Jacqueline mved t NH in fall, 2015, previusly lived in Cnnecticut and was very actively invlved the SAC in Cnnecticut. Other interested individuals fr becming members f SAC in attendance: Nami Sheffield frm Rivier University. Nami is a teacher in the teacher preparatin prgram at Rivier fr the last 8 years and is interested in becming a SAC member n behalf f a University. Public Cmment & Annuncements Nne Legislative Updates Bnnie reviewed her Legislative Updates with SAC members. SB316, relative t placement decisins by a child s individualized educatin prgram team, passed bth Huses as amended. SB320, relative t nn-academic surveys administered by a public schl t its students, ught t pass bth Huses. SB354, requiring the cmmissiner and deputy cmmissiner f the department f educatin t be cnfirmed by jint sessin f the general curt, held ver. SB355, requiring the members f the state bard f educatin t be elected by a jint sessin f the general curt, interim study. SB439, has a new title: establishing a cmmissin t study the shrtage f nurses and ther skilled health care wrks fr hme health care services. Amended and tk ut a representative f SAC n the cmmittee, re-amended and placed SAC representative back n the cmmittee. This is nt a respnsibility f SAC wuld recmmend a Department f Educatin representative n the cmmittee. Sle rle t supprt all the Nurses in the State, funding was cut. DHHS said they wuld help ut. Schl nurses have been struggling fr a lng time. The Bureau cntracted with an individual t prvide technical assistance t schl nurses. Bnnie wuld recmmend nt have a member n the cmmittee, but have SAC prvide infrmatin as a Cmmittee. Lisa B will be attending the meeting, Bnnie t prvide language n behalf f SAC t Lisa. SB483, new title: establishing a cmmittee t study the necessity f creating a chartered public schl prgram fficer psitn and t study apprpriatins t chartered public schls fr the 2016 and 2017 fiscal years. Amended in Senate, the cmmittee t recmmend amending back t riginal language, bumped t next week. SB419, new title, as amended by Senate Finance; relative t Medicaid hme health care services and relative t the scpe f practice f licensed nursing assistants. Fr kids educated in hme setting SB534, t implement a system f care fr children s behaviral health. Senate ught t pass. 3 HB536, relative t payment fr special educatin services fr chartered public schl students and relative t federal funds fr chartered public schls. Passed bth Huses. Schl districts t pay. HB1145, establishing a cmmittee t study suspensins and expulsins in licensed preschls and in kindergarten thrugh grade 3. Passed bth Huses. HB1338, relative t student exemptin frm the statewide assessment. Passed the Huse, ging t Senate. HB 1372 permitting a child with a disability t use audi r vide recrding devices in the classrm. Didn t make clear students with disabilities and need f devices; Bureau issued a mem with regards t this. HB1436, relative t earned time credits fr prisners participating in rehabilitative educatinal prgraming. Ought t pass. HB1644, relative t screening and dyslexia and related disrders and establishing a reading specialist in the DOE. Meetings f Interest: Dyslexia bill, K thrugh 3 rd grade will prvide assessments; this bill mandates must be dne when students enter int kindergarten. Mandates the NHDOE has a reading/writing specialist. Santina; based n this bill the Bureau stepped up and if the bill passes we will cntract with an individual t prvide the services. Revisins t the New Hampshire Rules fr the Educatin f Children with Disabilities were apprved by the State Bard f Educatin n March 24 th. The State Bard has scheduled public hearings n the prpsed revisins t Ed 1100, New Hampshire Rules fr the Educatin f Children with Disabilities. May 28 th at 11am at the State Bard Meeting June 16 th at 11am at the State Bard Meeting June 16 th at 6pm at the Department f Educatin The Bureau f Special Educatin has valuable input meeting ntes frm the public hearings held. Bnnie wuld like t set time at the next SAC meeting t lk at and t discuss and prvide input t the State Bard. SAC will prvide public cmment n what SAC came t a cnsensus n r clse t a cnsensus, with dcumentatin. Bnnie will send ut a factual dcument prir t the meeting. Wuld like at the June 1 st meeting, fr Santina t present t SAC what was presented at the Public Input Meetings. At the May meeting, SAC t prvide specific questins t Santina fr Santina t prvide input t the questins/cncerns at the June SAC meeting. Schl Psychlgist Assciatin Presentatin Terri and Kate frm the New Hampshire Assciatin f Schl Psychlgists presented infrmatin n Schl Psychlgist s and their expanded rles, and hw their rles vary frm district t district; they are currently prviding advcacy arund the State t advise districts f their expanded rles. Schl Psychlgist s prvide student level direct service, cunseling fr a variety f needs, cnsultatins, training fr teachers and paras, wrking with parents. Schl Psychlgist s prvide mental health and behavir health needs; schl wide practices fr all students t help supprt and curriculum in meeting the needs f all students. 4 Schl Psychlgist Assciatin Presentatin (cnt d) Sme schl have a Schl Psychlgist n staff, sme districts cntract; sme Schl Psychlgist s cntract with several schls. Schl Psychlgist are advcating fr a larger rle in the schls, early interventin and educating the schl districts arund their expanded rle. There is an event May 21 st, the speaker is Paul LaBluff, n behaviral and mental health issues in the schls, specific details n the Assciatin s website. Lisa Hatz ~ Vcatinal Rehabilitatin Update Lisa prvided updates n the Reauthrizatin wrk. NH has been chsen as ne f the States t receive intensive technical assistance frm NHTEC; Sherry Burbank wrte the prpsal fr this technical assistance, she is a great resurce... we gt it! The intensive technical assistance frm NHTEC is ging t help the market between VR and Special Educatin and the new law; hw t better explain t everyne what VR respnsibility is and what is SPED respnsibility, what is the difference and hw t prvide training. Lisa will be placed n the agenda fr the next tw mnths t cntinue t prvide updates. Update frm the Bureau f Special Educatin ~ Santina The Bureau cntracted vendr Pingra, SAC gave public input after the March meeting. The Bureau was given 60 days t review the draft reprt frm Pingra, this has be changed t 30 days. The Bureau has invited a stakehlder grup t review the draft reprt; t meet and discuss the reprt... are peple in agreement with this statement; d yu feel this is happening in NH? SAC and DRC are included within the stakehlder grup. On April 12 th the Office f Student Wellness in partnership with the New England Equity Assistance center f Brwn University is hlding a day-lne Schl Discipline Guidance Cnference. Indicatr 17 the State Systemic Imprvement Plan (SSIP) has been submitted by the due date f April 1st. Fcus lking at preschls and utcmes. The NHDOE has wrked with Granite State Cllege t create tw teacher prep prgrams, ne fr the Visually Impaired and ne fr the Deaf and Hard f Hearing. Granite State Cllege did get initial apprval and had a few students fr the Visually Impaired and nne fr the Deaf and Hard f Hearing, as was in the prcess f apprval fr financial aid; which was apprved at the last Bard meeting. Secndary Transitin and Next Steps; the Bureau has a cntract with Nrtheast Deaf and Hard f Hearing Services fr technical assistance fr deaf students. The Bureau has expended their cntract t wrk with PEPNET fcusing n students wh are deaf and hard f hearing. Old Business: Draft and discussin f Bylaws A cmmittee cnsisting f Maureen, Bnnie, Kerri Lynn Kimner, Maureen Shields and Lisa Beaudin review the current SAC Bylaws. 5 New Business, Emerging Issues, Annuncements, Current Events, Public Cmment Karen Rsenberg annunced that the Executive Directr fr the Disability Rights Center has been recmmended as a judge n the superir curt; ging befre gvernr and cuncil tday. Dnna Curtin annunced that Jack s bk has sld ver 175 bks and Jack has read at ver 120 schls and his bk is available at Gibsn. Jack attended authrs night at Timberlane Reginal and was asked up n stage when the PwerPint slide with Jack s infrmatin was shwn. Old Business: Maureen talked abut the discussins held arund the Prisn and wuld like t clse the discussin. Bnnie made tw recmmendatins The Bureau cntinues t cllect data frm the Cunty Huses f Crrectins and cntinue share with SAC. Seek input frm the Bureau, cunty crrectinal facilities and schl districts arund the barriers and share with SAC and legislative cmmittees. After discussin, a mtin was made by Jasn t table the discussin n students with disabilities receiving services in the cunty huse f crrectin. Jean Parsns secnded. All in favr.
