2 Reaction Evaluation Report E-Learning Workshop Success Factors in Instructional Design (held under the Technological Transfer Project: A Partnership for Public Sector Management Excellence between Escola Nacional de Administração Pública ENAP and the Canada School of Public Service - CSPS) Date: May 17-19, 2005 Schedule: 09:00 a.m. to 12:30 p.m. and 02:00 p.m. to 06:00 p.m. Workload: 18 hours Location: Room 214, Escola Nacional de Administração Pública - ENAP Experts: Bárbara Lukaszewicz Acting Vice President of the Knowledge Management and Advanced Education division of the Canada School of Public Service - CSPS. Denise Bloomfield Director for Distance Education Programs of the Knowledge Management and Advanced Education division of the Canada School of Public Service - CSPS. Timothy Stephens Director of the Distance Education unit of the Canada School of Public Service - CSPS. Of the 22 participants in the Workshop, 21 filled out the reaction evaluation questionnaire, which resulted in the analysis described below. The Workshop evaluation graph shows the perception of the participants in relation to the results of the Workshop (percentage of "excellent" and "good" responses). With regard to the relevance of the topic for their work, 85.7% of the participants considered it excellent and 9.5% good. 81% described the contribution of the learning event to their professional development as excellent and 19% as good. Regarding the applicability in the workplace of the contents discussed during the Workshop, 80% described it as excellent and 10% as good. With respect to expert Barbara Lukaszewicz, her clarity in conveying the contents was considered excellent by 81% of the participants and good by 19% of them; her ability to generate integration amongst the students was evaluated as excellent by 85.7% of the participants and as good by 9.5% of them; her mastery of the program contents was considered excellent by 95.2% of the participants and good by 4.8% of them. Regarding expert Denise Bloomfield, her clarity in conveying the contents was described as excellent by 71.4% of the participants and as good by 28.6% of them; her ability to generate integration amongst the students was evaluated as excellent by 76.2% of the participants and as good by 14.3% of them; her mastery of the program contents was considered excellent by 95.2% of the participants and good by 4.8% of them. With respect to expert Timothy Stephens, his clarity in conveying the contents was considered excellent by 81% of the participants and good by 19% of them; his ability to generate integration amongst the students was evaluated as excellent by 76.2% of the participants and as good by 14.3% of them; his mastery of the program contents was considered excellent by 95.2% of the participants and good by 4.8% of them. The satisfaction of the participants can be estimated in graphs 1 and 2 by the average score given to the event within a 1-10 scale and by the relation between the initial expectations of the participants in connection with the Workshop and their evaluation of its actual performance. In this case, it can be seen that the average score for the Workshop performance 9.41 was higher than the expected one, which was 9.22.

3 This evaluation report will be available to the participants in a link developed for the Workshop in the ENAP website (Cooperação Internacional Projeto Canadá). The answers of the participants to the open questions provide important inputs to ENAP and contribute toward improving and innovating its products and services.
