filled GENERAL FUNCTION This is responsible, supervisory level work in the Pierce County Corrections and Detention Center Health Clinic, a 24-hour, 7 day per week urgent care, maximum-security facility. An employee in this classification is responsible for providing leadership and direction to clinic nursing staff. MINIMUM REQUIREMENTS TO APPLY Bachelor of Science in Nursing degree and three (3) or more years of increasingly responsible experience as a Registered Nurse, including one (1) year in a supervisory/lead capacity; OR Seven (7) or more years of increasingly responsible experience as a Registered Nurse, including two (2) years in a supervisory/lead capacity. Current licensure in Washington State as a registered nurse, or eligibility for license reciprocity in Washington State as a registered nurse is required. License must be in good standing with no license restrictions or probationary status. United States citizenship and the ability to read and write the English language as required by RCW are required. Training in ambulatory care, emergency room, trauma/urgent care and/or psychiatric care is desirable. Experience in an institutional or correctional health setting is preferred. As a condition of continued employment, maintain Registered Nurse certification and license as required by applicable statutes. CPR certification is required within 30 days of employment, from an approved program. Ability to successfully complete a Pierce County Sheriff s Department background investigation, which may include a medical physical, behavioral assessment and polygraph, is required prior to hire. A valid Washington State driver s license may be required when travel is required of the position. 2 ESSENTIAL FUNCTIONS Plan, schedule, supervise and evaluate the work of nursing staff; participate in and make recommendations regarding the recruitment, selection, discipline and termination of subordinate employees; supervise and coordinate the training of new employees. Conduct performance evaluations, develop performance measures and standards and counsel employees. Assign nursing staff to allow for optimum coverage of the clinic during shifts; make arrangements for days off, vacations and substitutions in cases of absence due to illness. Act as facilitator, problem solver and resource person to health clinic and custody staff regarding nursing related issues. Review, investigate and respond to internal nursing related problems (i.e. patient care, medication, custody issues) and to inmate and/or family complaints and grievances. Promote effective communication between nursing staff and inmates, healthcare providers, outside agencies and custody staff. Communicate with inmate, family and others regarding patient care issues. Confer with the Health Services Manager and Physician/Medical Director regarding the efficient operation of clinical activities, i.e., patient flow, equipment, and facilitate transfer of patients/inmates to other correctional healthcare facilities. Participate in planning, implementing, monitoring and evaluating service delivery systems and health care programs using quality assurance activities to meet standards, regulations and policies regarding patient care. Distribute clinical and/or non-clinical tasks to designated health care team members according to medical clinic s approved scope of practice guidelines. Responsible for health clinic operations in the absence of the Health Services Manager and Physician/Medical Director. Provide professional, technical support and coaching to nursing staff. Responsible for training program content development and delivery. Attend and participate in management/committee meetings, quality assurance meetings; and conduct nurse meetings. Develop, train, implement and enforce policies and procedures addressing nursing services and patient care. Ensure consistent interpretation of laws, rules, policies and procedures. Monitor inmate/patient care through assessment, planning, intervention, re-evaluation, written documentation, observation and comparison to established standards. Provide nursing care, assessment, intervention and treatment of inmates, as needed. Utilize and promote familiarization with quality assurance standards and programs. Move and/or lift up to forty (40) pounds. Maintain regular, predictable and punctual attendance. Perform the physical requirements of the position; work within the established working conditions of the position. Meet the traveling requirements of the position. Work a flexible schedule, which may include evenings, weekends, and holidays. WORK ENVIRONMENT: The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of the position. The Nurse Supervisor- Corrections works in the confined indoor space of a medical clinic in a maximum security adult correctional facility. There is constant exposure to hazardous chemicals, hazardous waste, bio-hazardous material, pharmaceuticals, infectious diseases and in-person contact with inmates. Attendance at meetings outside of normal work hours may be required. PHYSICAL REQUIREMENTS: The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of the position. Physical and mental demands include ability to perform tasks involved in operating common office equipment; move and/or lift up to forty (40) pounds; sit and stand for long periods of time; manual dexterity to include bending, stooping, pushing, pulling and

3 reaching; digital dexterity; talking; seeing; hearing; reasoning and analyzing complex information. Travel to meeting locations may be required. May require work on weekends, evenings or reporting to work in the event of emergency. Applicants must successfully complete the written examination (below) with a passing score of 70%. The top six candidates will be invited to participate in a competitive oral board. Applicants must successfully complete the oral board with a passing score of 70%. The overall examination and score will be weighted 25% oral board and 75% written exam answers. Veteran's preference will be granted in accordance with RCW If you are eligible to have veteran s scoring criteria applied to your examination score, you must submit a copy of Copy 4 of your DD214 with your application. Prior to appointment, a thorough background investigation will be conducted consisting of, but not limited to: personal history statement, personal interviews, employment check, professional and personal reference checks, job specific interviews, criminal and credit checks, neighborhood check, polygraph examination and a drug screen. Failure to pass any phase of the background investigation shall be cause for removal from the employment register. PIERCE COUNTY SHERIFF S DEPARTMENT - STANDARDS ON ILLEGAL DRUG POSSESSION Possession is defined as: control, touching, holding any illegal (non-prescribed) drug. You must be drug free for the three (3) years prior to this application; and Your lifetime marijuana possession must not have exceeded twenty-five (25) times; but you can be considered for employment if you have had no possession in the last ten (10) years; and Your lifetime possession of all other illegal drugs must not have exceeded four (4) times total; but you can be considered for employment if you have had no possession in the last ten (10) years; and No use of illegal drugs by free-basing or needle injection (excluding steroids); and No illegal use of steroids within three (3) years; and No illegal drug use since making any criminal justice application; and No illegal manufacture, transportation, selling of any illegal controlled substance as part of a criminal enterprise, or for financial gain. No consideration for employment will be given for this standard; regardless of timeframe (10 year rule will not apply). It is understood that many candidates have experimented on a limited basis with illegal controlled substances in their past, and this behavior may not be an accurate indication of future performance with PCSD. Possession of any controlled substance outside the above standard, that occurred more than ten (10) years prior to applying, will be considered, upon request of the candidate.

RETIREMENT: Pierce County employees participate in one of the Washington State Department of Retirement Systems plans. Employees and the County contribute jointly to the plan. SOCIAL SECURITY AND INDUSTRIAL INSURANCE: Employees are covered by Social Security and the State Industrial Insurance Act. IN ADDITION: Pierce County offers its employees an Employee Assistance Program which includes legal service access, Deferred Compensation, a Wellness Program, access to a credit union, commute assistance including transit subsidies, a variety of on-going training programs, direct payroll deposit, access to long term disability insurance, and flexible spending accounts.
